Wims grew the company organically winning multiple contracts in the Department of Defense (DoD),and with
non-profit organization. In 2013, WIMSCO was honored with a nominated by the Mayor of Baltimore, MD,as
one of the Top 100 Minority Business Enterprises (MBE) in the five state Mid-Atlantic Region including
Maryland, Virginia, Washington DC, Pennsylvania, and Delaware. Under his leadership, WIMSCO also received
severalletters of commendation and/or reference from its customers. Mr. Wims is a licensed General Contractor -
Commercial in the State of Maryland # 16371627, which allows his company to design, pull building permits, and
install network upgrades for telecommunication, video security and access controlsecurity systems.

Assist the county in moving to Enterprise Resource Planning (ERP) systems. Duties include building
/enhancing the telecommunications infrastructure to support VOIP,teleconferencing, ERP systems,mobile
systems interface, network security and more. Telecom systems in use include CISCO and Comcast cable.
Some legacy Nortel equipment is in use by some departments.
National Security Agency (NSA) Telecom Facilities Management – (Sept 2010 – Sep 2015) Wims
supported the design, upgrade, and cutover of telecommunications networks at military bases for the Defense
intelligence community. (on-going program) The program utilized CISCO and AVAYA equipment. Multiple
locations supported CONUS and OCONUS.
Ft. Meade Department ofPublic Works, Base Operations Contract – (April2011 – Oct 2013) Mr. Wims
worked in the PMO. He coordinated the installation of new telecommunications infrastructure in multiple new
building on base. He coordinated the outside plant installation of circuits and the development and
installation of inside plant telecommunications routers, switches, and fiber and coaxial wiring. He coordinated
PMO efforts to schedule all technical and base operations personnel including, DoD IT Management, base
civilian police force, military police, Department of Public Works, building owners, and operational
commands (the end users). Wims met all installation schedules and security requirements.
Defense Intelligence Systems Agency DISA Telecomm Upgrade – (July 2009 – Sept 2012) Recent
programs included the analysis and design of the DISA Filter Management System upgrades for DISA
managed telecommunications networks. Work includes the interface with DISA/NSA network encryption and
network security efforts to design and deploy more secure telecommunications networks worldwide (Global
grid). The program utilized CISCO and AVAYA equipment.

Leach Medical Office telecommunications upgrade – (June 2009 – present) This contract began in 2009
with tasking to upgrade the information technology in use by the medical practice. The scope of work was
later expanded to include a review of all telecommunications used in the office. Additional tasks included
transitioning the office from paper to electronic medical records. A systems upgrade to electronic medical
billing was also completed. LAN network redesign, utilization of gigabit switches and routers,
implementation of VOIP,implementation of secures wireless nodes were completed. The new system
reduced the monthly telecommunications costs by several thousand dollars per year. Developed a GAP
analysis to upgrade the office to electronic medical records systems. All work performed on schedule.
Community Preservation & Development Corporation, Washington DC (100 person mid-sized non-profit)
– (December 2013 – April 2014), Develop a requirements list and design and upgrade to their
telecommunications infrastructure. The design includes VOIP,teleconferencing, switch & router upgrades,
and increased bandwidth for greater data flow. Support the telecommunications needs of more than 25
buildings in DC, Virginia and Maryland. Recommended equipment included AVAYA 4000 Switch, Wireless
LAN 9100, and Aura video conferencing.
Taliafero, Inc. (a 150 person mid-sized business in Nashville, TN) – (September 2013 – Feb 2014), Develop
a requirements list and design and upgrade to their telecommunications infrastructure. The design includes
VOIP,teleconferencing, switch & router upgrades, and increased bandwidth for greater data flow.
Recommended equipment included AVAYA 4000 Switch, Wireless LAN 9100, and Aura video conferencing.
ManTech International,Hanover,MD (06/08 – 05/09), Mr. Wims was the Program Director for business
opportunities for the NSA market. Mr. Wims is also the Program Director for one of the NSA focused operations,
responsible for the program performance on 10 contracts,with more than 150 FTEs, including the Griffin (cyber
security) Program. Duties included the program oversight for multiple programs; contract negotiating,
deliverables, schedule reviews, manpower planning, and staffing. Mr. Wims successfully improved the
profitability of the operation by increasing the percentage of applied labor through contract growth, including
TTO wins and the award of a new cyber security contract.
He successfully identified 20 new business opportunities with NSA customer, responded to market surveys, and
met with the customers in one on one meetings and Industry Day briefings. He is responsible for identifying new
business opportunities, developing capture strategies, win themes, teaming strategies, and more. He presents the
opportunities to upper management and acts on the company’s decision. He also supports the pre-proposal and
proposal development effort. Mr. Wims successfully won two new contracts with this customer. He also led the
growth of 4 contracts.
Athenyx/PTP,Columbia, MD (0706 – 0307), Program & Business Development Director.
Duties included the management of multiple subcontracts with prime contractors on NSA programs. Most
programs included network security and cyber security activities. Assigned tasks focused on network
infrastructure and operations. Network data analysis was also performed. Customers included NSA, NRO,NGA,
CIA, and the State of Maryland. Programs supported include NSA (Thudbeater, Fibanacci, NTOC VISE,
AXISS, and more), NGA (SMARTS), CIA (I2S), NRO (NSSO),& Maryland Department of Transportation.
Reason for leaving: Company sold.
Dynamics Research Corporation,Columbia, MD (0705 – 06/06), Program & Business Development Director
for the Intelligence Community. Programs supported include NSA (KMI, Fibonacci, Journeyman, AXISS, and
more), CIA (I2S), & NRO. In this dual role, Mr. Wims was responsible for identifying and developing new
business opportunities in the IC. Mr. Wims also managed the engineering personnel and technical performance on
programs. Duties included routine contact with prime contractors and the end customer. Cost and schedule
performance were managed. Reason for leaving: Layoff of severalhundred people due to the end of several
Washington area programs.
SAIC IISBU, Columbia, MD (0802 – 07/05), Sr. Program Manager
Assigned as the Program Manager on a large information systems contract with the Defense Security Services
(DSS). He was directly responsible for the development and worldwide implementation of 3 enterprise wide
Department of Defense systems (ISFD,DCII,& EQIP). Under his direction, the three systems were redesigned

and developed to web based systems from client server and mainframe environments. Cyber security measures
were employed to ensure system security at all levels. IBM, and Digital mainframes were used in addition to
Digital, Gould, and mini-computers and desktop personal computers for software development. His staff were
proficient in the use of C, C++, .Net,JAVA,UNIX, and Pascal. Oracle and SYBASE database development
platforms were used.
Mr. Wims worked closely with the Director of DSS, the CIO,and COTR,on meeting the business improvement
and automation goals of the agency. Duties include the direct and indirect management of more than 80+ people.
Duties also, include ensuring cost and schedule performance on the contract, using Earned Value Management
techniques. Mr. Wims’ leadership resulted in an increase in the program size from 27 to 80 FTE’s and an increase
in program revenue from $4+M/year to more than $16M/year. Mr. Wims and team maintained an excellent
record for the on-time delivery of software products.
WIMSCO, Inc. Lanham,MD (11/89 – 08/02), President & Chief Systems Architect
Mr. Wims was in charge of all company operations including Business Development, General management,
Program Management, and the management of technical and supervisory personnel. Implemented full life cycle
management and total cost analysis in customer projects. Routinely implemented and maintained industry
standards and practices including CMM II and III, configuration management, system documentation, SW and
Systems engineering standards. Experience working with Sr. Management (CEO’s,COO’s,and CFO’s) at
customer sites to develop a new vision of their business areas using advances in information technology, on a
daily basis. Recommended and implemented new technology in severalbusiness situations after completing
“business process improvement” studies, which resulted in improved business performance and increased
profitability for customers.
Major Customers included NSA, DISA, Dimensions Healthcare System, and Kaiser Permanente. Computer
systems were designed and developed for healthcare applications and Defense Department specialapplication

GTE GOVERNMENT SYSTEMS Rockville, MD (7/88 - 11/89), Computer Scientist
Software development for the MINSTREL program, a Defense program. He was responsible for software
systems design of segments of the MINSTREL program, a very large SIGINT system. Structured software design
was employed using the Ada language in a mainframe environment. IBM Mainframe and Digital minicomputers
were used. Software languages used included M204, Ada,C, C++, Pascal,and UNIX.

Manager,Business Development, NSA Programs - Duties included identifying and developing new satellite
ground station business opportunities. Business goals included both command and control as well as data
collection ground stations. Business development duties included developing marketing and capture plans, and
briefing GE and customer personnel. Wims completed GE’s four week intensive Business Development course
which was developed in conjunction with the Wharton School of Business.
Software Engineering Program Manager (2/84 – 1/87) - Duties include managing the technical design and
implementation efforts of 50 software engineers and project engineers. This assignment required the development
of the software and firmware for the Trident subs. Other technical work included software and system design and
implementation efforts on Over-The-Horizon Radar system and various NSA satellite ground station systems.
IBM 4300X, UNIVAC, and Digital (DEC 10), mainframes along with Gould and Digital minicomputers were
used. Software languages included C, Pascal,UNIX,and Oracle.
HRB-SINGER, INC. Lanham,MD (11/81 - 2/84), Software Engineering Manager
While assigned as Manager Of Processing Programs,Mr. Wims managed 29 engineers and program managers
who worked on NSA and special customer satellite ground stations programs in the Bauded Signal Upgrade

Mr. Wims was assigned as the Manager of Engineering Support Section for the Landsat and Nimbus satellites at
Goddard Space Flight Center. Duties included the project management, maintenance and upgrading of the image
processing ground station for these satellites and the management of 30 software and systems engineers. Software
was developed on mainframe computers. The technical tasks included maintaining and upgrading satellite to
ground data dumps and ground to satellite command and control software. UNIVAC,Digital, IBM, and Sigma
mainframe computers were used. Computer languages included Fortran, Pascal, and UNIX.
C & P TELEPHONE COMPANY Silver Spring, MD (6/74 - 2/80), Programmer
Assigned as a Junior, then Senior Programmer Analyst, proceeded by assignments as Advanced Programmer and
Programmer. Mr. Wims worked on large multi-state database systems supporting customer billing systems
written in COBOL and ground to satellite to ground telecommunications traffic, written in Fortran and assembler.
The systems supported 4 states with over 12,000,000 customer phone lines. The mainframe computers worked on
included IBM and Honeywell. Mr. Wims was task leader for 8 programmers.
