I am seeking a position where I can use my extensive experience designing and managing juvenile justice,
child welfare and education sector projects along with research and expertise in educational psychology and
adult education to improve the lives of others. My previous work, resulting in strengthening system
accountability and significantly reducing juvenile recidivism in almost one-third of North Carolina and the
Eastern Band of Cherokee Indians, prepared me for working with varied populations and organizations to
improve outcomes for at risk populations. In addition, my training and education in qualitative research
methods, collaborative process, multi-agency coordination and results based accountability principles make
me uniquely suited to the creation, management and/or evaluation of system improvement initiatives.
Professional Experience
Juvenile Justice, Child Welfare, and System Reform Projects
Shared Vision Consulting, LLC 2010 to Present
President and Owner
I provide overall leadership and coordination of system improvement projects. I consult in and facilitate
collaborative approaches to system reform; write, manage and evaluate grant applications and funded
projects; and train and supervise my own and other agency staff to support said projects. Projects
include:
1. Eastern Band of Cherokee Indians Integrated Child Welfare Model
• Provided subject area expertise in the development of a data driven, integrated multi-system
platform for addressing child protective services within the EBCI.
• Assisted in the creation of Tribal codes and processes to ensure a family centered approach to
child protection including training of personnel in a multi-agency team.
• Co-wrote the Title IV Planning grant (two-year, $300,000 grant) which resulted in the EBCI
successfully gaining Federal approval of their Title IV application based on this model.
2. Eastern Band of Cherokee Indians (EBCI) Integrated Juvenile Services Model and Database
Development and Implementation (resulted in 30% reduction in Juvenile recidivism)
• Collaborated with Tribal leadership and agencies to identify gaps in services and design a
family care continuum specific to Tribal needs.
• Wrote and attained two federal grants to support the project.
• Created with a team the data-driven model that integrated Tribal behavioral health, court and
social services and provided consistent reporting to assure system accountability in a results
based accountability framework.
• Trained staff from partnering agencies on team work and integrated services along with data-
driven decision making.
• Managed all aspects of this project working closely with the Tribal Court system, Attorney
General’s office, and other Tribal leadership including presentations to Tribal Leadership and

subcommittees as well as federal partners in meetings and national conventions; publicizing
achievements and progress through public presentations; addressing conflict and breakdowns
in and among agencies; working with state and federal entities to support Tribal initiatives;
monitoring, tracking and reporting on status and progress; and final evaluation of the project.
3. Evergreen Foundation of NC
• Supported area providers in creating high quality, fundable grant applications.
• Evaluated proposed initiatives and made recommendations for funding these community
projects to the Evergreen Foundation board.
• Established partnerships with other funders to collaboratively support large, system
improvement projects in the community.
4. 30th
Judicial District Sexual Abuse Prevention Study
• Researched and made recommendations on the processes for addressing sexual abuse in the
seven counties of the 30th
judicial district.
5. Be the Difference Multi-County School Initiative to address School Violence
• Facilitated planning meetings with multiple agencies to include public schools; tribal
schools; behavioral health providers, 30th
Judicial district Juvenile Justice and courts; and
other community agencies
Meridian Behavioral Health Services 2005 - 2010
Manager, Grant Funded Juvenile Justice Projects
I designed and managed initiatives to address the needs of youth involved in the judicial system in North
Carolina.
1. Juvenile Justice Treatment Continuum (JJTC) (four-year project which grew to 27 NC counties)
• Worked with state and district juvenile justice leadership to identify partners and negotiate
agreements to partner in a joint effort to reduce recidivism and improve services for court
involved youth.
• Wrote for and obtained NC state grant funding for the JJTC initiative.
• At a district level, led the joint planning among judges, agency administrators, juvenile
justice administrators to initiate the JJTC model in their local districts and adjust for tracking
and reporting on shared data to monitor performance indicators.
• Trained and monitored behavioral health, restorative justice and juvenile justice agency staff
across 27 counties in the JJTC model.
• Managed and supervised all aspects of the grant project including reporting and evaluation,
staff, expenditures, expansion and sustainability planning.
• Presented progress and outcomes at state and national conferences and meetings.
2. Dream a Better Dream Initiative
• Managed a 31-county initiative to create agreements between state child serving agencies and
private providers of mental health to provide seamless, accessible services for the rural
western counties of NC.
• Led community wide meetings in each of seven judicial districts to create agreements and
support collaborative problem solving for gaps in services in these areas.
• Led design of an electronic database of available services state-wide for youth that ranked
providers and provided real time information about placement availability.

• Supervised a staff of five in identifying and addressing gaps in services through collaboration
and facilitation in each of the participating communities.
• Did all financial and progress reporting and monitoring for the NC grant that supported the
project.
Educational Administration and Instruction
Southwestern Community College, (SCC) Sylva, NC 2016 – Present

• Teaching two classes per semester to include expository writing, professional writing, and critical
thinking skills in both on-line and face to face formats.
Southwestern Community College, Sylva, NC 1995 - 2005
Director, Concurrent Enrollment Program and Collegiate Connections Program, 2000-2005
As Director of Concurrent Enrollment, I was responsible for creating and supervising programming at
the community college in partnership with public schools to increase the college going rate and decrease
the dropout rate in the three county catchment area of SCC. My duties included:
• Promoting, organizing and administering three SCC programs to include Accelerated College
Education (ACE), Diploma Plus, and Dual Enrollment.
• Collaborating with high schools and home school organizations to identify courses that would serve
their particular populations.
• Designing courses of study to result in a two-year Associate’s Degree upon graduation of high
school in college transfer or other programs of study while meeting high school graduation
requirements.
• Supervising ten instructors for the concurrent enrollment program to include on-line, face to face,
and televised classes.
• Advising all concurrent enrollment students.
• Keeping abreast of changes in state or national policies concerning colleges as well as public,
private and home school high school students to assure any offerings we made were consistant with
current and future policies.
• Working on teams and committees with public schools, SCC programs, and other community
entities to address the needs of local youths including chairing the Systems of Care grant project for
western North Carolina.
• Managing, coordinating, and reporting for the Tech Prep Grant awarded to SCC, three county public
schools systems (eight high schools), and the tribal high school.
• Teaching at least four community college classes per year in a traditional, teleconference or on-line
classroom to both adult and high school age students. Courses included expository writing, creative
writing, professional writing, oral communication, British literature, American literature, and other
literature courses.
• Writing for the Bill and Melinda Gates Foundation Early College grant for SCC which was awarded
shortly after I left to join Meridian Behavioral Health Services.
Prior SCC positions 1995 - 2000:
ITV Coordinator
• Coordinated with the seven area high schools in the SCC service area to offer students community
college classes on the high school campuses face to face or via an interactive television system.
• Advised any high schools students involved in community college courses.

• Designed and initiated two new programs: ACE and Diploma Plus. The ACE program put students
in a series of classes to earn as many hours as possible in college coursework that simultaneously
earned high school credit while the Diploma Plus program removed students from the high school
for half the school day and placed them on the college campus for classes. These programs
specifically targeted youth at risk of dropout to bring them into the college environment.
Adjunct Instructor

Grant Writing
2015 - Administration of Children and Families IVE Planning Grant in partnership with the Eastern Band of
Cherokee Indians for the development of Tribal child protective services.
