“Shattering the glass ceiling in the Public Sector”
There is considerable evidence that women currently
tend to face a glass ceiling when trying to reach senior
management levels. Breaking that armoured barrier takes
focus, drive, and ambition. As Deputy Secretary, Amanda
has gone above and beyond and shattered the glass
ceiling. In this enthralling keynote session, Amanda will
share her journey towards leadership and the barriers she
faced when breaking the glass ceiling. She will draw on her
background to discuss:
• Overcoming barriers as a woman in a male-dominated
society
• Identifying opportunities and developing leadership
pathways
• Strategically seizing the right opportunities

“Driving organisational change from the front seat”
Any one in an organisation, no matter where they fall in
the organisational chart, can drive change if equipped
with the right tools and techniques to create effective
transformations within their teams. It can be extremely
difficult for individuals to change habits, so altering
organisational habits involving many individuals can be
much tougher. It takes a significant commitment and time
to achieve results, but the rewards can be much greater. As
Assistant Commissioner for Victorian Police, Debra realises
the effort it takes to buckle the seatbelt and drive change
from the front seat. She will discuss:
• Unlocking the resistance and obstacles that prevents
change
• Enabling improvement and innovation
• Tools for creating a functional and useful change in the
organisation

culture”
Negativity in the workplace not only demoralises
employees, but it also affects the bottom line. Even a subtle
hint of negativity can spoil an effective workplace. Leaders
should strive for the power to keep a positive mindset,
enhancing not only their own success, but the achievement
of others around them. Natalie will share vital tips for
remaining positive in the workplace. She will dive into:
• Focusing on successes when feeling disappointment or stress
• The benefits attached to creating a positive culture
• Times in her career where her positivity led to personal and
professional growth

“Taking advantage of the changing workforce and
creating your place in the organisation”
The demographic of the Australian workforce is rapidly
changing due to a change of attitudes, technologies, and
an ageing population. By 2020, we’ll have five generations
working together, each wanting something different from
work. By 2025, Gen Y is expected to compose 70% of the
workforce. Social media is driving new behaviours, resulting
in stakeholders becoming more comfortable with living life in
a public way. Jenny will discuss how to take advantage of this
change and explore various strategies to create your place in
the workforce:
• Insights on how to back yourself and step up to tell your
stories
• Focusing on strengths to build your profile
• Implementing methods for reaching out and expanding your
network

“Managing role transitions”
Taking that next step in your career and moving into a new
role can be both exhilarating and terrifying. The transition
is likely to come with hurdles that we must conquer before
finding the right balance. There may not be much guidance
during this transition as there is not often much support from
organisations to help you decide on the next best role for
you. Ann knows how difficult the transition can be and in
this session she will lay out her roadmap for identifying the
right next role for you and making the transition as fluid as
possible. She will elaborate on:
• When and how to work out ‘what next’
• Gathering clarity about what you offer and what you want
• Establishing yourself in a new role

taking risks and stepping outside of their comfort zone.
Finding the confidence to test your boundaries and break
out of your shell can reap astounding benefits for your
personal and professional growth. It can be scary and
challenging to take those first leaps towards change, but
seizing upon those risks and opportunities is the pathway
towards career progression. Belinda will explore:

“Cultural change in the Public Sector”
How do cultural agencies, and the Public Sector more
broadly, bring to life their purpose, values and strategy so
employee engagement becomes an organisation-wide
people practice? Leaders have the power to change
policies, processes and procedures at the stroke of pen,
but successfully shifting a deeply entrenched workplace
culture is a whole different ball game. How critical is
successful culture change in enabling an organisation
to remain agile, responsive and deeply relevant to its
audiences and communities of interest in a rapidly
changing external environment? Claire will examine:
• Enabling structures and behaviours that allow a large
bureaucracy to work (and think) differently
• Embracing the strengths of the current culture instead
of focusing on the need for change
• Learning from mistakes to inform the wins of the future

for as a leader”
As a leader, it is vital to have a defined set of principles
and values that you stand for. Progressing as a leader
depends on how clear your values are and sticking to
them. People want to follow a leader when they know
where the leader stands and why actions are being taken.
Jodi will discuss how your ultimate success as a leader
depends on how well you understand yourself, your
values, and why you value it. Explore:

“Bulldozing unconscious and hidden biases to
the ground”
The mind constantly processes information based on the
environment and experiences. There may be time when
unintended ideas enter the mind, influencing ideas such as
interactions with colleagues or major business deals. The
key is to train our brains into understanding when these
biases enter and how they affect observations, choices,
and relationships. There is substantial value for business
when a more conscious approach to decision making is
taken. Margaret will show how organisational outcomes
could be enhanced by addressing biases and refining the
quality of all decisions by elaborating on:
• Proven strategies for addressing and overcoming
unconscious bias in the workplace
• The importance of inclusive leadership
• Recognising and eliminating biases

Balancing professional and personal responsibilities can be
complex at a senior and executive level, with many leaders
struggling to find ways to stay on top of their work and
prevent it from interfering with other life activities. Constantly
rushing to juggle different commitments can lead to stress,
inefficiency, and an unhealthy balance. It is vital to manage
these two worlds to maximise leadership potential. This

• Setting goals around your values
• Maintaining a healthy lifestyle

ABOUT THE EVENT
Leadership success within the Victorian Public Sector requires unique
skills, knowledge and resilience. Leaders from these environments must
be high performing whilst often working with financial constraints, shifting
priorities, operational uncertainty and cultural stagnation.
In 2014, woman made up 37% of public service executives in Victoria, an
increase from just under 30% since 2006. Despite considerable progress,
a significant gap remains in terms of gender representation in senior
leadership roles. While organisations are working to rectify the situation,
the key to accelerating change, largely rests with aspiring female leaders
who have an opportunity to take charge of their career and seek out
development opportunities.
The 5th Public Sector Women in Leadership Victoria Summit 2016 will
offer insights and advice for female empowerment, helping aspiring women
in the Public Sector reach their full potential. Senior level leaders will share
their experiences and present practical strategies to help individuals
develop their leadership skills and how organisations can promote
women’s empowerment in senior leadership roles.

Mastering Leadership and Staying Cool Under Pressure by Leading with the Brain in Mind
Problem solving, working with others, and leading change are essential skills for any leader, as is staying cool under pressure. Women in the Public
Sector benefit from having a sharp mind and agile brain that thinks laterally and quickly, and understanding the internal workings of this often-

Insight into our reactions when exposed to stress and situations that require us to make important decisions are the key to becoming an exceptional
problem-solver. Understanding others and using emotional intelligence as a management tool allows us to lead, without tripping ourselves up in the
process.
Margaret will explore how understanding and utilising the brain can help make you a more effective leader. She will give insights on how to make a huge
difference to your career by tapping into the full power of the brain.

• Using insights to creatively solve new problems
