AIM : Preparing the design for “Greater Noida District Centre”. Urban form and design is the outcome
of integration of the studies and process & expertise of many related disciplines i.e. Art, Architecture
Landscaping, Social Sciences, Economics, Planning, Engineering and Transport.
MAJOR ASPECTS OF STUDY:
Introduction What are a District Centre and relation with
population standards? Composition of the
Distt. Centre –Hotel, Shopping, Offices,
Eateries /Restaurants, Recreational, Services
and Public Facilities etc.
Services Drainage, Water, Sewerage Elect, ESS.
Facilities Public conveniences, Shelters, Food and
Beverages, Steps, Stairs Drinking water, Kiosks,
Telephone booths etc. Sitting Piazzas
Landscape Green and Paved, Lighting, Vehicular Traffic,
Pedestrians Movement, Shelters, Landscape
furnishing etc.
Whole class was divided into 5 groups
Job done by each group is to design a district
Center on the allotted site .

WHAT IS DISTRICT CENTER ?
District centres – Smaller than town centres, but still with good access and providing a range of
services for the local district area. These usually comprise groups of shops, often containing at least
one supermarket. District Centres will also contain a number of other services, often including,
community services, financial services and some small scale leisure services.
The shape and type of a district center almost always closely reflect the city's history. Cities with
maximum building height restrictions often have a separate historic section quite apart from the
financial and administrative district. In cities that grew up relatively quickly and more recently, A city's
district center is usually typified by a concentration of retail and office buildings. The district center
usually has an urban density higher than the surrounding districts of the city, and is often the location of
the tallest buildings in the city.

BASEMENT IN OTHER BUILDINGS(AS PER DEVELOPMENT CODE)
(A) basement(s) upto setback line maximum equivalent to parking and
services requirement, such as air conditioning plantand equipment,water
storage,bioler,electric sub station,ht and lt panel room,transformer
compartment,control room,pump house,generator room and other
mechanical services required for the maintenance of the building with prior
approval of the concerned agencies,could be permitted and not to be
counted in f.A.R. However,the area shuold not excwwd 30% of the
basement area.
(B) the basement(s) above the plot level shall be kept flushed with the
ground and shall be ventilated with mechanicalmeans of ventilation:and
(C) basement(s) shall be designed to take full load of the dire tender,
wherever required and subject to adequate safety measures.

DELHI BUILDING BYE - LAWS
(G) the access to the basement shall be seprate from main and alternate
staircase providing access and exit form higher florrs.
(H) in case of basments for office and commercial occupancies sufficient
number of exi ways and access ways shall be provided with a travel
distance ot more than 15m.
(I) the basement shall not be partitioned.
BASEMENT IN CASE OF BUILDING MORE THAN 15m IN HEIGHT
Each basement shall be seprately ventilated. Vents with cross sectional
area not less than 2.5% of the floor area spared evenly round the
perimeter of the basement shall be provided in the form of grills or
breakable stall-boards liht or payment light or by way of shafts.
The staircase of basements shall be of enclosed type having fire
resistance of not less than two hours and shall be situated at the
periphery of the basement and shall communicate with basement
through a lobby provided with fire resisting self – closing doors of half-
hour fire resistance.If the travel distance exceeds 18.50m ADDITIONAL
STAIRCASE AT PROPER PLACES SHALL BE PROVIDED.
(A) the basement shall not be used for residential purposes.
(B) atleast 2.4m in height from the floor
(C) adequate ventilation shall be provided for the basement(one
exhaust fan for 50sqm of basement area).
(D) the minimum height of the ceiling of any basement shall be 0.9m
and maximum of 1.2m above the average surrounding ground level.
(E)surface drainage doesnot enter the basement causing dampness.
(F) the walls and floors of the basement should be water tight and be so
designed that the effect of the surrounding soil and moisture,if any,are
taken into account in design and adequate damp proofing treatment is
given.
MULTI-LEVEL PARKING
Multi-level parking facility shulod be preferably be developed in the
designated parking spaces or in theresidential, public – semi public
facilities, commercial, transport mode,dtc depot etc. With the following
developmental controls;
MINIMUM PLOT SIZE – 1000 sqm
In order to compensate the cost of multi-level parking also to fulfill the
growing need of parking spaces within urban area, a maximum of 25%
of gross floor area may be utilized as commercial/office space.
In addition to the permissible parking spaces on max. Far, 3 times
additional space for parking component shall be provided.
Maximum far permissible shall be 100 (excluding parking area) or as per
the comprehensive scheme. However, no far shall be permitted in
plots/existingbuildings where 5% addl. Ground coverage is permissible.
Maximum ground coverage shall be 66.6% .Maximum height shall be
restricted to permissible height of the land use i n which the plot falls.
Number of basements – no limit, subject to adequate safety measures.
For development of multi-level parking, models should be worked out
to encourage the private sector initiative with restricted commercial
component not exceeding 10% limited to far 40 on the plot.
Specific proposals requiring relaxation in above – mentioned norms
would be reffered to the authority.
BYE LAWS
BYE - LAWS(EXITWAYS)
GENERAL
• Every building meant for human occupancy shall be provided with
exists sufficient to permit safe esacape of occupants in case of fire or
other emergency.
• All exits shall be free of obstruction.
• Exits shall be clearly visible and the routes to reach the exit shall be
clearly marked with signage.
• No buildings shall be altered so as to reduce the number,width or
pprotection of exits less than required.
• All exits way shall be properlu illuminated.
• Fire fighting equipments where provided along exits shal be suitably
located and clearly marked out.
• Alarm devices shall be installed.
• Lifts and escalators shall not be considered as exits.
CAPACITY OF EXITS:

ARRANGEMENT OF EXITS:
Exits shall be so located that the
travel distance on the florr shall
not be exceed 22.5m for
residential , educational,
institutional and hazardous
occupancies and 30m for assembly
business , storage occupancies
Whenever more than one exit is
required for a floor of a building ,
exits shall be placed as remote
from each other as possible .
DOORWAYS
• Every doorway shall open into an enclosed stairway , a horizontal exit , on a corridor providing continious and protected means of egress.
• No exit doorway shall be less than 100cm in width and shall not be less than 200cm in height.
• Each doorway shall open outwards , i.E. Away from the room but shal not obstruct the travel along any exit. No door , when opened , shall
reduced the required width of stairway or landing to less than 90cm , overhead and sliding door shall not be installed .
• Exit door shall not be open immediately upon a flight or stairs : a landing equal to atleast the width of the floor shall be provided in the stairway
at each doorway.
• Exit doorways shall be openable from the side which they serve without the use of a key.
STAIRWAYS
• Interiors shall be constructed of non combustible materials.
• Interior staircase shall be constructed as a self contain unit with atleast one side adjacent to an external wall and shall be completely enclosed.
FOR BUILDINGS MORE THAN 15mm HEIGHT , ALL STAIRCASE SHALL BE ENCLOSED .
• A staircase shall not be arranged round a lift shaft unless the latter is entirely enclosed by a material of fire resistance rating as that for type of
construction itself.
• Hollow combustible construction shall not be permitted.
• The minimmum width of interna staircase shall be 1m.
• In case of building other than residential , the minimum tread shall be 30cm.
• The maximum height of riser shall be 15cm and limited to 12 flights .
• Handrails shall be provided with a minimum height of 90cm from the center of the tread .
• The minimm headroom of stairways shall be 2.2m .
• NO LIVING SPACE OR OTHER FIRE RISK SHALL OPEN DIRECTLY INTO THE STAIRCASE OR STAIRCASES .
• EXTERNAL EXIT DOOR OF STAIRCASE ENCLOSURE AT GROUND LEVEL SHALL OPEN DIRECTLY TO THE OPEN SPACES.
• In case of single staircase it shall terminate at the ground floor level and the access to the basement shall be by a seprate staircase. However
the second staircase may lead to the basement levels.

  • 2. AIM : Preparing the design for “Greater Noida District Centre”. Urban form and design is the outcome of integration of the studies and process & expertise of many related disciplines i.e. Art, Architecture Landscaping, Social Sciences, Economics, Planning, Engineering and Transport. MAJOR ASPECTS OF STUDY: Introduction What are a District Centre and relation with population standards? Composition of the Distt. Centre –Hotel, Shopping, Offices, Eateries /Restaurants, Recreational, Services and Public Facilities etc. Services Drainage, Water, Sewerage Elect, ESS. Facilities Public conveniences, Shelters, Food and Beverages, Steps, Stairs Drinking water, Kiosks, Telephone booths etc. Sitting Piazzas Landscape Green and Paved, Lighting, Vehicular Traffic, Pedestrians Movement, Shelters, Landscape furnishing etc. Whole class was divided into 5 groups Job done by each group is to design a district Center on the allotted site .   • 3. WHAT IS DISTRICT CENTER ? District centres – Smaller than town centres, but still with good access and providing a range of services for the local district area. These usually comprise groups of shops, often containing at least one supermarket. District Centres will also contain a number of other services, often including, community services, financial services and some small scale leisure services. The shape and type of a district center almost always closely reflect the city's history. Cities with maximum building height restrictions often have a separate historic section quite apart from the financial and administrative district. In cities that grew up relatively quickly and more recently, A city's district center is usually typified by a concentration of retail and office buildings. The district center usually has an urban density higher than the surrounding districts of the city, and is often the location of the tallest buildings in the city.

BYE LAWS BASEMENT IN OTHER BUILDINGS(AS PER DEVELOPMENT CODE) (A) basement(s) upto setback line maximum equivalent to parking and services requirement, such as air conditioning plantand equipment,water storage,bioler,electric sub station,ht and lt panel room,transformer compartment,control room,pump house,generator room and other mechanical services required for the maintenance of the building with prior approval of the concerned agencies,could be permitted and not to be counted in f.A.R. However,the area shuold not excwwd 30% of the basement area. (B) the basement(s) above the plot level shall be kept flushed with the ground and shall be ventilated with mechanicalmeans of ventilation:and (C) basement(s) shall be designed to take full load of the dire tender, wherever required and subject to adequate safety measures. BYE – LAWS(BASEMENT) DELHI BUILDING BYE - LAWS (G) the access to the basement shall be seprate from main and alternate staircase providing access and exit form higher florrs. (H) in case of basments for office and commercial occupancies sufficient number of exi ways and access ways shall be provided with a travel distance ot more than 15m. (I) the basement shall not be partitioned. BASEMENT IN CASE OF BUILDING MORE THAN 15m IN HEIGHT Each basement shall be seprately ventilated. Vents with cross sectional area not less than 2.5% of the floor area spared evenly round the perimeter of the basement shall be provided in the form of grills or breakable stall-boards liht or payment light or by way of shafts. The staircase of basements shall be of enclosed type having fire resistance of not less than two hours and shall be situated at the periphery of the basement and shall communicate with basement through a lobby provided with fire resisting self – closing doors of half- hour fire resistance.If the travel distance exceeds 18.50m ADDITIONAL STAIRCASE AT PROPER PLACES SHALL BE PROVIDED. (A) the basement shall not be used for residential purposes. (B) atleast 2.4m in height from the floor (C) adequate ventilation shall be provided for the basement(one exhaust fan for 50sqm of basement area). (D) the minimum height of the ceiling of any basement shall be 0.9m and maximum of 1.2m above the average surrounding ground level. (E)surface drainage doesnot enter the basement causing dampness. (F) the walls and floors of the basement should be water tight and be so designed that the effect of the surrounding soil and moisture,if any,are taken into account in design and adequate damp proofing treatment is given. MULTI-LEVEL PARKING Multi-level parking facility shulod be preferably be developed in the designated parking spaces or in theresidential, public – semi public facilities, commercial, transport mode,dtc depot etc. With the following developmental controls; MINIMUM PLOT SIZE – 1000 sqm In order to compensate the cost of multi-level parking also to fulfill the growing need of parking spaces within urban area, a maximum of 25% of gross floor area may be utilized as commercial/office space. In addition to the permissible parking spaces on max. Far, 3 times additional space for parking component shall be provided. Maximum far permissible shall be 100 (excluding parking area) or as per the comprehensive scheme. However, no far shall be permitted in plots/existingbuildings where 5% addl. Ground coverage is permissible. Maximum ground coverage shall be 66.6% .Maximum height shall be restricted to permissible height of the land use i n which the plot falls. Number of basements – no limit, subject to adequate safety measures. For development of multi-level parking, models should be worked out to encourage the private sector initiative with restricted commercial component not exceeding 10% limited to far 40 on the plot. Specific proposals requiring relaxation in above – mentioned norms would be reffered to the authority.

BYE LAWS BYE - LAWS(EXITWAYS) GENERAL • Every building meant for human occupancy shall be provided with exists sufficient to permit safe esacape of occupants in case of fire or other emergency. • All exits shall be free of obstruction. • Exits shall be clearly visible and the routes to reach the exit shall be clearly marked with signage. • No buildings shall be altered so as to reduce the number,width or pprotection of exits less than required. • All exits way shall be properlu illuminated. • Fire fighting equipments where provided along exits shal be suitably located and clearly marked out. • Alarm devices shall be installed. • Lifts and escalators shall not be considered as exits. CAPACITY OF EXITS: The capacity of exits ( doors & Stairways) indiacating the no. of Persons that could be safely Evacuated through a unit exit width of 50cm . NO. & SIZE OF EXITS: The requisite no. & Size of various exit Shall be provided , based on the Population in each room , area And floor based on the occupant Load capacity of exits , travel distance .And height of the buildings as per Provisions of bye laws. ARRANGEMENT OF EXITS: Exits shall be so located that the travel distance on the florr shall not be exceed 22.5m for residential , educational, institutional and hazardous occupancies and 30m for assembly business , storage occupancies Whenever more than one exit is required for a floor of a building , exits shall be placed as remote from each other as possible . DOORWAYS • Every doorway shall open into an enclosed stairway , a horizontal exit , on a corridor providing continious and protected means of egress. • No exit doorway shall be less than 100cm in width and shall not be less than 200cm in height. • Each doorway shall open outwards , i.E. Away from the room but shal not obstruct the travel along any exit. No door , when opened , shall reduced the required width of stairway or landing to less than 90cm , overhead and sliding door shall not be installed . • Exit door shall not be open immediately upon a flight or stairs : a landing equal to atleast the width of the floor shall be provided in the stairway at each doorway. • Exit doorways shall be openable from the side which they serve without the use of a key. STAIRWAYS • Interiors shall be constructed of non combustible materials. • Interior staircase shall be constructed as a self contain unit with atleast one side adjacent to an external wall and shall be completely enclosed. FOR BUILDINGS MORE THAN 15mm HEIGHT , ALL STAIRCASE SHALL BE ENCLOSED . • A staircase shall not be arranged round a lift shaft unless the latter is entirely enclosed by a material of fire resistance rating as that for type of construction itself. • Hollow combustible construction shall not be permitted. • The minimmum width of interna staircase shall be 1m. • In case of building other than residential , the minimum tread shall be 30cm. • The maximum height of riser shall be 15cm and limited to 12 flights . • Handrails shall be provided with a minimum height of 90cm from the center of the tread . • The minimm headroom of stairways shall be 2.2m . • NO LIVING SPACE OR OTHER FIRE RISK SHALL OPEN DIRECTLY INTO THE STAIRCASE OR STAIRCASES . • EXTERNAL EXIT DOOR OF STAIRCASE ENCLOSURE AT GROUND LEVEL SHALL OPEN DIRECTLY TO THE OPEN SPACES. • In case of single staircase it shall terminate at the ground floor level and the access to the basement shall be by a seprate staircase. However the second staircase may lead to the basement levels.
