Experience Summary:
I possess over 30 years of experience in the occupational health & safety and emergency management fields, where I have
worked across vastly diverse industrial, healthcare and public service sectors. My career began in the Southern California
oilfields and wind farms then quickly progressed to refinery turnarounds; where I supervised contractor safety in some of
the largest industrial complexes in the Los Angeles basin. I have worked on several capitol construction projects for the
City of San Diego MWWD; including the North City Water Reclamation Plant and other major infrastructure improvement
projects which in 1998 led to long-term EH&S positions in aerospace manufacturing, plastic injection molding and steam
turbine power generation. After almost five years with Kaiser Permanente Hospital and a year in Washington State with
Swedish Hospital and Public Health where I managed emergency preparedness initiatives, I joined the City of San Jose in
January 2014 as an Industrial Safety Manager for the SJ/SC Regional Wastewater Facility where I supervise two full time
environmental safety professionals, one intern and have accountability for the entire facility EH&S and Emergency
Preparedness program performance.
Throughout my career, I have managed a comprehensive suite of safety programs; including Training, Control of
Hazardous Energy (LOTO), Job Hazard Analysis & Mitigation, Respiratory Protection, Ergonomics, Behavior Based Safety,
Hearing Conservation, Confined Space, NFPA 70E, Fall Protection, Hazcom, Workers Comp & Return to Work,
Incident/Accident Investigation and Root Cause Analysis. I have simultaneously managed complex industrial
environmental programs including; Title V Air Permitting, NPDES, Stormwater Pollution Prevention and
Hazmat/Hazwaste. I am highly literate and have served as subject matter expert for the interpretation and application of
various regulatory measures, I have championed the development of proactive safety cultures and the utilization of
leading indicators, collaborative team efforts and robust Safety Management Systems. I am proficient in project
management and general budgeting, including RFP and procurement aspects. I am highly adept with MS Word, Excel,

INDUSTRIAL SAFETY MANAGER | CITY OF SAN JOSE – SAN JOSE, CA | 01/2014 - PRESENT
As the ESD Industrial Safety Officer & Regional Wastewater Facility Safety Manager; I have responsibility for designing, developing,
coordinating, implementing, and maintaining safety, environmental compliance and emergency preparedness policies, procedures
and training. Providing expertise and experience with industrial safety programs including LOTO, confined space entry, machinery
safety, fall protection and other industrial safety program elements. I have received “Commendable” ratings on all three of my
annual performance appraisals with the City. The San Jose/Santa Clara Regional Wastewater Facility (RWF) is one of the largest
advanced wastewater treatment plants in the nation serving 1.3 million residents living in a 300-square mile service area. The RWF
is an industrial facility with large concrete tanks; large motors and internal combustion engines (up to 4,000HP), pumps and other
industrial machinery; over 600 confined spaces; 8 miles of underground tunnels and basements; hazardous materials such as
natural gas, and anhydrous ammonia; and an extensive high voltage electrical generation and distribution system. The RWF is also
undergoing a $2billion, multi-year capital improvement program with numerous simultaneous & overlapping construction projects.
EMERGENCY PREPAREDNESS SPECIALIST | BENTON-FRANKLIN PHD - KENNEWICK, WA | 08/2013 – 01/2014
In the latter half of 2013 I joined the Benton-Franklin Public Health District where I planned, developed, coordinated, implemented,
and evaluated the public health emergency response capabilities for the five counties within the Region 8, Public Health Emergency
Preparedness and Response Program (PHEPR). During my tenure, I enlisted the assistance of the regional stakeholders and
participating agencies and drafted the 2014 Regional Alternate Care Facility Functional Exercise Plan to be conducted the following
May.
EM PROGRAM MANAGER/SAFETY OFFICER | SWEDISH HOSPITAL – SEATTLE, WA | 02/2013 – 05/2013
Recruited following my successes with the Kaiser organization, I was initially hired as a Safety Officer for the Ballard Campus and
promoted to Emergency Management Program Manager once the new position was approved by senior leadership in mid-March.
In this position, I was responsible for the development, implementation and management of system-wide strategic EM programs of
the five acute care hospitals and multiple standalone clinics of the Swedish Healthcare System. I was also instrumental in the
planning and execution of the facilities participation in the 2013 Puget Sound Federal NDMS exercise in April.
EMERGENCY PREPAREDNESS PLANNER | KAISER HOSPITAL - SANTA CLARA, CA | 03/2008 – 10/2012
Assuming a newly created position, I managed the organization’s ability to mitigate, plan, respond and recover from disasters
including chemical, biological, radiological, nuclear and explosives (CBRNE) through the development and implementation of a
comprehensive all-hazard Integrated Emergency Management Program for a 2.5 million square foot, 327 Bed Acute Care Hospital,
detached Behavioral Health Center, Cancer Treatment Center, Medical Office Building and three remotely located Satellite Clinics. I
worked very closely with the Emergency Department in preparedness activities, managed the HPP Grant and oversaw the annual
system-wide review and update of the facility Continuity of Operations Plan where I was credited with 100% on-time completion for
all four years I managed the program. I guided the facility through two Joint Commission Accreditation Surveys, earning a Best
Practice in 2010 for Emergency Management; I served on the medical center Environment of Care Committee and Chaired the
medical center Emergency Preparedness Committee. In 2010 I was elected to Co-Chair of the KP Northern California Regional
Emergency Preparedness Committee which oversees the strategic direction of emergency preparedness for all Kaiser Permanente
facilities in Northern California.
EHS PROGRAM MANAGER | RELIANT ENERGY - OXNARD, CA | 08/2005 – 02/2008
As the program manager, I had responsibility for designing, developing, coordinating, implementing, and maintaining safety,
environmental and emergency preparedness compliance policies, procedures and training. Providing expertise and experience with
industrial safety programs including LOTO, confined space entry, machinery safety, fall protection and other industrial safety
program elements as well as NPDES, Title V Air and other complex environmental compliance programs for the 500MW Gas-Fired
Electric Power Generation facility on the Southern California coast and the remote gas-turbine Peaker unit 30 miles away.
EMERGENCY MANAGEMENT CONSULTANT | EARTHTECH ENGINEERING - SAN DIEGO, CA | 04/2004 – 07/2005
As a contract consultant to the US Postal Service San Diego District Headquarters, working with law enforcement, fire and elected
officials as well as other stakeholders, I facilitated the USPS’s ability to mitigate, plan, respond and recover from disasters including
acts of terrorism involving chemical, biological, radiological, nuclear and explosives (CBRNE) through development and
implementation of a comprehensive all-hazard Integrated Emergency Management Program and Continuity of Operations Plan.
EHS PROGRAM MANAGER | SCOTTS COMPANY – TEMECULA, CA | 08/2001 – 02/2004
As the program manager, I had accountability for designing, developing, coordinating, implementing, and maintaining safety,
environmental and emergency preparedness compliance policies, procedures and training. Providing expertise and experience with
industrial safety programs including LOTO, machinery safety, fall protection and other industrial safety program elements as well as
hazardous materials and other complex environmental compliance programs for a 100,000-square foot plastic injection molding,
assembly and shipping facility. Joining the facility just prior to the completion of tenant improvements of the new facility, I was
instrumental in the design of the hazardous materials storage area to protect against spills and releases and to improve efficiency.
EHS PROGRAM MANAGER | SENIOR AEROSPACE – EL CAJON, CA | 04/1998 – 05/2001
As the program manager, I had accountability for designing, developing, coordinating, implementing, and maintaining safety,
environmental compliance, emergency preparedness and security policies, procedures and training. Providing expertise and
experience with industrial safety programs including LOTO, machinery safety, fall protection and other industrial safety program
elements as well as hazardous materials and other complex environmental compliance programs for a 27 acre, 250,000 square foot
aerospace metal fabrication, specialty sub-assembly and FAA instrumentation repair facility. In 1999, the facility underwent a
massive expansion including a new 100,000 square foot machining building and a 25,000-square foot shipping and receiving facility.
I also worked closely with the design architect to build safety into the design of the new facilities and I worked with the builders to
coordinate construction & production operations to minimalize potential for injury in work areas affected.
CONSTRUCTION SAFETY SUPERVISOR | CONSULTANT AT LARGE – SOUTHERN, CA | 11/1992 – 02/1998

Activations, Missing/Overdue Aircraft, Requests for Military Support to Local Authorities & Natural/Human-Caused Disaster Relief
Missions, deploying on hundreds of SAR missions and four Presidential Declared Disasters.

Lieutenant and attained the Senior Emergency Services Qualification Badge and the
Senior Ground Team Badge. I was awarded two Lifesaving Medals, a Commanders Commendation, two Unit Citations, two Civil
Defense Ribbons, the Air Search & Rescue Ribbon, multiple SAR Find Ribbons, the Red Service Ribbon with 25 Year Clasp and
the Leadership Award with Bronze Star before retiring from the organization in 2009 to focus my attention to my full-time emergency
preparedness position.

Providing expertise and experience with industrial safety programs including LOTO, confined space entry, machinery safety, fall protection and other industrial safety program elements. I have received “Commendable” ratings on all three of my annual performance appraisals with the City. The San Jose/Santa Clara Regional Wastewater Facility (RWF) is one of the largest advanced wastewater treatment plants in the nation serving 1.3 million residents living in a 300-square mile service area. The RWF is an industrial facility with large concrete tanks; large motors and internal combustion engines (up to 4,000HP), pumps and other industrial machinery; over 600 confined spaces; 8 miles of underground tunnels and basements; hazardous materials such as natural gas, and anhydrous ammonia; and an extensive high voltage electrical generation and distribution system. The RWF is also undergoing a $2billion, multi-year capital improvement program with numerous simultaneous & overlapping construction projects. EMERGENCY PREPAREDNESS SPECIALIST | BENTON-FRANKLIN PHD - KENNEWICK, WA | 08/2013 – 01/2014 In the latter half of 2013 I joined the Benton-Franklin Public Health District where I planned, developed, coordinated, implemented, and evaluated the public health emergency response capabilities for the five counties within the Region 8, Public Health Emergency Preparedness and Response Program (PHEPR). During my tenure, I enlisted the assistance of the regional stakeholders and participating agencies and drafted the 2014 Regional Alternate Care Facility Functional Exercise Plan to be conducted the following May. EM PROGRAM MANAGER/SAFETY OFFICER | SWEDISH HOSPITAL – SEATTLE, WA | 02/2013 – 05/2013 Recruited following my successes with the Kaiser organization, I was initially hired as a Safety Officer for the Ballard Campus and promoted to Emergency Management Program Manager once the new position was approved by senior leadership in mid-March. In this position, I was responsible for the development, implementation and management of system-wide strategic EM programs of the five acute care hospitals and multiple standalone clinics of the Swedish Healthcare System. I was also instrumental in the planning and execution of the facilities participation in the 2013 Puget Sound Federal NDMS exercise in April. EMERGENCY PREPAREDNESS PLANNER | KAISER HOSPITAL - SANTA CLARA, CA | 03/2008 – 10/2012 Assuming a newly created position, I managed the organization’s ability to mitigate, plan, respond and recover from disasters including chemical, biological, radiological, nuclear and explosives (CBRNE) through the development and implementation of a comprehensive all-hazard Integrated Emergency Management Program for a 2.5 million square foot, 327 Bed Acute Care Hospital, detached Behavioral Health Center, Cancer Treatment Center, Medical Office Building and three remotely located Satellite Clinics. I worked very closely with the Emergency Department in preparedness activities, managed the HPP Grant and oversaw the annual system-wide review and update of the facility Continuity of Operations Plan where I was credited with 100% on-time completion for all four years I managed the program. I guided the facility through two Joint Commission Accreditation Surveys, earning a Best Practice in 2010 for Emergency Management; I served on the medical center Environment of Care Committee and Chaired the medical center Emergency Preparedness Committee. In 2010 I was elected to Co-Chair of the KP Northern California Regional Emergency Preparedness Committee which oversees the strategic direction of emergency preparedness for all Kaiser Permanente facilities in Northern California. EHS PROGRAM MANAGER | RELIANT ENERGY - OXNARD, CA | 08/2005 – 02/2008 As the program manager, I had responsibility for designing, developing, coordinating, implementing, and maintaining safety, environmental and emergency preparedness compliance policies, procedures and training. Providing expertise and experience with industrial safety programs including LOTO, confined space entry, machinery safety, fall protection and other industrial safety program elements as well as NPDES, Title V Air and other complex environmental compliance programs for the 500MW Gas-Fired Electric Power Generation facility on the Southern California coast and the remote gas-turbine Peaker unit 30 miles away. EMERGENCY MANAGEMENT CONSULTANT | EARTHTECH ENGINEERING - SAN DIEGO, CA | 04/2004 – 07/2005 As a contract consultant to the US Postal Service San Diego District Headquarters, working with law enforcement, fire and elected officials as well as other stakeholders, I facilitated the USPS’s ability to mitigate, plan, respond and recover from disasters including acts of terrorism involving chemical, biological, radiological, nuclear and explosives (CBRNE) through development and implementation of a comprehensive all-hazard Integrated Emergency Management Program and Continuity of Operations Plan. EHS PROGRAM MANAGER | SCOTTS COMPANY – TEMECULA, CA | 08/2001 – 02/2004 As the program manager, I had accountability for designing, developing, coordinating, implementing, and maintaining safety, environmental and emergency preparedness compliance policies, procedures and training. Providing expertise and experience with industrial safety programs including LOTO, machinery safety, fall protection and other industrial safety program elements as well as hazardous materials and other complex environmental compliance programs for a 27 acre, 250,000 square foot aerospace metal fabrication, specialty sub-assembly and FAA instrumentation repair facility. In 1999, the facility underwent a massive expansion including a new 100,000 square foot machining building and a 25,000-square foot shipping and receiving facility. I also worked closely with the design architect to build safety into the design of the new facilities and I worked with the builders to coordinate construction & production operations to minimalize potential for injury in work areas affected. I held Staff Officer appointments as a Unit Safety Officer and Emergency Services Officer; maintaining unit aviation and general safety programs and unit member qualifications and training. Operationally; as a Senior Ground Team Leader and Aircrew Observer and Scanner I served on-call, responding to US-AFRCC mission deployments for ELT Transmitter Activations, Missing/Overdue Aircraft, Requests for Military Support to Local Authorities & Natural/Human-Caused Disaster Relief Missions, deploying on hundreds of SAR missions and four Presidential Declared Disasters. During my career, I earned the rank of 1st Lieutenant and attained the Senior Emergency Services Qualification Badge and the Senior Ground Team Badge. I was awarded two Lifesaving Medals, a Commanders Commendation, two Unit Citations, two Civil Defense Ribbons, the Air Search & Rescue Ribbon, multiple SAR Find Ribbons, the Red Service Ribbon with 25 Year Clasp and the Leadership Award with Bronze Star before retiring from the organization in 2009 to focus my attention to my full-time emergency preparedness position.
