This panel organised by Dr Calzada and chaired by Dr Herrschel, has been accepted to be into the programme of UACES (The Academic Association for Contemporary European Studies) Conference in Bilbao. European regional context is being transformed by the increasingly demand of the sub-national territorial units to reach more devolution and even independence. Under the same devolution regional trend though, many manifestations can be identified that remark their new relationship with their referential nation-states. This panel looks at the concept such as 'devolution', 'independence' and 'self determination' in order to find theoretical and policy-informed evidences in the European arena. Moreover, it looks into ways in which the phenomenon could be explained from different perspective such as, city-regionalism, comparative politics, urban and spatial planning, city diplomacy and social innovation, among others.

Civil society is a complex concept. Although the term is widely used, seeming at times to be universal ideas. There is no commonly-agreed definition. The notion that civil society is the arena of voluntary, collective actions of people around shared interests, purposes and values is non-controversial. To define civil society further many authors describe its position in relation to other sectors of society and then group actors within these sectors. Thus, the Centre for Civil Society, London, considers civil society as a sector on its own vis-à-vis the three other main sectors—state, business and family (see figure 1). Although there is some degree of consensus in the literature on this basic approach, the attribution of actors is contested. For example, both approaches can be summarized in the following definition or understanding of civil society: • Civil society is the sector of voluntary action within institutional forms that are distinct from those of the state, family and market, keeping in mind that in practice the boundaries between these sectors are often complex and blurred; • It consists of a large and diverse set of voluntary organizations, often competing with each other and oriented to specific interests. It comprises non-state actors and associations that are not purely driven by private or economic interests, are autonomously organized, and interact in the public sphere; and • Civil society is independent from the state, but it is oriented toward and interacts closely with the state and the political sphere.

Transition movements in cities are broadly emerging worldwide as new forms of alternative citizen-driven practices and socio-political participation addressing the raising awareness of environmental, economic, social, planning and food issues. Resistance initiatives for food and space justice discuss the growing concerns about the achievement of long-term security and resilience of food system especially in crisis contexts, about who has access and power to land or who is marginalized or excluded and how can community-based initiatives build self-reliant systems founded on ecological principles. In Greece, the collapse of the consumption and construction-led growth after the period of economic euphoria and rapid GDP growth in the early 2000's and the consequent financial crisis that unfolded in mid-2008, have radically changed Greek society, politics and the economy. While the current depression and the dramatic humanitarian crisis have shifted politicians’ attention away from the climate and ecology, “transition and recovery movements” work hard to keep the environment on the agenda. In a time when traditional green movements and civil society actors are receding due to depression and uncertainty, alternative social movements related to urban agriculture or guerilla gardening initiatives, access to open/public space, solidarity economy, de-growth or real democracy, progress due to the crisis. In particular, initiatives that deal with issues such as urban poverty, food delocalization and environmental constraints favor the emergence of localised consumer-producer networks and spontaneous civic or pubic initiatives aiming at reintegrating agriculture into the city. In this article we focus on the development of new forms of social movements and solidarity initiatives that we consider to be part of the green ideals and could help the Greek society to get out of depression. We describe those social movements as “transition and recovery movements” for they address social and spatial injustices through new forms of space appropriation and decision-making which can redefine livelihoods in today’s Greek cities, create political space for civil society and build an enabling environment for new forms of democratic practice.

I am dealing in this paper with the question of environmental and climate (in)justices in Eastern and South Europe (ESE). At first, I will refer the theoretical pillars of environmental justice and my statement is that there is an expanding sphere concerning environmentalism which has grounded the theory of climate justice. The environmental justice has been expanded to climate justice, because it increasingly addressed that the environmental and social conditions provide for individual and community needs and functioning and justice depends on the environmental conditions. It has been put forward here that populism could bring closer the meaning of environmental and climate related disasters to the people’s everyday lives and experience. In the next part of this paper the connection of climate justice and social problems have been analyzed. The investigation elaborated here is based on a very important initiative called Environmental Justice Organizations, Liabilities and Trade (EJOLT) and its Environmental Justice Atlas. I will focus two main environmental and climate injustice caused challenges: the first one is the situation of the Roma communities in ESE, and the second one is the emerging case of fuel or energy poverty. I will conclude this paper that we need to (re)enhance the social nature of environmental problems and this will strengthen the environmental consciousness in ESE. The relating discourse of environmental and climate justice in ESE is need to be based on environmental identities constructed on ethnical and social solidarity. Finally we should have a look on the biopolitical structure of modern State.

Mobility plays an important role in the cities by enabling people to carry out the most varied activities across the territory, as well as to ensure the city fully function. In addition, analogies to the human organism can be made by this urban dynamic, looking for solutions to specific issues. Moreover, this paper has been based by the premise that phenomena and urban elements could be conceptualized, explained and transformed from contemporary and innovative approaches applied in the medical field. For this reason, this paper aims to develop and present a new concept associated with urban mobility, based on the principles of regenerative medicine: the Regenerative Mobility, a concept with disruptive and evolutionary purposes. Furthermore, the structure of this paper is summarized by the introduction which contextualizes the theme, presents and characterizes the techniques used in the research. Additionally, the following chapters explore essential aspects of the city, explaining why it needs a mobility change and new concepts. Therefore, the concept of Regenerative Mobility is presented as a potential of mobility and cities improvement, followed by pragmatic cases, capable of illustrating some of its principles.

On 13 February 2017, the Urban Transformations programme, funded by the Economic and Social Research Council (ESRC), brought together a range of academics and practitioners from across Europe for a knowledge exchange event on urban living labs and smart cities. The University of Oxford convened the event, working with the European Regions Research & Innovation Network (ERRIN) and the workshop took place at one of ERRIN’s members, the Delegation of the Basque Country to the EU. This was the second in a series entitled Bridging European Urban Transformations established in partnership with the VUB (Vrije Universiteit Brussel) and its Brussels Centre for Urban Studies. In this post-Brexit era, cooperation across borders and disciplines seems more important than ever before. Consequently the series, which runs from November 2016 to October 2017, emphasises the value of connections between institutions and key players in the field of urban transformations in the UK and in the rest of Europe.

Urban Rights and Sustainability in Latin-America: First Steps towards Urban Justice Operationalization * Dr.JAVIER ALONSO GOMEZ DAVILA Faculty of Architecture, Universidad del Valle de México, Campus Monterrey Norte, Monterrey, Mexico E mail: javier.gomez@uvmnet.edu A B S T R A C T The following research is based on the affirmation that urban sustainability in developing regions, such as Latin America, is an impossible goal to be totally achieved, due to the circumstances of poverty, informality (slums), corruption, violence, among others that exist there. Therefore, the urban sustainability in the cities of this region has to be reached through survival efforts that seek to balance the existing inequalities (urban justice). So, the first step to take is to detect and measure those inequalities, in order to be able to take actions to eradicate or decrease them. To do that, urban rights were chosen to be used as measuring tools for those urban injustices. The research presents five priority urban rights contextualized to the Latin-American spatiality, called the Latin-American urban rights (right to a living place, right to the public space, right to alterity, right to mobility and accessibility, and right to good government practices and public policies), that were obtained after analyzing urban and social characteristics in different cities such as Santiago, Chile, Salvador de Bahía, Brazil, and Monterrey, México.Finally, a first proposal of operationalization of the Latin-American urban rights is presented, which was applied to a case study in the city of Monterrey, México, in order to prove the efficiency of the model. The “traditional” concept of sustainable development that has predominated in the political, academic and cultural discourses from the past two decades has been the one of a balance between the economic, social and environmental areas that guarantees the resources of present and future generations.
