that could trigger a new sustainable service
• Identify the gaps that prevent the users to do their job
optimally or to expand … may be, there is a chance for space
systems to fill the gaps
• Come to us with your idea and we discuss together if and
where space can help, identifying the best way to support
you via the ARTES application programmes (SatCom, IAP,
others)
• Get in contact with your national ESA delegation, as they
are the ones needed to support the activity as well

Objectives:
to design, develop, integrate, deploy, run and validate new applications/services, which make
use of satellite-based AIS data and possibly additional data associated to individual AIS
message, which are received directly from the SAT-AIS ground stations (e.g. Doppler shift
managements, timestamps, power level, etc.)

The Automatic Identification System (AIS) is a collaborative tool for surveillance of the maritime traffic, allowing collision avoidance among the vessels as well as surveillance the traffic close to the coast. The system is based on periodic transmission of messages reporting information about the vessel. The terrestrial AIS is limited by the radio horizon. The detection of Automatic Identification System messages from space allows having a global picture of the maritime traffic.
AIS Data can also be used to provide position, direction and speed of identified vessels. However, these data can also be used to create additional services, like: The implementation of additional EO data to verify the identity and geospacial position of vessels. The use of doppler measure-ments to provide additional validation of position data Prediction of speed, route, time of arrival, detection of potential anomalies (piracy, trafficking, smuggling etc).
The SAT-AIS programme is composed of the Micro satellite development in public private partnership and the SAT-AIS related service elements dedicated to the development of new SAT-AIS applications and services.
ARTES 21 Service Element operates with a Call for Proposals, which is always open. Industry responds with proposals as they find it opportune. The activities proposed in response to this Call for Proposals must be relevant for the design, development, integration, deployment and validation of new applications/services, which makes use of satellite based AIS data. The Agency will admit for evaluation only proposals from a bidding team composed of a company and/or organisation - be it as Prime or subcontractor - residing in any of those states that have subscribed to ARTES 21 Service Element, i.e. Belgium, Denmark, Ireland and the United Kingdom.
The specific scope of the activities presented in response to this Call for Proposal has to be defined by the tenderer, but it shall be instrumental to pursue the objectives of the ARTES 21 Service Element.
