tradition of being the catalyst for economic development and
growth in Northwest Missouri. Since the founding members
started the Board of Trade of St. Joseph in 1862, there has
been a united group of leaders standing up for the business

These priorities could not be accomplished without the work
of the Chamberâs two main departments â Membership and
Economic Development. Each of these areas is instrumental
in sustaining our quality of life and making St. Joseph a great
place to live and work.
The Chamber is concerned with a host of issues, but a
common thread runs throughout the organization â a
commitment to providing first-rate programs and services
for the benefit of members and the community. While the
staff is a hard-working group, the Chamber could not succeed
without its dedicated volunteers who help staff achieve these
goals and fulfill its mission.
Chamber membership is an investment â an investment of
money and time that can help your business succeed and our
community prosper. The more time members spend attending
Chamber events, networking with other members and
learning at business-related educational sessions, the better
their business can become.
The St. Joseph Chamber of Commerce Economic Development
Division serves as the lead economic development agency for
the community. In partnership with the City of St. Joseph and
Buchanan County, all strides are made to recruit new businesses
to St. Joseph. Staff also has the important task of working with
existing businesses. They facilitate dialogue between businesses
and the appropriate governmental agencies to address the
challenges a business may be facing. In addition, the department
works to maximize growth opportunities for existing businesses.
The Economic Development Division is funded through
a community partnership for economic development. It is
supported with funds raised from both the public and private
sectors. The Economic Development Investors Partnership
includes the City of St. Joseph, Buchanan County and almost 145
local businesses.
The Economic Development Division recognizes what an
important role both community and workforce development play
in creating a community where people want to live and work,
and businesses wish to invest. Both are key components of a
successful business attraction and retention strategy. As such,
the division proactively facilitates this mission by implementing
and supporting many initiatives designed to enhance quality of
life and life-long learning. The Economic Development Division
also partners to improve physical infrastructure and amenities,
another key to growth.
Small Business & Technology Development Center
Housed in the St. Joseph Chamber of Commerce, Northwest
Missouri State Universityâs Small Business and Technology
Development Center (SBTDC), is available to assist individuals
and businesses with issues involving business start-up, expansion,
purchase, sale, marketing, financial analysis and almost any other
issue that presents itself to current or potential small business
owners. The services provided by the SBTDC are free of charge.
St. Joseph Regional Port Authority
The Port of St. Joseph is an intermodal port owned by the
St. Joseph Regional Port Authority. The port was developed
to serve the agricultural and industrial markets of Northwest
Missouri and Northeast Kansas. The port is conveniently located
at the foot of the U.S. Highway 36 bridge into Kansas, with easy
access to interstates 29 and 35 serving Northwest Missouri.
It offers full intermodal capabilities of barge, rail and truck. In
addition to cargo transfer, the port can provide direct delivery
of materials, or outside storage, for wire and other products.
The Port Authority is governed by a seven-member board and
is administered by an executive director housed in the Chamber
office.
Government Affairs
This division works to foster good relations with the various
levels of government, and to represent the business community
in addressing legislative issues. Government policies directly
affect business, so the Chamber speaks out on behalf of the
business community. The Chamber monitors a wide variety of
issues and focuses on a number of key areas. The Chamberâs
advocacy ranges from formal testimony to informal discussions
with key elected officials.
Community Alliance of Saint Joseph
Located at the Chamber, the Community Alliance of Saint Joseph
promotes a shared vision for the community through collective
input from citizens. Its purpose is to provide a strategic plan and
implementation process to help St. Joseph optimize its potential.
Key focus areas include advancing improved educational
opportunities, improved livability and quality jobs. Promoting a
positive image of the community helps to ensure growth and a
solid future for St. Joseph.
Administration
The Administration Division provides coordination and
direction of all organizational resources, financial services and
building management and administers the computer system.
Communications
Within the Administration Division is the Communications
Department, which is responsible for the management, planning
and dissemination of Chamber publications. These publications
include the quarterly Business Journal, which is published in the
St. Joseph News-Press; Connections, the monthly membership
newsletter; press releases; event invitations; advertisements; and
web content for the Chamberâs websites, www.saintjoseph.com,
www.choosestjoseph.com and www.stjosephsmallbusiness.com.
Members, residents and tourists are also encouraged to download
Go St. Joe, a free smartphone app that serves as a mobile business
directory, event calendar and deal finder.

4. The Membership Services Division works to
strengthen the membership of the Chamber through
effective retention and recruitment efforts. Also,
this division provides networking and educational
opportunities to members while increasing the
visibility of the Chamber within the community.
Membership Services coordinates events such as the
Annual Banquet; monthly Lunch & Learn seminars;
Chairmanâs Breakfasts; a New Executives Luncheon;
New Member Luncheons; the Chamber Classic golf
tournament and a Business Summit. This division
is also responsible for fun, networking events
like Business Mixers, Parties on the Parkway and
Rockinâ on the River.
The Total Resource Campaign (TRC) also is
organized by Membership staff. The TRC is a
program that raises funds through sponsorships of
Chamber publications, events and programs.

6. St. Joseph is the birthplace of the Pony Express and also is the city
where the outlaw Jesse James was murdered, so the history held
along St. Josephâs streets, and in its museums, is a main draw for
tourists interested in the Wild West.
But before its Wild West days, St. Joseph was a trading post.
Settled in 1826 by Joseph Robidoux, his trading post soon
became a fur-trading empire stretching to the southern Rocky
Mountains. The Platte Purchase joined his land to the State of
Missouri in 1837. The city was incorporated in 1843 by Robidoux
and named St. Joseph after his patron saint.
The city remained relatively small until the discovery of gold in
California in 1848, when St. Joseph served as a jumping off spot
for the Gold Rush. Wagon trains filled with westward pioneers
and hotels and businesses opened to accommodate the new
families and travelers. The communityâs merchants, craftsmen,
saddle- and harness-makers, gunsmiths and meat packers
supplied thousands of the â49ers seeking fortune out West. The
supplies purchased by the emigrants established the economic
foundation of the city.
Growth accelerated in 1859 when the railroad reached St. Joseph,
assuring its role as a supply and distribution point to the entire
western half of the country. St. Josephâs proximity to the Missouri
River and accessibility by way of river, rail and land was to be the
impetus for phenomenal growth throughout the 19th century.
April 3, 1860, marks the beginning of St. Josephâs most romantic
adventure. It was the day the City of St. Joseph became embedded
in history books â the day when the Pony Express sent its first
daring horseback rider to Sacramento, California, carrying mail
to the western frontier. Although the Pony Express operated for
only 18 months, preservation of the stables and headquarters has
kept the legend alive to this day.
Principal channels of distribution were established in the 1870s
with St. Joseph becoming a leading wholesale center for the
building of the west. The 1880s and 1890s were the golden age of
prosperity for the city. Many of that eraâs mansions, built with the
wealth generated by St. Josephâs booming business, still remain.
St. Joseph is where the outlaw Jesse James met his demise. The
small frame home where he was shot by a gang member in 1882

robber. The house, now a museum, is located behind the Patee
House Museum, where the offices for the Pony Express were held
when the Patee House was a bustling hotel.
The City of St. Joseph is the county seat of Buchanan County.

The City of St. Joseph is dedicated to providing efficient, quality
services by working in partnership with individuals, neighborhoods
and businesses to enhance the quality of life, and to create a healthy,
vibrant community in which to live, work and visit.
The partnership between the government, the business community
and private citizens was recognized by the National Civic League
when it designated St. Joseph a 1997 All-America City.
The City of St. Joseph has a council-manager form of government.
The City Manager runs the day-to-day operations
of the city and oversees all city departments. The Mayor and eight
other members of the City Council make laws and vote on policy
and budget matters.
Members of the Council are elected for four-year terms and serve on
a part-time basis. The City is dedicated to providing quality services
by working to enhance the quality of life and to create a healthy,
progressive community in which to live, work and visit.
The three-member Buchanan County Commission is the
administrative arm of county government. Commissioners meet
daily to approve spending orders for the county government. They
are responsible for the budget and the maintenance and upkeep of
county properties and facilities. Buchanan County originated on
December 31, 1838, and was named for Pennsylvania Senator and
U.S. President James Buchanan. The population is approximately
89,856, occupying 409 square miles of land. The state Legislature is
in session from January through May in Jefferson City.

9. Transportation
Private air transportation out of St. Joseph is served by Rosecrans
Memorial Airport. The airport is large and well-equipped with an
FAA manned tower open from 8 a.m. to 6 p.m., Monday through
Friday. Charter, air ambulance service, flight training, and aircraft
services are available. The runway of 8,059 feet will accommodate
any aircraft built in America. The airport is home to more than
90 planes and the 139th Airlift Wing of the Missouri Air National

If you need commercial air transportation, the user-friendly
Kansas City International Airport is located just 35 minutes
south of St. Joseph on Interstate 29.
St. Josephâs bus transportation operates on a point deviation
system called Transit Direct, a zone route/demand response
operation with two fixed routes, six intrazonal routes, and
four interzonal routes. All of the routes use transfer centers for
connections. There are four transfer centers where all of the
routes meet at least once per hour. Home pick-up/drop-off can be
scheduled by reservation. The service hours for St. Joseph Transit
are Monday through Friday from 5:15 a.m. to 8:15 p.m., and on
Saturday from 7:15 a.m. to 7 p.m. Fares are reasonably priced.

10. The St. Joseph Public School District has a mission of quality
education for about 12,000 students enrolled in three high
schools, four middle schools, and 16 elementary schools.
The school district is AAA District Accredited and has a staff
with close to 55 percent of the teachers with masterâs degrees.
The system is proud of its teacher-pupil ratio of 1 to 20, and
equally proud to have the strongest and the most sophisticated
technology program in the state through a fiber-optic network
running through each school in the district.
The districtâs broad and demanding curriculum features
advanced placement, honors-level classes, dual credit courses,
and articulated classes that help develop award-winning students.
Residents can choose from a number of quality parochial/private
grade schools and high schools. The cityâs four-year Catholic high
school, Bishop LeBlond, is a Diocesan comprehensive school
founded in 1960 by the Benedictine Sisters of Atchison, Kan.
Three Catholic elementary schools offer programs for students in
preschool through eighth grade.
St. Joseph Christian School serves St. Joseph with a curriculum
based on the biblical truth found in Jesus Christ. The non-
denominational school serves pre-kindergarten through 12th-
grade students. Additional independent schools and academies
are located in St. Joseph, representing more than five religious
denominations.
Missouri Western State University is located on a 744-acre
campus on the east side of St. Joseph. Missouri Western offers
certificates, associate degrees, four-year baccalaureate programs
and a number of masterâs degree programs, including those in
Applied Science, Applied Science in Assessment, Applied Arts in
Integrated Media and Applied Arts in Written Communication.
Missouri Western has an enrollment of more than 6,000 students,
530 staff members, and contemporary and recreational facilities

Missouri Western will celebrate its centennial year in 2015. The

States, and all over the world, online technical education leading
to a career in business or technology. An online university based
in St. Joseph, it offers 12 areas of study, including associate
degrees in computer programming and system design; web
development and Internet technology; information systems;
criminal justice; business administration and more. Technical
diplomas and certificate programs are available in many of the
same areas.
Northwest Missouri State University, located 45 miles north
of St. Joseph in Maryville, is a residential four-year university
offering a broad range of undergraduate and graduate programs.
Founded in 1905, the university has evolved into a vibrant and
diverse learning community with an enrollment of more than
6,500 students hailing from 46 states and 29 countries. About
700 faculty and staff are employed by the university, which offers
classes on its Maryville campus, at centers in Kansas City and
St. Joseph, online and through instructional television.
The first public university in the nation to implement an
electronic campus, in 1987, Northwest provides fully-loaded
notebook computers to all students. The university also offers an
innovative textbook rental program that dates back to the early
days of the institution and saves students nearly $1,200 each year.
Hands-on learning experiences are widely available to Northwest
students in a variety of fields. The R.T. Wright Farm is a living,
hands-on laboratory for agriculture students, while the Horace
Mann Laboratory School, an elementary school located in the
center of the campus, provides hands-on practical classroom

Benedictine College, 20 miles southwest of St. Joseph in

11. Vatterott College is a private, career college that offers diploma
programs in cosmetology and massage therapy and degree
programs in computer systems and network technology, medical
assistant, medical billing and coding, criminal justice and
business management, as well as distance education (online).
Vatterott also offers customized training to area employers
to enhance their employeesâ skills. Courses begin frequently
throughout the year and are offered during day and evening

Hillyard Technical Center is a public school that meets both

Health Services has not only expanded by adding locations, it
also has added more services since it was created in 1983. Its
services have developed from preventative and primary care to
now include behavioral health, dental care and pharmacy needs.
As a community health center, Northwest Health Services
receives funding from federal, state and local sources to support
the provision of services and fee discounts. A patient-majority
volunteer board decides which services and programs to be
provided.
St. Joseph also has centers dedicated entirely to meeting womenâs

from world-class art exhibits and historic medical practices to

The Albrecht-Kemper Museum of Art houses one of the finest
collections of American art in the Midwest at 2818 Frederick
Ave. The St. Joseph Historical Society operates Robidoux Row
Museum, once home to town founder Joseph Robidoux at Third
and Poulin streets.
The Pony Express Museum is dedicated to the romantic, yet
short-lived, mail service at 914 Penn St. The St. Joseph Museum
boasts an impressive collection of Native American artifacts
and the Glore Psychiatric Museum uses interactive displays to

The Remington Nature Center of St. Joseph is situated along
the beautiful Missouri River. The Nature Center allows those
who walk through its doors to witness how nature has changed
as civilization evolved from 10,000 BC to the turn of the 20th

Festivals
Fairs and festivals add fun and flavor to St. Joseph with several
annual events held throughout the year. Celebrate spring as
you watch the floats pass by at the Apple Blossom Parade in
May. Attend TRAILS WEST!ÂŽ in August and youâll see why it
is considered Northwest Missouriâs premier arts festival. Meet
some real-life cowboys at the Southside Fall Festival & Rodeo
in September, and view Great Pumpkin Mountain during
the family-friendly Pumpkinfest each October. There are so

Civic Arena
Indoor Facilities
The Joyce Raye Patterson Senior Citizens Center
features a multi-purpose room, stage, cafeteria and
dining room (lunch served to the public Tuesday
through Friday), six pool tables, craft and meeting
rooms, woodshop, television area, conference rooms,
library, audio-visual room, lobby and reception area,
and an elevator from the parking lot below. The
building is totally accessible at 100 South 10th St.
The contemporary design of the St. Joseph Civic
Arena includes flexible seating that accommodates
any type of event. With superb acoustics and lighting,
plus a clear view of activities from all locations, there
is not a bad seat in the house. The arena boasts 19,000
square feet of unobstructed exhibit space or performing
surface, along with seating for 2,300 people. A total of 40,000
square feet of exhibit space is available at 100 North Fourth St.
The Missouri Theatre is a 1,200-seat, restored 1927 movie theater.
The architectural gem, located in the heart of Downtown, is listed
on the National Register of Historic Places and is home to many
of St. Josephâs arts organizations at 717 Edmond St.
Outdoor activities
Lewis & Clark Trail aficionados can follow the footsteps of the
Lewis & Clark Trail in Northwest Missouri. In celebration of the
bicentennial of this historic journey, historical markers have been
placed along the Lewis & Clark trail in the St. Joseph area. These
interpretive wayside signs with visuals and text describe the
experiences of the Corps of Discovery as they traveled through
todayâs Buchanan County.
St. Joseph Riverwalk, a 1.2-mile-long trail, winds along the
Missouri River, connecting you with the beauty of nature. As
you run, pedal or stroll along the trail, you will encounter two
wetland overlooks at which to stop and enjoy nature, and a river
overlook offering a beautiful view of the Missouri River.
The 342-acre Pigeon Hill Wildlife Area has firearm and archery
target ranges in Buchanan County south of St. Joseph, one-half
mile east of Highway A.
Bluffwoods Conservation Area has nearly 2,300 acres (mainly
forestland) with a scenic overlook, 2.5-mile hiking trail, two-mile
horseback riding trail, and picnic areas nine miles south of St.
Joseph off Highway 59.
The French Bottoms River Access to the Missouri River provides
boat ramp facilities at MacArthur Drive and Waterworks Road.
The Mark Youngdahl Urban Conservation Area includes 85 acres
of fields and forestlands, and 2.5 miles of hiking trails at 36th
Street between Faraon and Messanie streets.

13. Billed as the finest boulevard system in the United States,
St. Josephâs Parkway ribbons through the city for 26 miles.
Developed in 1918 by internationally-known landscape architect,
George Burnap, St. Joseph was one of the first cities in the United
States to develop an imaginative and comprehensive parkway
plan. Popular for hiking and biking activities, the completed
system connects principal parks and recreation facilities,
providing a greenbelt throughout the city. St. Josephâs Parkway is
listed on the National Register of Historic Places.
Located at the northern end of the parkway, Krug Parkâs 163
acres house an amphitheater, rose gardens, picnic areas, a âcastle,â
scenic walking trails and a playground. Also featured is a North
American native animal exhibit featuring buffalo, deer and
longhorn cattle. Krug Park âlights upâ during the holiday season
as Holiday Park at St. Joseph Avenue and Krug Park Place.
Just for sports lovers, the Northside Recreational Complex
features a swimming pool, lighted tennis courts, softball, outdoor
racquetball and a playground at 3541-A St. Joseph Avenue.
The 23-acre Noyes Sports Complex has 12 lighted tennis courts, a
new aquatic center, horseshoe court, running track and baseball
fields at Noyes Boulevard and Messanie Street.
The Bode Sports Complex features a six-court outdoor, lighted
basketball complex, seating, scoreboards and pro-style glass
backboards. A lighted in-line skate rink complements this
complex, complete with a scoreboard. Two sand volleyball courts
as well as a full concession area and restrooms can be found at
the complex as well. Available for private parties and lessons at
2500 Southwest Parkway.
A 5,000-seat stadium, Phil Welch Stadium is home to the
St. Joseph Mustangs. With an average attendance of 1,853 fans
per game, the Mustangs ranked No. 9 nationally in summer
collegiate baseball attendance in its first year. It is next to Bode
Ice Arena, 2500 Southwest Parkway.
The 93-acre Hyde Park Recreational Complex is located at
the parkwayâs southern end and offers lighted tennis courts,
swimming pool, horseshoe courts, a baseball complex, basketball

Missouri Driverâs License
Application for a Missouri driverâs license must be made within
30 days of becoming a resident, even if you still have a valid
license from another state. Individuals who surrender a license
from another state that has not been expired for more than six
months are only required to complete a vision examination. If
the out-of-state driverâs license has been expired for more than
six months, both a written exam and a vision test are required of
new residents.
When you apply for a Missouri driverâs license, you will be asked
to surrender any valid driverâs license that has been issued to you
by another state so that the license may be returned to the state
of issue for cancellation. If your license is suspended or revoked
in another state for violations of law, you will not be allowed to
apply for a license in Missouri until you provide a clearance from
the state where you are suspended or revoked, and until you meet
the Missouri licensing requirements. The driverâs license testing
office is located in the State Office Building at 525 Jules St., (816)
387-2200. The hours are 8 a.m. to 11:30 a.m. and 12:30 p.m. to 5
p.m. Monday through Friday. Tests are given from 8 a.m. to 11:15
a.m. and 12:30 to 4:45 p.m.
Automobile Licensing
New Missouri residents must title and register all leased or
owned motor vehicles and road trailers in Missouri within
30 days of the date they establish residency. The following
documents are necessary when purchasing a motor vehicle
license â
⢠The out-of-state title of the vehicle. If the vehicle is being
financed, the St. Joseph branch office will assist you in
contacting your mortgage company for the title. If no title, you
must bring current registration. The current mileage must be
noted on the application for title. If the vehicle was purchased
in another state within the last 90 days, proof that sales tax was
paid will be required.
⢠A Missouri motor vehicle inspection can be at any St. Joseph
service station, car dealership, or garage displaying the official
Missouri State Inspection Station sign. Inspections must be
used for the purchase of license plates within 60 days of the
inspection date.
⢠A county tax non-assessment card takes the place of a county
personal property tax receipt the first time an out-of-state
car is licensed in Missouri. This card can be obtained by
registering at the County Assessorâs Office, and then getting
the actual card at the County Collectorâs Office located in the
Buchanan County Courthouse at Fifth and Jules.
⢠Proof of vehicle insurance.
Information on licensing may be obtained by calling (816)
232-1455 during business hours. The St. Joseph branch office
is located at 2319 N. Belt Highway. The hours are 8:30 a.m. to 5
p.m., Monday through Friday and 8:30 to 11 a.m. on Saturdays.
Community Information
Dog and Cat Licensing
All dogs and cats older than the age of three months must be
licensed and vaccinated. A license can be obtained at Animal
Control & Rescue, 701 Lower Lake Road; City Hall, 11th Street
and Frederick Avenue; or at selected veterinary clinics. Dogs are
required to be on a leash or line no more than six feet in length.

Taxes
Personal Property and Real Estate Taxes
All property is assessed as of January 1 of the given year. Personal
property and real estate taxes are below $6.00, (per $100 assessed
value), but vary depending on library district.
City and County taxes are due November 1 and become
delinquent after December 31; interest and penalties are added
after December 31. City and County taxes are paid to the
Collector of Revenue, Buchanan County Courthouse, Fifth and
Jules streets, (816) 271-1401.

16. Personal Income Taxes
Missouriâs individual income tax rates
are graduated from a low of 1.5 percent
on taxable incomes of $1,000 or less, to
a high of $315 plus 6 percent on taxable
income in excess of $9,000. Taxable
income may be reduced by 100 percent
of federal income tax payments, $1,200
for each dependent, $2,100 for each
personal exemption and by the federal
standard deduction or Missouri itemized
deduction.
Corporate Income Taxes
State law sets the corporate income tax
rate at 6.25 percent of net taxable income
earned by a business in Missouri. This is
lower than most of the 46 states imposing
a corporate income tax.
In addition, Missouri allows 50 percent of federal income tax
payments to be deducted before computing taxable income.
Using this deduction, a corporation with a taxable income
of $1 million would have a Missouri effective tax rate of only
5.2 percent.
Missouri Taxable Income
An important tax advantage for Missouri businesses is the
amount of income considered taxable â only income earned
in Missouri is taxed. Two allocation options are offered for
calculating this income â
⢠the three factor formula based on sales, property and payroll,
or
⢠the single-factor formula, based only on sales. Missouri is the
only state that permits companies to choose the formula that
results in the lesser corporate income tax liability. This means
that companies are not penalized for locating property and
jobs in Missouri as they are in other states. In addition, it is
important to note that Missouri has not adopted worldwide or
nationwide unitary tax assessment in computing multinational
corporate income tax liability.
Trash Service
Citizens must make their own arrangement for trash and garbage
service. Use a Chamber member featured in the directory, or if
you wish to haul your own trash, you may do so. There is a fee for
dumping at the City Landfill, located south of the city,
