                  THOUGHTS TO CONSIDER !!!
Your past is not your future! Memories of your past may be filled with regret, disappoint-
ments, failure or grief. You cannot change the past but you can change your future.
Dr. Tony Campolo is an American pastor, sociologist, author and speaker. He encourages
people to have a positive view about their future. "Your past is important, but important as it
is, it is not nearly as important to your present as the way you see your future" (Dr. Tony
Campolo).
There may be times when it is difficult to see a positive future. When these times occur, re-
member the words to a song from long ago. "Count your blessings, name them one by one."
Realize that your past actually had some good things in it. Take courage to rise up again and
face your future. Your new level of faith will cause you to believe for more of God's blessings
in your life. Now, begin to believe for a future filled with an abundance of blessings!

    PLEASE NOTE THIS: In short, even in school parking lots, you cannot pass a bus with flashing
    red lights. Be aware that if a school bus has flashing red lights activated you are prohibited by
    law to pass them, this includes school parking lots.
     (1174, paragraph (a)). Paragraph (c) covers the punishment for violations.

    §1174. Overtaking and passing school bus.

    (a) The driver of a vehicle upon a public highway, street or private road
    upon meeting or overtaking from either direction any school bus marked and
    equipped as provided in subdivision twenty of section three hundred
    seventy-five of this chapter which has stopped on the public highway, street
    or private road for the purpose of receiving or discharging any passengers,
    or which has stopped because a school bus in front of it has stopped to
    receive or discharge any passengers, shall stop the vehicle before reaching
    such school bus when there is in operation on said school bus a red visual
    signal as specified in subdivision twenty of section three hundred
    seventy-five of this chapter and said driver shall not proceed until such
    school bus resumes motion, or until signaled by the driver or a police
    officer to proceed. For the purposes of this section, and in addition to the
    provisions of section one hundred thirty-four of this chapter, the term
    "public highway" shall mean any area used for the parking of motor vehicles
    or used as a driveway located on the grounds of a school or of a board of
    cooperative education services facility or any area used as a means of
    access to and egress from such school or facility.

    (b) The driver of such school bus, when receiving or discharging passengers
    who must cross a public highway, street or private road, shall instruct such
    passengers to cross in front of the bus and the driver thereof shall keep
    such school bus halted with red signal lights flashing until such passengers
    have reached the opposite side of such highway, street or private road.
    Whether such passengers are crossing such highway, street or private road,
    or discharging to the same side of such highway, street or private road, the
    driver of such bus shall keep such school bus halted with red signal lights
    flashing until such passengers are at least fifteen feet from the bus and
    either off the highway, street or private road or on a sidewalk.

    (c) Every person convicted of a violation of subdivision (a) of this section
    shall: for a first conviction thereof, be punished by a fine of not less
    than two hundred fifty dollars nor more than four hundred dollars or by
    imprisonment for not more than thirty days or by both such fine and
    imprisonment; for a conviction of a second violation, both of which were
    committed within a period of three years, such person shall be punished by a
    fine of not less than six hundred dollars nor more than seven hundred fifty
    dollars or by imprisonment for not more than one hundred eighty days or by
    both such fine and imprisonment; upon a conviction of a third or subsequent
    violation, all of which were committed within a period of three years, such
    person shall be punished by a fine of not less than seven hundred fifty
    dollars nor more than one thousand dollars or by imprisonment for not more
    than one hundred eighty days or by both such fine and imprisonment.

Childcare Payments/Late Fees

Payments:

Payment for Full Day/Part Day Care is due by the 5th business day of the payment
cycle. Late payment fees are charged after the 5th business day and are $2.00 per
child per day per payment cycle. Services will be terminated if full payment for the
month is not received by the last working day of the month.

Late Pick-Up Fee Procedures:

CDC and SAC programs have a late pick-up fee of $1.00 per minute up to 15 minutes
per Family per site regardless of the number of children in care at that site.
After15 minutes, the Family is charged $5.00 per child, per site for the remainder of
the hour and then $5.00 per child, per site for each hour thereafter.

          FEE INCREASES and PROGRAM CHANGES

Dear Valued Customer,
  As we have kept you apprised over the past two years, we are moving towards Department of
Defense standardized rate fees. This October is the final incremental phase for Fort Drum to reach
Army standard. Department of Defense will then implement equitable rates throughout the Armed
Forces.
  In addition to Department of the Army forecasted rate fee increases, the following Deployment
Support Service Programs are eliminated 1 October 2012:
X    20% fee reduction for all Child Development Services programs
X    Youth Sports fee credit up to $100 per deployment cycle per child/youth.
X    SKIES Unlimited Instructional Class fee credit up to $300 per deployment cycle per child/youth.
X   $2.00 Hourly Care fee beyond the 16 free respite child care hours.
Those currently deployed as of 1 October 2012 are grandfathered and will continue to receive de-
ployment support services they are currently receiving.
Should you have any questions on the program impact as it effects your Family, please inquire at
the front desk or by calling Parent Central Services at 772-8675.

Save The Date: Friday, October 26, 2012. Beware… and come if you dare to The
Haunted Hayride at Remington Park. Creepy things are there to scare as you ride
through Remington Park on one of the tractor drawn trolleys. Walk through the
haunted pavilion and cemetery then scurry back across the spooky bridge to check
out the creepy animal exhibit presented by the zoo at Thompson Park. A little mon-
ster’s fun zone is available for kids 12 and under with tamer activities for younger chil-
dren. Additional treats include group photos, snacks and drinks, and a bonfire for
marshmallow roasting. Patrons can catch the shuttle to Remington Park from Moun-
tain Community Homes Community Centers or Magrath Sports Complex. This event
is free to all DoD ID card holders. Parental discretion is advised for some of the eve-
ning’s offerings and children 12 and under must be accompanied by an adult.

What is CYS Services Deployment Support Services?
It is a commitment from the Army to enhance Family readiness by providing additional support to Fami-
lies, especially during deployments.

Do I qualify for Deployment Support Services benefits if I am…
       Deployed
       A Survivor of a Fallen Soldier
       Geographically Separated from a Wounded Warrior in Transition (WT)
       A Non-Military Attendant of a Wounded Warrior
       A member of a Rear Detachment Cadre/WT Cadre
       A Wounded Warrior
       A WT Child Staying w/custodian while parent is non-Medical Attendant (NMA)
       On TCS, TDY, PCS (unaccompanied tour).
       The answer is absolutely!

        How can I claim my Deployment Support Services benefits?
        * You must register your Family members with Child, Youth and School Services. Registration is
FREE. Registration information and packets can be obtained at Parent Central Services located at Clark
Hall, 2nd floor, MWR window or at www.drummwr.com the CYS Services business online website.
        * You must bring your child’s shot records, sponsor (LES) and, if working spouse, proof of income
and official documentation verifying your category under the AFC.
        * Official documentation for most categories will be in the form of Orders. For Rear Detachment
Soldiers, you can provide Orders or a Memorandum from your Commander (signed and dated).
Wounded Warrior Soldiers must also provide appointments/physical therapy documents related to injury
for free hourly medical appointment care.
        * Once registered, Families may enroll with SKIES and Sports online. The enrollment fee will be
automatically deducted from the Deployment Support Services credits. SEE CHARTS on next page for
specific SKIES and Sports benefits for each individual category.

        Where is the Deployment Support Services care provided?
        A: Deployment Support Services care is provided at the below listed centers/FCC on a reserva-
tion basis. Reservations may be made up to one month in advance. Reservations are taken on a first
come first served basis. Please call the respective center/FCC to make or cancel a reservation. Cancel-
lations must be made before reservations begin. If reservations are not cancelled within 30 minutes after
the scheduled reservation time, parents will be charged a no show fee – either half of the reserved time
or 4 hours of reserved care, whichever is least. Payment must be made prior to next reservation.

Please Note:
   FRG meetings require contracts to reserve group care. Contracts can be obtained from Alan
   Knack, CYSS Outreach Services Director at 772-3160. Evening FRG meetings can be sched
   uled the second Tuesday of each month. Reservation must be made at least 30 days in ad
   vance. Children must be registered with CYS Services to receive care at any CYS
   Services Facility. Contact Parent Central Services at 772-8675 if you need to schedule a regis
   tration appointment.
   Free care is only available during operating hours of CYS Services Facilities. Please see other
   side of page for those times and locations.
   If you are signed-up for a KOS through your unit and are a “no-show” you will be billed a no
   show fee for the slot which was reserved under your name.

  • 2. PAGE 2 FRSA FLASH THOUGHTS TO CONSIDER !!! Your past is not your future! Memories of your past may be filled with regret, disappoint- ments, failure or grief. You cannot change the past but you can change your future. Dr. Tony Campolo is an American pastor, sociologist, author and speaker. He encourages people to have a positive view about their future. "Your past is important, but important as it is, it is not nearly as important to your present as the way you see your future" (Dr. Tony Campolo). There may be times when it is difficult to see a positive future. When these times occur, re- member the words to a song from long ago. "Count your blessings, name them one by one." Realize that your past actually had some good things in it. Take courage to rise up again and face your future. Your new level of faith will cause you to believe for more of God's blessings in your life. Now, begin to believe for a future filled with an abundance of blessings!
  • 3. PAGE 3 FRSA FLASH PLEASE NOTE THIS: In short, even in school parking lots, you cannot pass a bus with flashing red lights. Be aware that if a school bus has flashing red lights activated you are prohibited by law to pass them, this includes school parking lots. (1174, paragraph (a)). Paragraph (c) covers the punishment for violations. §1174. Overtaking and passing school bus. (a) The driver of a vehicle upon a public highway, street or private road upon meeting or overtaking from either direction any school bus marked and equipped as provided in subdivision twenty of section three hundred seventy-five of this chapter which has stopped on the public highway, street or private road for the purpose of receiving or discharging any passengers, or which has stopped because a school bus in front of it has stopped to receive or discharge any passengers, shall stop the vehicle before reaching such school bus when there is in operation on said school bus a red visual signal as specified in subdivision twenty of section three hundred seventy-five of this chapter and said driver shall not proceed until such school bus resumes motion, or until signaled by the driver or a police officer to proceed. For the purposes of this section, and in addition to the provisions of section one hundred thirty-four of this chapter, the term "public highway" shall mean any area used for the parking of motor vehicles or used as a driveway located on the grounds of a school or of a board of cooperative education services facility or any area used as a means of access to and egress from such school or facility. (b) The driver of such school bus, when receiving or discharging passengers who must cross a public highway, street or private road, shall instruct such passengers to cross in front of the bus and the driver thereof shall keep such school bus halted with red signal lights flashing until such passengers have reached the opposite side of such highway, street or private road. Whether such passengers are crossing such highway, street or private road, or discharging to the same side of such highway, street or private road, the driver of such bus shall keep such school bus halted with red signal lights flashing until such passengers are at least fifteen feet from the bus and either off the highway, street or private road or on a sidewalk. (c) Every person convicted of a violation of subdivision (a) of this section shall: for a first conviction thereof, be punished by a fine of not less than two hundred fifty dollars nor more than four hundred dollars or by imprisonment for not more than thirty days or by both such fine and imprisonment; for a conviction of a second violation, both of which were committed within a period of three years, such person shall be punished by a fine of not less than six hundred dollars nor more than seven hundred fifty dollars or by imprisonment for not more than one hundred eighty days or by both such fine and imprisonment; upon a conviction of a third or subsequent violation, all of which were committed within a period of three years, such person shall be punished by a fine of not less than seven hundred fifty dollars nor more than one thousand dollars or by imprisonment for not more than one hundred eighty days or by both such fine and imprisonment. .
  • 4. FRSA FLASH PAGE 4 Childcare Payments/Late Fees Payments: Payment for Full Day/Part Day Care is due by the 5th business day of the payment cycle. Late payment fees are charged after the 5th business day and are $2.00 per child per day per payment cycle. Services will be terminated if full payment for the month is not received by the last working day of the month. Late Pick-Up Fee Procedures: CDC and SAC programs have a late pick-up fee of $1.00 per minute up to 15 minutes per Family per site regardless of the number of children in care at that site. After15 minutes, the Family is charged $5.00 per child, per site for the remainder of the hour and then $5.00 per child, per site for each hour thereafter. Check out all the FACEBOOK pages. FRSA FLASH PAGE 5 ATTENTION VALUED PATRONS / PARENTS 30 August 2012 FEE INCREASES and PROGRAM CHANGES Dear Valued Customer, As we have kept you apprised over the past two years, we are moving towards Department of Defense standardized rate fees. This October is the final incremental phase for Fort Drum to reach Army standard. Department of Defense will then implement equitable rates throughout the Armed Forces. In addition to Department of the Army forecasted rate fee increases, the following Deployment Support Service Programs are eliminated 1 October 2012: X 20% fee reduction for all Child Development Services programs X Youth Sports fee credit up to $100 per deployment cycle per child/youth. X SKIES Unlimited Instructional Class fee credit up to $300 per deployment cycle per child/youth. X $2.00 Hourly Care fee beyond the 16 free respite child care hours. Those currently deployed as of 1 October 2012 are grandfathered and will continue to receive de- ployment support services they are currently receiving. The answer is absolutely! How can I claim my Deployment Support Services benefits? * You must register your Family members with Child, Youth and School Services. Registration is FREE. Registration information and packets can be obtained at Parent Central Services located at Clark Hall, 2nd floor, MWR window or at www.drummwr.com the CYS Services business online website. * You must bring your child’s shot records, sponsor (LES) and, if working spouse, proof of income and official documentation verifying your category under the AFC. * Official documentation for most categories will be in the form of Orders. Where is the Deployment Support Services care provided? A: Deployment Support Services care is provided at the below listed centers/FCC on a reserva- tion basis. Reservations may be made up to one month in advance. Reservations are taken on a first come first served basis. Please call the respective center/FCC to make or cancel a reservation. Cancel- lations must be made before reservations begin. Contracts can be obtained from Alan Knack, CYSS Outreach Services Director at 772-3160. Evening FRG meetings can be sched uled the second Tuesday of each month. Reservation must be made at least 30 days in ad vance. Children must be registered with CYS Services to receive care at any CYS Services Facility. Contact Parent Central Services at 772-8675 if you need to schedule a regis tration appointment. Free care is only available during operating hours of CYS Services Facilities. Please see other side of page for those times and locations. If you are signed-up for a KOS through your unit and are a “no-show” you will be billed a no show fee for the slot which was reserved under your name.
