1. What is happening?
• Reforms to care and support services set out in law
• Changes to be made by April 2015 (funding reform April 2016)
• Some new in law, some update existing law & others are
already policy – opportunity to get better at what we already do
• Significant changes to the funding of care and support
• National consultation on draft regulations and guidance
• Local implementation project in place to deliver change
• Impact analysis
• Delivery and resource plans in development
• Informing key partners and stakeholders of changes
• The reforms strongly support the responsibilities and objectives
of the Health & Wellbeing Board and its Strategy

2. Implications for Sheffield
• We will have to have care and support services that:
– Promote the health and wellbeing of people of Sheffield
– Prevent needs and support people to stay independent in
their community
– Put the person at the centre of the process
– Promote diversity and quality
– Provide information and advice that is personal
– Promote integration of care and support services with health
– Successfully manage the transition from childhood to
adulthood
– Keep people safe
• Better information and advice on care and support
• Better internal cooperation between adult services, children’s
services, housing and public health
• A platform for integration of services with health
• Ensure we understand the impact of the changes on our
customers and our staff and how best to deliver them

5. What will it mean for the people of Sheffield?
• It will be easier for you to find relevant information and advice
about care and support
• When talking to you about your care and support we will focus on
your wellbeing and the outcomes you want to achieve
• We will help you maintain your independence
• You will be in control of how your care and support is provided
• We will make it easy for you to understand how we work
including how much it will cost you for your care and support
• There will be a range of provision that meet can meet your needs
• There will be a stronger focus on the needs of carers
• Health, social care and other services will have to work better
together to support you
• Some people will have to spend less of their own money on their
care and support

6. Department of Health Consultation
• The consultation on the draft guidance and
regulations was launched on 06 June

• The project is coordinating a local response from
Sheffield City Council
• We invite the Health and Wellbeing Board to
respond to the national consultation
• The guidance is broken down into sections and
comments can be made through a series of
questions posed by DH
• You have until 15 August to comment
