There are various definitions out there! E.g.
“Adjustment in natural or human systems in response to actual or expected climatic changes or their impacts, so as to reduce harm or exploit beneficial opportunities” (US AID, 2009, pg. 17)
For us on the IMCORE project its not just about physical engineering responses, e.g. its about the continuing process of identifying vulnerability and trying to manage and reducing risk e.g. UKCIP’s Adaptation Wizard
Our research has found that there is variability in understanding amongst planners, definitions below, some focus on the physical impacts, others its more about awareness raising and changing peoples behaviour:
“….reducing vulnerability to flood risk…”
“…making sure we’re prepared for a changing climate…”
“…preparing for climate change involves getting the countryside into as good a condition as possible to allow species to migrate and increase biodiversity…”
“…not just a physical response to climate change, but also about changing peoples behaviour, making people aware about their options, what they can do to help themselves…”
All 5 welsh emerging plans had CC content. 3 of the 6 reviewed emerging English plans did also.
CC Strategies:
When the survey was undertaken last Autumn, 7 of 14 LPAs had developed strategies (Monmouth, Glos City, Bristol City, Glos County, West Somerset, Somerset County). A number were drafting strategies (Cardiff & Forest of Dean).
Topics included energy, travel and transport, housing and buildings, waste and water.
3 strategies contained dedicated adaptation sections.
