Introduction
Even if the disadvantages and difficulties of metropolitan life are taken into consideration, the attractiveness of cities is undefeated. In fact ever more people like to live in cities. Therefore all over the world cities are growing and new cities appear. So an increasing part of the world’s population is urbanized.

Metropolitan's Challenges
Administration: Managing big and dynamically growing cities is complex.
Energy: Living in cities would be extremely difficult without electricity and other energy sources.
Water supply: Cities´ wells don’t provide enough fresh water; and sewage water is even a bigger challenge.
Transport and logistics: Most people live and work in different places, so traffic is growing.
Pollution: Transport, production and even living itself have a negative environmental impact.
Health: High population density is a perfect environment for viruses and bacteria.

Metropolitan’s Opportunities
Like always also in this case the disadvantages come with some opportunities:
Production efficiency: Cities provide a perfect fertile soil for many industries and especially for the service sector.
Jobs: Production and service sectors need people and demand labor.
Creativity: The agglomeration of production, service, sciences etc. boosts creativity.
Quality of life: All in all living in cities can be very pleasant.

And above all, strong economical development of nations is unthinkable without strong cities.
So the relevant question is:

Metropolitan's Solutions Administration
Managing big and dynamically growing cities is complex and expensive.
So a good way to increase administrative efficiency and effectiveness is to adopted management technics and ICT tools successfully used in private businesses.
Following a McKinsey study G8 countries alone could save between USD 650 to 1,000 Billion annually in this way.
These savings would enable administrations to cope with increasing workload.

Another promising approach is public participation.
For the administration it is time-consuming and inefficient to keep on being up-to-date with all the small and bigger infrastructural defects.
On the other hand the citizens experience these damages as soon as they happen.
Therefore some cities – like New York – installed internet platforms on which citizens can report nonemergency complaints.

Living in cities requires a lot of energy.
Especially electricity is a critical resource, because it is necessary for production, administration, health and comfort etc.
One of the challenges of the electricity power supply is, that electricity demand is extremely discontinuous.
For the USA it is estimated, that “smoothing daily demand profiles” can lead to an annual cost saving of USD 16 billion.
An approach to synchronize electricity production and electric power demand is Smart Grid Technology.

Living in down town areas tend to be very expensive (and sometimes less comfortable).
Therefore people have to live on the outskirts and suburbs and commute daily.
The bigger the city, the more people commute longer.
The result is, that all over the world millions of people spend billions of hours in traffic congestions.

Of course ICT isn’t able to provide new streets. However:
•An increasing number of jobs can be done from home offices, at least part times, because offices can be accessed from every point of the internet virtually.
•Combing data from traffic monitoring, navigation systems, and weather information enables traffic management to forecast traffic bottle necks and to improve traffic planning.
•Combing traffic forecast with traffic lights and other parts of the traffic infrastructure leads to smart traffic monitoring.

Millions of people living close together provide a perfect environment for all kind of (medical) epidemics.
Long distance traffic increases the risk even further.
Modern IT based analyzes can help by permanently observing the epidemic threats, so that counteractive measures can be put in place at the earliest state.
Further ICT helps to increase the efficiency of health care systems, which contributes to decrease the risk for public health.

Some prerequisites have to be created, before ICT can be leveraged.
Education is an essential fundament of every progress. Therefore Turkish Fatih Project is an outstanding positive example.
The better telecommunication infrastructure (fixed line as well as mobile) works and the higher its capacities are, the better it can help to increase efficiency.
IT infrastructure is also key success factor. However it is not necessary to build computing power in data storage everywhere. Cloud Computing is the more economical way.
Combining data of several sources is a task for Big Data, which has the potential to multiply the benefits of ICT.
