4. Eastern Caribbean Marine Managed Areas Network (ECMMAN) Project
Update on Project Implementation in St. Kitts and Nevis
• An In-country Project Coordinator (IPC) has been contracted to provide
technical and logistical support to the project in St. Kitts and Nevis. The
IPC works closely with TNC’s project implementing partners, the National
Implementing Entity (NIE) – The Department of Marine Resources, other
government partners and stakeholders and directly reports to TNC to
ensure that project objectives and country needs are being fulfilled.
• The NIE established A Technical Advisory Committee (TAC) which serves as
a multi-disciplinary resource group to assist the NIE with implementation
of the project. The NIE, IPC and TAC have met, as needed, to review and
provide input on ongoing activities.
• Implementation of the ECMMAN project in St. Kitts and Nevis has been
progressive. The primary focus of the project is implementing measures to
achieve the official declaration of two Marine Managed Areas (MMAs)
while ensuring that livelihoods are not adversely impacted, but should be
enhanced, when the official declaration is made.
5. A. CaMPAM Small Grant Programme (SGP).
• Under the CaMPAM SGP, the SKN proposal entitled Establishment of two
Marine Managed Areas (The Narrows Marine Reserve and The Narrows
Fishing Priority Area) in St. Kitts and Nevis” was approved and
implementation activities are ongoing. The CaMPAM Coordinator visited
SKN in October 2014 for a site visit to the proposed MMAs.
• The Memorandum of Understanding (MOU) was executed between the
Nevis Historical and Conservation Society (NHCS) (lead agency for
implementation of the project) and SPAW-RAC in November, 2014. Under
this project the following activities have been completed:
– A Cabinet Brief to support declaration of two Marine Managed Areas
(MMAs) has been drafted but will be redrafted to be consistent with
revised Fisheries Legislation
– Terms of Reference were developed and Three Short Term Consultants
(STC) have been recruited. The Outreach Coordinator, working from
the NHCS office, and the Education and Compliance Officer, working
from the NIE office and a third consultant to develop the Management
Plan for The Narrows Fishing Priority Area.
10. B. Livelihoods Support Fund (LSF) Small Grant Program
• A representative from OECS visited St. Kitts and Nevis September 3-4,
2015 to facilitate finalization of the Livelihoods proposals under review.
• The following three (3) proposals are now awaiting approval from OECS
under the Livelihoods Support Fund (LSF) component :
1. Promoting Lionfish as a commercially viable fishing alternative to
traditional fish species within the Narrows Marine Area.
2. Installation and Maintenance of Dive Moorings in and around The
Narrows.
3. Supply of sustainable and biodegradable fishing material and training
in the use of sustainable fishing methods.

C. Coordination of Public Awareness and Outreach Activities
(Implemented by PCIMI)
• A communication brief and campaign strategy have been prepared in
conjunction with PCI Media Impact to help enhance awareness and
stimulate positive actions focused on The Narrows.
• St. Kitts and Nevis is participating in The ECMMAN Conservation Awards
which is designed to encourage and recognize the development of high-
impact conservation campaigns. THIS IS WHO WE ARE is the campaign
theme and numerous outreach and awareness activities have been
organized to raise awareness in support of officially establishing The
Narrows as a Marine Managed Area.
• Campaign songs, a campaign poem and informational flyers have been
developed to enhance awareness about The Narrows Marine Reserve and
The Narrows Fishing Priority Area.

13. D. Capacity Strengthening
• St. Kitts and Nevis is represented (Mr. Winston Hobson) on The CNFO
Eastern Caribbean Committee, which was established to support the
ECMMAN project and strengthen fisher organizations through capacity
building initiatives.
• SKN has benefitted from participation in several capacity-building
workshops sponsored by ECMMAN to facilitate effective coordination
among IPCs, development of Business Plans, communication strategies,
MPA Management and Data Collection.
• An Eastern Caribbean Decision Support System (ECDSS) is improved and
updated:
– Reef Report Card is being developed
– Eastern Caribbean Geonode is developed (www.caribnode.org)

data from national and regional entities, making it possible to create tools
for resource management across the region.
