Ontario succeeded in attracting manufacturing jobs in 2010, relative to our US competitors, although our focus on automotive hasn’t prevented Ontario from taking a hit in 2009 with the economic downturn. Ontario has been shielded from the worst of that downturn, however, by a number of factors.
Ontario is 1 st in Canada 3 rd in the US and Canada combined in terms of manufacturing jobs, behind California and Texas.
Since the 1990’s, Canadian governments have worked to reduce their debt loads, shedding interest costs in the process. Canada’s banking sector remains one of the most solvent world-wide.

R&D Cost Advantage KPMG – Measures the combined impact of 26 significant cost components that are most likely to vary by location (salaries and wages, statutory benefits, other benefits, transportation, utilities etc) as applied to 17 different business operations over 10 years. KPMG national cost comparison is based on cost information collected primarily between July 2009 and January 2010. Taxes reflect tax rates in effect on January 1, 2010, and also incorporate any announced changes at that time to take effect as specified later dates. National results are based on the average results for comparable cities within each country, reflecting R&D cost of major metropolitan regions of each country. The Canadian average is calculated using Toronto and Montréal, the two major Canadian cities. The KMPG report does not provide an average for Ontario. MEDT estimate follows the methodology used to estimate national averages. Ontario city basket is Toronto and Ottawa, Ontario’s largest cities. Health care cost is one of Ontario’s key competitive advantages A typical Ontario auto parts operation with 100 employees pays approximately US$498,000 per year less than a comparable US-based firm. Employer-paid health costs in Ontario cities are less than half (33%) of similar cost in US cities. In the version of the Competitive Alternatives Cost Model used for this analysis (March 2010), most cost data reflect July 2009 and January 2010 . Tax calculations have been updated to reflect major tax changes announced or in effect as at July 2010. The Canadian dollar exchange rate used in this analysis is CDN$1.03 per US$, reflecting prevailing rates as at July 2010. Study prepared by MMK Consulting on behalf of MEDT, September 27, 2010. KPMG – Measures the combined impact of 26 significant cost components that are most likely to vary by location (salaries and wages, statutory benefits, other benefits, transportation, utilities etc) as applied to 17 different business operations over 10 years. KPMG national cost comparison is based on cost information collected primarily between July 2009 and January 2010. Taxes reflect tax rates in effect on January 1, 2010, and also incorporate any announced changes at that time to take effect as specified later dates. National results are based on the average results for comparable cities within each country, reflecting business cost of major metropolitan regions of each country. The Canadian average is calculated using Toronto and Montréal, two major Canadian cities. The KMPG report does not provide an average for Ontario. MEDT estimate follows the methodology used to estimate national averages. Ontario city basket is Toronto and Ottawa, Ontario’s largest cities Last review: May 2011. The Canadian federal government reduced the federal corporate income tax rate to 18% on January 1, 2010, and to 16.5% on January 1, 2011. Further reduction to 15% will take place on January 1, 2012. The Ontario Corporate Income Tax rate was reduced to 10% on July 1, 2010. The US rates reflect the deductibility of state taxes from federal CIT and the rates have been rounded. Average rates are weighted by state GDP. Not all US rates levy a Corporate Income Tax. For example, the chart includes Ohio's Commercial Activity Tax, which is levied on gross receipts in Ohio. A CIT equivalent has not been calculated. The Michigan rate reflects the Corporate Income Tax rate that will be in effect when Michigan eliminates the Michigan Business Tax and implements a flat 6% CIT rate Great Lakes States rate includes: Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, Wisconsin. Average includes Michigan CIT rate in effect after the Michigan Business Tax is eliminated. Although Ontario has a lower combined federal-provincial CIT rate than the combined federal- state rate in all US states, two Canadian provinces have a lower combined income tax rates on manufacturers – Saskatchewan and Newfoundland. AB May 11 With ACCA, the capital cost is depreciated completely over three years as opposed to the traditional method over 15 years. Therefore, more of the original capital cost is expensed each year during the first three years. As a result, taxable income for the first three years is lowered significantly. In addition, ACCA will provide a higher return on capital in the long term once the original capital cost has been completed written off.
