Rio has more than 30 years of Information Technology experience, most of which
has been devoted to IP Data Communications and Telecommunications Networking.
He is very intelligent having obtained several academic excellence awards during
his scholastic years. He possesses the capability to quickly learn and absorb any
new skill or technology required of him by the position in the job he holds.

EMPLOYMENT
2016-Cur Program Manager, Aviat Networks
 Responsible for managing several Globe critical Projects like ZAP
and Baymax and other Business As Usual (BAU) projects.
o Provide weekly progress report on the Globe projects
o Conduct weekly cadence meeting with the Globe
project stakeholders and the internal Aviat technical
teams
o Coordinate with the Globe TFNI and TFNE RSMs for day-
to-day project activities and progress.
o Coordinate with the Globe TFNI and TFNE RSMs to
assess and provide solutions to roll out issues during

 Directly responsible for establishing and managing the entire
Change and Release Management processes across the IT
Organization.
o Manages the Change and Release Management
Processes.
o Monitor compliance and performance of the IT
Organization with respect to the different Key
Performance Indicators under Change and Release

Transport, Wireless, Facilities, FTK, Operations

various National Domain Project Control Managers (PCM) that

2012-2013 General Project Manager, Alcatel-Lucent Philippines, Inc.
 Heads the Project Management Team in the implementation of the
DPWH G06 Project and ensures that the agreed project milestones
are met and the project executed within scope, cost and timeline.
 Has Profit and Loss responsibility for the DPWH G06 Project.
o Needs to maintain acceptable Variable Margin by
ensuring that the DPWH Project is executed within the
agreed Cost Baseline and maintain an acceptable
deviation.
 As GPM, was tasked to perform the following:
o Ensure that the Project Management Plan (PMP) is
continuously updated and followed during the life time
of the Project. The PMP includes the Project Scope
Management Plan, Project Schedule, Project Resource
Plan, Project Risk Management Plan and Project
Communications Plan.
o Identify and assess the technical capability and
commercial capacity of the subcontractors for rollout
and implementation of the sites based on agreed
Design.
o Coordinate with the DPWH Project Manager for day-to-
day project activities and progress.
o Coordinate with the subcontractors / Business Partners
in ensuring timely delivery of equipment and the proper
installation of these equipment.
o Submit monthly progress report on the project to
DPWH.
o Identify and manage project risks, changes and issues.
2010-2011 Project Director, Nokia Siemens Networks Philippines, Inc.
 Headed the Network Implementation (NI) Group as Project Director
under Global Services for the Globe Telecom Country Team. Led
a team of Project Managers, Field Managers and Roll-out Managers
that are assigned to manage the various Network Implementation
(NI) projects that NSN has contracted with Globe.
 Has Profit and Loss responsibility for all Globe NI projects.
o Needs to maintain acceptable Gross Profit Margin by
ensuring that the projects are executed within the
agreed Cost Baseline and maintain an acceptable
deviation.
o Ensure roll-out accuracy for the Radio Access Network
(RAN) projects involving volume project roll-out on
hundreds of BTS sites.
o Ensure Demand Plan accuracy is maintained on a
monthly basis.
 As Project Director, was tasked to perform the following:
o Ensure that the Project Management Plan (PMP) is
created for all projects. The PMP includes the Project
Scope Management Plan, Project Schedule, Project
Resource Plan, Project Risk Management Plan and
Project Communications Plan.
o Ensure all project documentation is properly stored in
the Project Library.
o Adopt PM principles based on internationally accepted
standard methodologies such as PMI PMBOK.
o Professionalize all Project Managers and certify them as
PMI Certified Associate Project Managers (CAPM) or
Project Management Professional (PMP).
 Reported on the progress of the projects for both internal (NSN)
and external (Globe) project stake holders.
o Leads the reporting on the Globe Services (NI, Care and
Managed Services) at the monthly Operational Review
Meetings (ORM) done on the NSN Sub-regional
management level.
o Consolidates project status and discuss the baseline vs
actual progress of all NI projects at the bi-weekly
meeting with Globe management (PMI, Operations and
Engineering).

 Headed the Project Management Office (PMO) under the
Professional Services Group. The PMO manages the various
projects that Trends undertakes as part of the services it provides
its customers when installing Cisco LAN, WAN and UCM equipment,
Nortel and Avaya IP-PBX, etc.
 Hired to set up the Project Management Office and manage a group
Project Managers that was merged from the different Business Units
within Trends.

generally related to the PM within the company.

  • 3. o Prepares Presentation Materials and documents Minutes of the Meeting for distribution to Meeting participants. o Updates the Action Register and ensures the action items are acted upon by the owners of the action item. o Chairs the PCB meeting and ensures smooth flow of discussion and time management.  Checks integrity of data on project status and progress with the various National Domain Project Control Managers (PCM) that interfaces with the different Huawei Regional Offices. 2012-2013 General Project Manager, Alcatel-Lucent Philippines, Inc.  Heads the Project Management Team in the implementation of the DPWH G06 Project and ensures that the agreed project milestones are met and the project executed within scope, cost and timeline.  Has Profit and Loss responsibility for the DPWH G06 Project. o Needs to maintain acceptable Variable Margin by ensuring that the DPWH Project is executed within the agreed Cost Baseline and maintain an acceptable deviation.  As GPM, was tasked to perform the following: o Ensure that the Project Management Plan (PMP) is continuously updated and followed during the life time of the Project. The PMP includes the Project Scope Management Plan, Project Schedule, Project Resource Plan, Project Risk Management Plan and Project Communications Plan. o Identify and assess the technical capability and commercial capacity of the subcontractors for rollout and implementation of the sites based on agreed Design. o Coordinate with the DPWH Project Manager for day-to- day project activities and progress. o Coordinate with the subcontractors / Business Partners in ensuring timely delivery of equipment and the proper installation of these equipment. o Submit monthly progress report on the project to DPWH. o Identify and manage project risks, changes and issues. 2010-2011 Project Director, Nokia Siemens Networks Philippines, Inc.  Headed the Network Implementation (NI) Group as Project Director under Global Services for the Globe Telecom Country Team. Led a team of Project Managers, Field Managers and Roll-out Managers that are assigned to manage the various Network Implementation (NI) projects that NSN has contracted with Globe.  Has Profit and Loss responsibility for all Globe NI projects. o Needs to maintain acceptable Gross Profit Margin by ensuring that the projects are executed within the agreed Cost Baseline and maintain an acceptable deviation. o Ensure roll-out accuracy for the Radio Access Network (RAN) projects involving volume project roll-out on hundreds of BTS sites. o Ensure Demand Plan accuracy is maintained on a monthly basis.
