Proposed in November 2015 at 2nd High Level
Global Conference on Road Safety to serve:
As network to encourage Parliamentarians
worldwide to support effective policies & laws
for road injury prevention.
Launched in December 2016 in London with a
Leadership Council of 15 MPs from Africa, Asia,
Europe, Middle East & the Americas.
In December 2017 held its 1st Annual Leadership
Council meeting in House of Commons, London.
Hosted by Towards Zero Foundation (UK charity)
under patronage of HRH Prince Michael of Kent.
3. Launched in 2017 during 4th Global Road Safety Week with 10 recommendations
for action by parliamentarians worldwide:
1) UN Decade of Action for Road Safety and the SDGs
2) Parliamentarians and Road Safety Leadership
3) The Safe System Approach
4) Road Safety Policy and Legislative Priorities
5) Road Safety at Work
6) Good Governance and Road Safety
7) Integrating Road Safety with Sustainable Transport Policies
8) The role and policies of the Multilateral Development Banks
9) Funding for Road Safety
10) Road Safety Target for 2030

4. Beyond 2020: What Target for Road Safety?
The SDG Target 3.6 to halve road deaths and injuries by 2020 will not be achieved.
Beyond 2020, a new global target will be needed to mobilize commitment levels for
effective road injury prevention policies, laws, and funding.
Without a target road safety risks being downgraded as a priority public policy issue.
The #Manifesto4RoadSafety, therefore, recommends:
“That Parliamentarians worldwide support
at the end of the current UN Decade of Action,
the adoption of a new SDG 3 target to halve
road deaths and serious injuries by 2030
using 2020 as a baseline”.
5. Future Plans 2018 - 2019
1) Encourage the development of regional ‘chapters’ of the Global Network to promote
exchange of best practice between MPs at regional level.
2) Hold 2018 Annual Leadership Council on 14th December in London in conjunction
with a High Level Workshop on Speed Management at the EBRD.
3) Co-operate with the Commonwealth Parliamentary Association and engage with the
Inter-Parliamentary Union.
4) Encourage Parliaments to host events during the 5th
Global Road Safety Week in 2019 in support of the
#Manifesto4RoadSafety and the ‘50 by 30’ target.
