The Situation
Sweden seeks to be world-class in the use
of IT in healthcare provision. The
administration for Kalmar County Council
needed to establish a base for existing and
future IT systems in order that enhanced,
yet cost-effective, services could be
provided to patients and healthcare
personnel.
The goal was to share digital information
of medical records in a secure way. The
vision was “one patient—one medical
case-book”.
The Solution
Capgemini worked closely with Kalmar
County Council to establish an IT strategy
based on Service-Oriented Architectures
(SOA) and implement a new healthcare
administration system.
The system comprises IBM Blade servers,
storage networks, an Oracle
database,
SeeBeyond middleware and Cambio
COSMIC as the selected healthcare
package.
The Result
With the new IT strategy and architecture
in place, Kalmar County Council has an
effective way to manage healthcare
administration. The Council has a flexible
platform that is well adjusted for future
solutions.
The system facilitates cost savings and
more efficient use of resources. It releases
major parts of the administrative burden
for healthcare personnel. Council citizens
now receive enhanced healthcare services,
and have easier, yet secure, access to their
own medical records.

framework as a decision support and
communication tool towards a new IT
platform.
The Council, an active member in the
national healthcare IT strategy group, found
that working with Capgemini was a clear
benefit. It allowed the Council to adapt the
architecture so that the solution complied
with the national IT strategy framework.
Capgemini coached the Council to develop
a step-by-step roadmap for the new IT
strategy, supported by an SOA framework.
Based on standards, this allows easier
addition of services now and in future.
The most important benefit of the solution
was perhaps not the strategy itself, but the
underlying process and methods that helped
to gain clear insight and understanding of
the way forward. Based on the IT strategy,
Capgemini helped the Council to specify
requirements for the healthcare system and
supporting infrastructure. The need for the
solution to offer flexibility and remain
compliant to national requirements was
always kept sharply in focus.
The platform had to be future-proof. The
healthcare system affects almost every work
process within the Council. This dictated
robust development methods and effective
project management in close collaboration
with all parties.
The first phase of deployment involved
setting up a project office and staffing of
roles such as test and quality management.
Capgemini provided effective support to the
Council. Ongoing knowledge transfer along
the way was a constant feature. The solution
makes it possible to manage basic
healthcare services such as medical records,
referrals and reservations.
Following implementation, Kalmar County
Council has a flexible and fully compliant
system for healthcare administration. The
system yields cost savings and efficient use
of resources, releasing the administrative
burden for healthcare personnel. Council
citizens are provided with enhanced
healthcare services with secure, yet easier,
access to their personal medical
information.

How Kalmar County Council
and Capgemini Worked
Together
Kalmar County Council on the east coast of
Sweden has 238,000 inhabitants—some 3%
of Sweden’s population. The Council is
responsible for provision of health and
medical care, dental care and certain
educational requirements of citizens in the
region.
Healthcare is the Council´s most extensive
service. The care is de-centralized so that
Kalmar citizens have access to good care
provision regardless of where they live. The
Council aligned itself to a national ambition
for world-class IT in healthcare, and sought
better information sharing for all citizens.
Current practice was for each county to have
its own local IT solutions. This made
communication and information sharing
between healthcare institutions tedious and
inefficient. With new technology and
changing legislation, Kalmar County Council
had an opportunity to realize digital sharing
of medical information. The national
healthcare IT strategy paid strong emphasis
to flexibility and co-ordination of IT
infrastructure investments between counties
throughout Sweden. The goal was to
facilitate all councils to be better connected
for information exchange, and share basic
aspects such as user access, security, perhaps
even pharmaceutical issues.
This is where collaboration between Kalmar
County Council and Capgemini was borne.
Capgemini was selected to coach and
support Kalmar County Council in a
number of areas. These included supporting
the national healthcare vision, create and
implement a new IT strategy, and facilitate
information sharing between different
bodies like pharmacies and laboratories.
It all started with establishment of a small-
scale IT strategy and implementation of a
local solution to manage prescriptions.
Soon, the benefits of an IT strategy
framework became obvious, and the project
was expanded to cover the whole of Kalmar
County Council. Workshops and interviews
were held supported by in-depth research
and analysis. This allowed the current
situation to be mapped to create a business
case. An index of IT strategy activities was
defined together with reference
