Steve is an Information Communication Technology (ICT) ecosystem expert with a focus on how to connect everyone to broadband. He uses gap analysis methodologies to identify obstacles to affordability and access; and then designs innovative business models along with regulatory tools to address these obstacles in the real world. He has conducted gap analyses in many countries in Africa and South East Asia but most recently in Zambia and Uganda. Based on his work, regulators have access to accurate, up-to-date benchmarking and GIS information that tracks affordability and infrastructure rollout.
