2. BACKGROUND OF THE STUDY
NINE YEARS AGO, ON OCTOBER 7TH, TROPICAL STORM "PEPENG"
RAVAGE OUR PROVINCE (PANGASINAN), SUBMERGING AREAS LIKE VILLASIS IN
FLOODS AND CAUSED ENORMOUS DAMAGES IN INFRASTRUCTURES, AND
AGRICULTURE. RAIN AND WATER RELEASED FROM THE DAMS CAUSED WATER
LEVEL TO RISE QUICKLY AND FLOODED EVEN THE GYMNASIUM WHICH SERVED
AS EVACUATION CENTER . DUE TO THE SAID EVENT, WE'RE PROPOSING A NEW
EVACUATION CENTER WITH ELEVATION AND INCREASE ITS CAPACITY TO
ACCOMMODATE.
THE EVACUATION CENTER WILL PROVIDE SAFE EMERGENCY SHELTER
FOR A SHORT TIME BEFORE THE DISASTER STRIKES. IN PRINCIPLE,
EVACUATION CENTERS WILL PROVIDE SAFE SHELTER TO COMMUNITIES AT
POTENTIAL RISK OF DISASTER (CYCLONE, FLASH FLOOD, FIRE, ETC.). THE
EVACUATION CENTER WILL PROVIDE LIFESAVING SHELTER TO AFFECTED OR
VULNERABLE COMMUNITIES AND PEOPLE OF THE BARANGAY AND AT THE POINT
ONSET OF NATURAL DISASTERS FOR A FEW HOURS TO A FEW DAYS.THE
PROPOSED PROJECT WILL BE FUNDED BY THE LOCAL GOVERNMENT OF
VILLASIS.
25. OVERALL BENEFIT
• THE PROPOSED PROJECT WILL SHOULDER THE NEEDS OF THE
RESIDENTS IN TIMES OF CALAMITIES AND OTHER DISASTERS. IT
WILL HELP THE COMMUNITY TO HAVE A PLACE TO STAY RATHER
THAN STAYING ON ROOFS OR LOITERING AT THE STREETS.
INSTEAD, THEY WILL HAVE A SHELTER TO STOPOVER IN A CERTAIN
PERIOD OF TIME. IT WILL ALSO PROVIDE HE NEEDS OF THE
EVACUEES LIKE, A PLACE FOR THEIR FAMILY, MEDICAL CARE, AND
OTHER NECESSITY NEEDS.
• THE EVACUATION CENTER WILL PROVIDE SAFE EMERGENCY
SHELTER FOR A SHORT TIME BEFORE THE DISASTER STRIKES. IN
PRINCIPLE, EVACUATION CENTERS WILL PROVIDE SAFE SHELTER
TO COMMUNITIES AT POTENTIAL RISK OF DISASTER (CYCLONE,

26. • THE PROJECT WILL UPLIFT THE LIVING STANDARD AND
LIFESTYLE OF THE PEOPLE IN THE BARANGAY, IN TERMS OF
EMPLOYMENT AND FAST DEVELOPMENT OF LIVING
CONDITIONS & EVEN IN TERMS OF FUTURE INDUSTRIAL AND
COMMERCIAL DEVELOPMENT. THE WILL ENHANCE THE LIVES
OF PEOPLE LIVING NEARBY IN TERMS OF HIGHER INCOME
ACCUMULATED FROM EMPLOYMENT ON THE DEVELOPMENT
AND MAINTENANCE OF THE BUILDING.
• THE ESTABLISHMENT WILL CHANGE THE PERSPECIVE OF
THE CONVENTIONAL EVACUATION AREA. THE PROPOSED
PROJECT WILL ACCOMMODATE NOT ONLY THE NEEDS OF
COMMUNITY IT WILL ALSO CATER THE NECESSITIES OF THE
UNEMPLOYED INDIVIDUAL OF VILLASIS PANGASINAN.

VILLASIS EVACUATION CENTER
THE PROPOSED PROJECT IS TO BE NAMED “VILLASIS
EVACUATION CENTER”. IT IS OWNED BY THE GOVERNMENT UNDER
THE SUPERVISON OF MUNICIPALITY OF VILLASIS.

BRGY. BARACCA VILLASIS, PANGASINAN
THE PROPOSED PROJECT IS TO BE LOCATED IN BRGY.
BARACCA VILLASIS, PANGASINAN. IT IS BEST FITTED AS THE LOCATION
BECAUSE IT IS LOCATED ON STABLE GEOTECHNICAL LAND, NOT
SUBJECT TO POTENTIAL LANDSLIP OR EXPOSED TO POTENTIAL
LANDSLIDES OF ADJACENT LAND; HAVE NO NEARBY LARGE TREES,
STRUCTURES, POWER LINES (OR OTHER POTENTIAL HAZARDS) THAT
MIGHT REPRESENT A THREAT; NOT BE CLOSE TO FACILITIES THAT
MANUFACTURE, USE OR STORE HAZARDOUS MATERIALS; BE EASILY
ACCESSIBLE BY VEHICLE AND FOOT, AND FOR THOSE WITH DISABILITY
(FOR ALL TYPES OF A HAZARD EVENT, WHETHER CYCLONE, FLOODING
OR TSUNAMI); AND HAS BEEN ASSESSED AS BEING FREE FROM
NATURAL HAZARDS.
30. C. DESCRIPTIVE DEFINITION OF
THE PROJECT
EVACUATION CENTERS PLAY A FUNDAMENTAL ROLE
IN MANAGING THE IMPACTS OF A NATURAL DISASTER
AND IN PROTECTING THE LIVES OF VULNERABLE
COMMUNITIES AT RISK BEFORE SUCH A DISASTER.
THE PROPOSED PROJECT WILL BE AN IMPROVED
CYCLONE AND EARTHQUAKE RESISTANCE IN
DESIGNS LOCATED AT BRGY. BARACCA VILLASIS
PANGASINAN.
31. D. PROJECT’S LONG-RANGE
OBJECTIVES
THIS PROJECT WILL SURELY UPLIFT THE
LIVING STANDARD AND LIFESTYLE OF THE PEOPLE IN
THE BARANGAY IN THE LONG RUN, IN TERMS OF
EMPLOYMENT AND FAST DEVELOPMENT OF LIVING
CONDITIONS & EVEN IN TERMS OF FUTURE
INDUSTRIAL AND COMMERCIAL DEVELOPMENT. IN
TEN YEARS, TIME, THE PROJECT IS EXPECTED TO
ENHANCE THE LIVES OF PEOPLE LIVING NEARBY IN
TERMS OF HIGHER INCOME ACCUMULATED FROM
EMPLOYMENT ON THE DEVELOPMENT AND
MAINTENANCE OF THE BUILDING.
32. E. FEASIBILITY CRITERIA
• ENVIRONMENTAL FACTOR, PUBLIC ASSISTANCE CONCERNS, AND
ECONOMICAL IMPROVEMENT SPECIFICALLY TO THE RESIDENTS OF
THE BARANGAY ARE THE SIGNIFICANT FACTORS CONSIDERED TO
THE FEASIBILITY OF THIS PROPOSED PROJECT. IT IS PROFITABLE IN
THE SENSE THAT IT WILL PROVIDE IMPROVEMENT TO THE
LIFESTYLE SPECIALLY THE EMPLOYMENT OF THE PEOPLE DURING
THE CONSTRUCTION AND IN THE DEVELOPMENT AND
MAINTENANCE OF THE PROPOSED PROJECT ON THE SAID
LOCATION.
• THE ABOVE SAID SIGNIFICANT FACTORS ARE THE BASIS THAT
THE PROPOSED PROJECT ISNDESIGNED WITH THE
CONSIDERATIONS OF THE SOCIO – ECONOMIC ENVIRONMENT. SO,
THE CONTRIBUTION TO SOCIO – ECONOMIC ENVIRONMENT IS
SERIOUSLY CONSIDERED WHEN EVALUATING THIS STUDY.
ALTHOUGH THE PROFITABILITY OF THE PROJECT IS GOOD, IT
IS ONLY THE SECOND CONSIDERATION.
33. F. HIGHLIGHTS OF THE
PROJECT
• PHILIPPINES EXPERIENCES AT LEAST 25 TYPHOONS IN A YEAR, AND
THERE IS ALSO THE FACTOR OF POPULATION THAT IS RAPIDLY
GROWING NOWADAYS AND THE NEEDS OF THE PEOPLE ARE ALSO
INCREASING. THE PUBLIC IN NEED OF EVACUATION CENTER IS WAY
UP TO THE LIMITS OF THE PRESENT FACILITY IN THE MUN ICIPALITY.
OVERCROWDED CENTERS, LIMITED SPACES PER FAMILY, VIRUSES
THAT ARE HURRIEDLY SPREADING AND MEDICAL ASSISTANCE ARE
INSUFFICIENT TO THE EVACUEES.
• DUE TO LACK OF EQUIPMENT OF THE EVACUATION CENTERS
AND MINIMAL SPACES OF THE FACILITY. IT IS HARD TO FIND A PLACE
FOR THEM TO REST. THE RESIDENTS HAVE NO CHOICE BUT TO STAY
IN THE ROOF OF THEIR HOUSES INSTEAD OF GOING TO
EVACUATION AREAS. TO PREVENT SUCH CIRCUMSTANCES, AN
EVACUATION CENTER IS DESIGNED MAINLY TO PROVIDE PROPER
ASSISTANCE TO THE RESIDENTS OF THE MUNICIPALTY DURING
CALAMITIES AND NATURAL DISASTERS.
34. • THE CONSTRUCTION PHASE WILL TAKE ABOUT ONE YEAR
AND NINE MONTHS EXPECTED TO BE FULLY OPERATIONAL
ON THE LAST QUARTER OF 2020.
• THE SOURCE OF FUND OF THE PROJECT WILL COME
FROM THE LOCAL GOVERNMENT UNIT FUNDS, AND WILL BE
AIDED BY THE DEPARTMENT OF PUBLIC WORKS AND
HIGHWAYS FOR THE INFRASTRUCTURE DEVELOPMENT. THIS
PROPOSED PROJECT OVERALL COST IS ₱46,167,820.53
INCLUDING ITS MATERIALS COST, LABOR COST,
CONTRACTOR’S PROFIT, CONTINGENCY COST, TAXES, LAND
COST, EQUIPMENT COST AND AMENITIES COST.
35. MAJOR ASSUMPTIONS AND SUMMARY
OF FINDINGS AND CONCLUSION
• TECHNICAL FEASIBILITY:
THE MATERIALS TO BE USED FOR THE CONSTRUCTION
OF EVACUATION CENTER SUCH AS SAND AND GRAVEL ARE
READILY AVAILABLE WITHIN THE AREA. THE OTHER
CONSTRUCTION MATERIALS ARE AVAILABLE AT SOME
CONSTRUCTION SUPPLY AT THE TOWN PROPER OF VILLASIS AS
WELL AS AT THE CITY OF URDANETA WHICH IS 8-9 KM AWAY
FROM THE SITE.
FOR THE MANPOWER, THERE ARE CONSIDERABLE
NUMBER OF SKILLED AND UNSKILLED WORKERS AT THE AREA
OF WHICH THEY COULD BE HIRED ON DAILY BASIS.
PROFESSIONALS AND OTHER MANPOWER MAY BE HIRED
WITHIN THE MUNICIPALITY OR AT NEARBY CITIES OR
MUNICIPALITIES.
36. • MANAGEMENT FEASIBILITY:
THE PROPOSED PROJECT WILL BE MANAGED
BY THE PROPONENTS, THE DEVELOPERS OF THE
PROJECT AND WITH THE COOPERATION OF THE
LOCAL GOVERNMENT UNIT OF THE VILLASIS. ALSO,
DURING THE CONSTRUCTION, THE REQUIRED
MANPOWER ARE AVAILABLE. THE SALARY RATE
SHALL CONFORM TO THE SALARY STANDARD SET BY
THE REGIONAL TRIPARTITE WAGE BOARD.
37. • FINANCIAL FEASIBILITY:
THIS PROPOSED PROJECT OVERALL COST IS
₱46,167,820.53 INCLUDING ITS MATERIALS COST,
LABOR COST, CONTRACTOR’S PROFIT,
CONTINGENCY COST, TAXES, LAND COST,
EQUIPMENT COST AND AMENITIES COST WHICH WILL
BE FUNDED BY THE LOCAL GOVERNMENT UNIT, WITH
THE AID OF DPWH. WITH A RETURN OF INVESTMENT
(ROI) OF 10.225% AND A PAYBACK PERIOD OF 9.78
SAY 10 YEARS.
38. • SOCIO-ECONOMIC FEASIBILITY:
THE PROJECT CONTRIBUTED IN THE
SOLUTION OF UNEMPLOYMENT PROBLEMS
DURING ITS DEVELOPMENT, CONSTRUCTION
AND OPERATION OF THIS PROPOSED
PROJECT AND HELPS ALLEVIATE POVERTY IN
THE MUNICIPALITY AND IN THE DIFFERENT
BARANGAYS.
40. THE PROPOSED VILLASIS EVACUATION CENTER IS
HIGHLY RECOMMENDED AND VIABLE BASED ON ITS TECHNICAL,
FINANCIAL AND SOCIO-ECONOMIC ASPECTS. THIS EVACUATION
CENTER HAS A GREAT SOCIAL AND ECONOMIC BENEFITS TO
THE BARANGAYS AS WELL AS TO THE NEARBY TOWNS
THROUGH OPPORTUNITIES IT GIVES. THE NECESSITY OF THE
CONSTRUCTION OF THE EVACUATION CENTER HAS BEEN
POINTED OUT TO UPLIFT THE LIVING STANDARD AND LIFESTYLE
OF THE RESIDENTS WITHIN THE AREA. IT IS IMPORTANT AND A
MUST TO FOLLOW ALL THE REQUIRED PLANS ESPECIALLY FOR
THE OPERATION FOR THE SAID PROJECT TO REACH ITS
FUNCTIONS.
