• Ordnance Survey (OS) mapping used extensively within
Mouchel.
• OS move from ‘LandLine’ (lines/cartography) to ‘MasterMap’
(objects/database) 5 years ago
– MasterMap format exclusively from summer 2008.
• Mouchel historically no effective OS licence management
system = exposure to major compliance risks.

– Store, manage and distribute the new OS Mastermap
data, other OS products and wider mapping information
for all relevant Mouchel offices
– Integrate with currently used software and systems,
permit manipulation of mapping information and store
additional datasets to add value to client work
– Provide simple, legal, secure, up-to-date, online
access to mapping information, anywhere, anytime,
whilst reducing duplication of data and only paying for
the data used

case and board approval
• This is a large, complicated problem for which the solution
will be underpinned by business process change
• In 2007 Mouchel embarked on a detailed requirements
gathering process, identifying over 90 key stakeholders, 77
major challenges, 31 tangible business requirements
and 80+ solution requirements
• The Mouchel geospatial usage questionnaire has helped us
understand exactly who, what and where geospatial
information is used within Mouchel
• The project has significant long term benefits with the
immediate requirements focussed around OS compliance,
distribution of data, Mastermap management and efficiency
gains

2009 Solution:
• Mouchel recently installed Maps@ to manage the
disparate GIS data assigned to it by their many clients.
• Maps@ created easily accessible web portal allowing
Mouchel’s GIS team to centrally manage and distribute a
single complete Ordnance Survey (OS) database, rather
than multiple data abstracts, bringing vastly improved
service delivery to its clients.
• For Mouchel, ensuring full compliance with Ordnance
Survey licensing, will in the future mean being able to
produce audit trail reports to satisfy these licence terms.
