2. HOW SIENA IS GOING TO RENEW
ITS URBAN INSTRUMENTS?
Siena municipality is renewing its urban instruments with:
• Operational Plan: a Plan that will regulate the development of the next
five years building activities;
• Structural Plan: a plan that will regulate the development of the city and
its territory for the next 15 years;
Siena city centre is in the World Heritage List since 1995 and it means that
who will draft the urban tools, have to pay so much attention to the
protection, safeguard and enhancement of its entire territory.

3. OPERATIONAL PLAN
• The area in question in the Operational Plan recently adopted, is indicated as an area
that presents important relationships of connection and interdependence with the
urbanized territory.
• The Plan also proposes through the establishment of aggregative forms between public
and private entities, the possibility of making access to the Park of Good Governance,
so as to be able to enjoy this area, otherwise precluded to both inhabitants and tourists.
• Of course, it should be done by providing works that qualify the parts and landscapes
adjacent to the Park harmonizing it to the constructions, always keeping in consideration
the main basis of the high quality of perceptual relations.
• It also promoted an amateur agriculture, compatible with the landscape context aimed at
maintaining the recovered areas over time.

4. WHAT ARE THE ASPECTS OF FOCUS FOR THE
DEVELOPMENT OF OUR URBAN PLAN?
We have paid particular attention to the study of four aspects:
1. The recovery and revitalization of the historic centre;
2. The strenghtening of the urban accessibility system;
3. The strategic promotion of urban greenery;
4. The conservation and enhancement of landscape heritage.

5. ACTIVITIES FULLY IN
LINE WITH URBINAT:
The urban greenery has a primary role for
the quality of the settlements and for the
multiple functions that it performs:
ecological, climatic, social, therapeutic,
landscapes, aesthetic, architectural.
Greenery contributes to improving of air
quality, cooling urban temperature and
water absorption.
The landscapes, never as in Siena,
constitutes the most appropriate element
to represent the complexity and depth of
the cultural, social and economic entity of
the territory;
The relationship between green areas and
urbanized areas represent in Siena an
«unicum» of values. Therefore, any action
of conservation of the territory is inevitable.

6. EXAMPLE
RAVACCIANO
NEIGHBORHOOD
Ravacciano neighborhood includes:
• a residential area, built in the “30s”
to accommodate the population of
Salicotto – removed from their
homes to sanitized and restore the
original district of the old town.
• an area occupied by a green valley
that is included within the
A g r i c u l t u r a l P a r k o f G o o d
Governance.
This area has long been the objective
of interest of the inhabitants of
Ravacciano themselves, who complain
about the impossibility of being able to
exploit this natural green lung, due to
the lack of direct access.

7. EXAMPLE
SAN MINIATO
NEIGHBORHOOD
This initiative has also found positive feedback
in another neighborhood of Siena, San Miniato,
where the so-called "urban gardens" have been
created by the majority of residents
In this way, it has been met a plurality of needs
such as the maintenance, management and
exploitation of green areas that would
otherwise have been abandoned.
It is necessary also to consider the need of
socialization that, especially in residential areas
adjacent to the city, is an aspect of considerable
importance.
The districts with these conditions will not only
play the role of dormitory places but can be
enlivened by the activities carried out within
them by the inhabitants.

8. SENSE OF BELONGING
• Living the "place" in an active form gives a sense of belonging that is useful for the social, cultural
and even economic growth of an environment, especially where the suburbs have absorbed a
large part of the city's population that perhaps works elsewhere and otherwise risks living the
neighborhood only passively.
• Revitalizing these residential areas, so closely connected to the city and separated from it by
these tongues of greenery, is essential for the entire community, providing open spaces that help
in maintain contact with nature by restoring the essential relationship and psycho-physical
balance.
