Communication 'Regional Policy contributing to smart growth in Europe 2020'
Com (2011) 17 26/01/2011
“Smart specialisation as a means to deliver a more targeted Structural Fund support and a
strategic and integrated approach to harness the potential of smart growth and the
knowledge economy in all the regions”
EU Cohesion Policy 2014-2020
“Regulation laying down common provision on the CSF Funds”
Smart specialisation has been proposed as an ex-ante conditionality
This conditionality applies specifically for two of the 11 thematic objectives of the CSF Funds
• strengthening research, technological development and innovation (R&I target),
• enhancing access to and use of quality of ICT (ICT target).
3. Tools and Methods
• Methods and objectives for an efficient use of the European Funds 2014-2020
presented by the Cohesion Policy Ministry
• Four Thematic Working Groups
1- Labour, Productive system Competitiveness, Innovation
2 - Environnement valorisation and protection
3 - Improvement in quality of life and social inclusion
4 - Education training and skill
• National Agency for inward Investment and enterprises development - INVITALIA
Three Working Groups: Smart, Sustainable, Inclusive growth
Coordinated by EU policy Unit of Piedmont Region
4. RIS3 Guide
Step 1 - Analysis of the regional context and potential for innovation
Step 2 - Governance: Ensuring participation and ownership
Step 3 - Elaboration of an overall vision for the future of the region
Step 4 - Identification of priorities
Step 5 - Definition of coherent policy mix, roadmaps and action plan
Step 6 - Integration of monitoring and evaluation mechanisms
5. The starting point
Piedmont’s overall RIS strategy started in 2006 with the approval of the
regional law n 4/2006
which established “The regional system of research and innovation”
The law set up a governance acting through specific bodies:
regional committee
scientific commission
evaluation team
and planning documents:
- General guidelines for R&I
- Three-year research plan

8. A new setting for the regional clusters and policies
Narrow down the number of clusters
- Sectorial clusters – referred to a specific existing technological domain
- Cross sectorial clusters – new domain emerging from mixing traditional ones
- KET - horizontal clusters
- The Energy’s clusters – establishment of a clean-tech cluster (including Green
Chemistry)
Policies tailored to the local context
- rejuvenating traditional sectors through higher value-added activities and new
market niches;
- modernizing by adopting and disseminating new technologies;
- diversifying technologically from existing specializations into related fields;
- developing new economic activities through radical technological changes and
breakthrough innovations;
- exploiting new forms of innovation such as open and user-driven innovation, social
innovation and innovation services.
