Smart city simply means the use of information technology(IT) at the city level, which was first applied to the desk in 1980s and then expanded to the office or the home and the building in that order. Smart city enables citizen to make the right decision and act like an expert by moving intelligence from human to city structure. Smart city has four characteristics; self-orarnizing city, generative city, citizen-centric city, and realtime city. In order to succeed in building smart city, emphasis should be put on the city platform. Without a city-wide platform, it is impossible to combine data from different sources and to create smart services. This slide explains what is smart city, how to start smart city, and what benefits smart city will accompany.

The first question is what is meant by a ‘smart city’. The answer is, there is no universally accepted definition of a Smart City. It means different things to different people. The conceptualization of Smart City, therefore, varies from city to city and country to country, depending on the level of development, willingness to change and reform, resources and aspirations of the city residents. A Smart City would have a different connotation in India than, say, Europe. Even in India, there is no one way of defining a Smart City. Smart City Features: Quick accident relief: In case of accident or fault in a vehicle, people will get help in just one call. They will get help through CCTV too. Smart Traffic system: On the lines of London’s Smart Traffic System, people will get the information regarding heavy traffic in advance. At present, Bangalore has this system. Face Identification System to catch criminals: On the lines of Paris, the Smart City will have Face Identification System in place to catch criminals. The photos and DNA of criminals and suspects will be entered in computer and information will also be shared with other cities.

A Quintessential smart city infrastructure framework for all stakeholders

The future digital city as well as the digital government must be ‘human-centric’ to serve its 3 kinds of stakeholders: its citizens, its businesses actors and its visitors. A city is not smart because it hosts new technologies. A city is smart when most of the citizen are really enjoying the use of top of mind services and systems provided by the municipality. Thus, leaders of future cities must demonstrate a real mindset and leadership in designing their cities with systems and services that their digital citizens will seize. It means a new governance must be established in order to link the needs of the citizens with the smart solutions to be implemented to fulfil those needs, in order to bridge the functionalities and data that are currently segregated by silos in the city (Transportation, Electricity and water distribution, Buildings, Mobility, Waste management, Retail, Public safety, Health, Education, Culture…) and at the end of the day in order the city to become a collaborative environment. The city has to be thought and designed as a complex system of systems and not as a simple juxtaposition of administrative services and data to be provided to its stakeholders.

Because of different processes like economic restructuring, socio-demographic processes and technological progress cities are facing new challenges in the run of their recent trends of urbanization and metropolisation. These processes are assumed to have specific impacts on the cohesive territorial development in economic, social and spatial terms. As a consequence new strategic governance approaches became necessary steering development in different fields. In this context rankings have experienced a remarkable boom. In front of this development, this paper concentrates first on the question how to define a ‘smart’ city which is able to cope with such challenges. Based on this understanding the own ranking approach („European Smart Cities“) is described systematically. Based on a hierarchical approach with a sample of relevant factors the paper describes in short how cities cope with the results and what are typical reactions of local governments and stakeholders. In this context two specific urban strategies for steering development and processes of learning in general, but especially with respect to urban governance, are discussed within this paper. Finally, the paper elaborates that here the buzz-word ‘smart’ is not used in an explicit technology perspective but in a clear place based understanding similar to the EU-Territorial Agenda 2020. Accordingly an outlook describes how ‘smart’ will be used and understood in a place based and territorial perspective including technological impacts.

1. BackgroundThe use of artificial intelligence (AI) in smart cities, its effect on governance, decision-making, innovative discipline, and prospects of revolution have been a topic of discussion in debate and practice recent years. Data generation utilizing AI is possible in government and private sectors exploring new approaches to understand our world. The availability of big data may be effective in optimum usage of resources while making informed decisions. Artificial intelligence and the Internet of Things can positively influence smart decision-making. At present, AI is becoming a need for daily life and organizational procedures as technology has taken great dives in empowering AI advancement. AI contributes to smart cities’ decision making because smart decision-making utilizes a systematic and organized approach to collect data and applies rational decision-making systems rather than using hit and miss, instinct, or generalizing from overall experience.“Smart cities” is a multidimensional notion and has been defined differently by numerous scholars. However, the compulsory prerequisite to being a smart city is to attain sustainable social, environmental, and economic development and improve the living standards of society by utilizing Information and Communication Technology (ICT) and AI. The technological aspect of a smart city in the decision-making process can be defined as “a technologically interconnected city” or the use of artificial intelligence with big data to accomplish the intelligence and efficiency in managing the city’s resource. A study about smart decision-making in smart cities using big data introduced a three-layer framework characterizing a smart city as an “instrumented, interconnected, and intelligence”.The past few years have seen rapid growth in urbanization. According to the economic and social affairs body of the United States, approximately 55 percent of the total population in the world live in urban cities. This number is expected to increase to 68% by 2050 (Allam & Dhunny, 2019). The rapid increase in urban population is expected to exert pressure on sustainable environment initiatives leading to higher demand from the large population. To avoid such pressure, there is a need of coming up with smart cities. According to scholars, smart cities will reduce the environmental pressure caused by the increased urban population by 30% (Allam & Dhunny, 2019). A smart city is described as an urban area that depends on information technology to improve its quality of life, grow its economy and implement government policies (Allam & Dhunny, 2019).
