FARM-TO-MARKET ROAD PROJECT

I. Description
A. Brief Summary of the Project
o This propose barangay road development project addresses the difficult situation of access
road towards Mabini Farmers and eventually lessens the burden of the farmers residing
from Sitio Kabangahan and its influence barangays. Potential farm produce from these
sitio are palm oil in more than 240 hectares, cassava planted in more than 120 hectares,
the stable corn planted in more than 80 hectares and few hectares of upland rice. These
permanent crops planted are partly harvestable and portion of which are in 2 years from
now, will also be harvestable. Other crops are already yielding which include the root
crops and other fruit bearing trees. Mostly, all resident have livestock such as cows, goats
and chicken.
o The existing condition of the proposed farm to market is muddy, especially during rainy
season and dilapidated yet still passable during dry season but not in good condition. Road
surface have canals of water caused by erosion during heavy rains that caused the road
nearly impassable.
o This project supports the local government in its push to economic development in terms
of agriculture through massive cultivation of plants mentioned. Through this project, it
would also encourage more land owners to develop and cultivate their land, venture into
other varieties of produce and livestock farming. This would also encourage the residents
to go back to school to seek higher education and consequently help alleviate their poor
living condition.
o This project will make investors discover other potential development of the area as well
as the neighboring areas. Highland as it is, and without obstruction from sunlight, it has a
large coverage that connects the towns of Alicia and Ubay, obviously has the potential for

solar energy farming that will somehow address the province's erratic power supply. The
location which has 100-200 meters elevation also boasts of a 360° unobstructed view of
the area's vicinity. On the East is where you can see Mabini Fish Port, two of the town's
islets which boasts of white sand shoreline and the neighboring Leyte island. The North
side faces Surigao province in Mindanao. West-side is the uplands of the town of Alicia
while on the South is the fast-growing town of Ubay wherein the proposed site of a
Korean-owned development company Hanjin's shipyard will be constructed. Present in the
area are several fresh-water springs which can be developed into water fun resorts and
may also be tapped as an additional source of the town's water supply. Grassy areas are
extensive and are suitable for ranching of different grazing livestock.
o The proposed Farm-to-Market road having 10 meters total width including shoulder and
open ditch both side and 1800 meters length. The road structure composed of 200 mm
Portland cement concrete pavement in both lane with 2.5 meters width, 150 mm thickness
aggregate base course and 300 mm thickness sub-grade preparation.
B. Project Goals and Objectives
Goal: To improve the socio-economic condition of the farmers of the said barangay and the
neighboring areas.
Specific Objectives
o To increase the household income of the farmers per annum
o To improve mobility and reduce transportation and hauling cost of farmer's products .
o To reduce the risk of road mishaps and improve accessibility for all the residents.
o To discover other potentials for developments in agricultural, industrial and even tourism.
C. Target Beneficiaries
o Direct beneficiaries 385 farmer households ( Sitio Kabangahan, Sitio
Kaigong and sitio Kabugnayan)
o Indirect beneficiaries 780 elementary pupils and high school students

D. Project Partner's
o Project partners include IFTRD (International Forum for Rural Transport and Development
Organization) , Mabini Local Government Unit (LGU), Barangay Abaca Government Unit,
Abaca Farmer's Association and SMI Batch '96 Association.
o The LGU of Municipality of Mabini and SMI Batch '96 Association through their
counterpart support in Engineering supervision and other incurring cost necessary for
project implementation all for the realization of the proposed farm to market road that
addresses the economic problem of the farmers in the area.
o The Barangay Abaca Government Unit and Abaca Farmers Association support voluntary
labor force during construction and maintenance operation to sustain longer life span and
condition of the said project.

IV. Project Management
In the implementation of the project, the IFTRD Organization, SMI Batch 96 Alumni
Association and Local Chief Executive EO No. 8 series 2014 chaired by the Project Engineer,
Municipal Engineer -Engr. Raymond Melicor with its members.
A regular monitoring during the implementation shall be conducted by the
Implementing Unit. Upon its completion, the project shall be turned-over to the barangay
government unit headed by the Brgy. Captain, shall be responsible in project maintenance
with support of farmers association.
V. Project Sustainability
To ensure project sustainability, the municipal and barangay government unit in
partnership with IFTRD Org-SMI Batch 96 Association and Farmer's Association of Barangay
Abaca shall organize Operation and Maintenance Group for the project. Maintenance
operation, schedule and activity plan has to be prepared by the group leader and its
members.
Regular evaluation has to be conducted by the maintenance group and submit
reports to Barangay Officials or Local Chief Executive for updates of project situation and
status.
VI. Risk Analysis
The weather condition and natural calamities are considered as major risks that
could cause delay in the implementation. There might be days that the construction
operation would cease due to high intensity of rainfall which leaves the ground saturated
thereby rendering it unsuitable for earthwork operations as well as mobility of
construction equipments. This may cause undue delay of project duration and
completion.
Safety and security of the project's construction materials should be of utmost
consideration. In this aspect, the farmers association and barangay government officials
shall ensure the security of these said project materials. All project partners/contractors
shall also be held responsible and liable on this concern.

VII. Environmental, Safety and Health
General
Sufficient welfare facilities including cool drinking water, shaded rest areas and toilets
shall be provided in close proximity to the workers. Members of the construction team will
be issued with personal protective equipment (PPE).
Traffic
Barriers and warning signs will be provided as appropriate measure. Barriers will be used
for edge protection, tape will be used as a warning of danger.
Driver and equipment operators shall be trained competently.
Flagmen directing vehicles and equipment shall be trained. Vehicles and equipment shall
be inspected regularly and prior to starting operation to ensure good working condition.
Dust Control
Use all necessary means at the site under occupation to control the dust. Thoroughly
moisten all surfaced as required to prevent dust a nuisance or a hazard to the residents and
properties.
Erosion Control
The work shall consist of procuring, installing and maintaining a silt fence type sediment
barrier in accordance with the technical specification and construction details, and as
shown on the approved erosion, sedimentation and pollution control plan (ESPC plans

Farm -to-Market Road Project 2015 Rjf | Project Proposal-IFTRD Org.-Philippines 1 Republic of the Philippines Province of Bohol Municipality of Mabini International Forum for Rural Transport and Development Organization Propose Project-Philippines FARM-TO-MARKET ROAD PROJECT Barangay Abaca ( Barangay Abaca Proper - Sitio Kaigong - Sitio Kabangahan Road) Mabini, Bohol I. Description A. Brief Summary of the Project o This propose barangay road development project addresses the difficult situation of access road towards Mabini Farmers and eventually lessens the burden of the farmers residing from Sitio Kabangahan and its influence barangays. Potential farm produce from these sitio are palm oil in more than 240 hectares, cassava planted in more than 120 hectares, the stable corn planted in more than 80 hectares and few hectares of upland rice. These permanent crops planted are partly harvestable and portion of which are in 2 years from now, will also be harvestable. Other crops are already yielding which include the root crops and other fruit bearing trees. Mostly, all resident have livestock such as cows, goats and chicken. o The existing condition of the proposed farm to market is muddy, especially during rainy season and dilapidated yet still passable during dry season but not in good condition. Road surface have canals of water caused by erosion during heavy rains that caused the road nearly impassable. o This project supports the local government in its push to economic development in terms of agriculture through massive cultivation of plants mentioned. Through this project, it would also encourage more land owners to develop and cultivate their land, venture into other varieties of produce and livestock farming. This would also encourage the residents to go back to school to seek higher education and consequently help alleviate their poor living condition. o This project will make investors discover other potential development of the area as well as the neighboring areas. Highland as it is, and without obstruction from sunlight, it has a large coverage that connects the towns of Alicia and Ubay, obviously has the potential for

The location which has 100-200 meters elevation also boasts of a 360° unobstructed view of the area's vicinity. On the East is where you can see Mabini Fish Port, two of the town's islets which boasts of white sand shoreline and the neighboring Leyte island. The North side faces Surigao province in Mindanao. West-side is the uplands of the town of Alicia while on the South is the fast-growing town of Ubay wherein the proposed site of a Korean-owned development company Hanjin's shipyard will be constructed. Present in the area are several fresh-water springs which can be developed into water fun resorts and may also be tapped as an additional source of the town's water supply. Grassy areas are extensive and are suitable for ranching of different grazing livestock. o The proposed Farm-to-Market road having 10 meters total width including shoulder and open ditch both side and 1800 meters length. The road structure composed of 200 mm Portland cement concrete pavement in both lane with 2.5 meters width, 150 mm thickness aggregate base course and 300 mm thickness sub-grade preparation. B. Project Goals and Objectives Goal: To improve the socio-economic condition of the farmers of the said barangay and the neighboring areas. Specific Objectives o To increase the household income of the farmers per annum o To improve mobility and reduce transportation and hauling cost of farmer's products . o To reduce the risk of road mishaps and improve accessibility for all the residents. o To discover other potentials for developments in agricultural, industrial and even tourism. C. Target Beneficiaries o Direct beneficiaries 385 farmer households ( Sitio Kabangahan, Sitio Kaigong and sitio Kabugnayan) o Indirect beneficiaries 780 elementary pupils and high school students Project Benefits o Increase farmer's income o Reduced transportation and hauling expenses o Improve mobility and accessibility of residents

Project Partner's o Project partners include IFTRD (International Forum for Rural Transport and Development Organization) , Mabini Local Government Unit (LGU), Barangay Abaca Government Unit, Abaca Farmer's Association and SMI Batch '96 Association. o The LGU of Municipality of Mabini and SMI Batch '96 Association through their counterpart support in Engineering supervision and other incurring cost necessary for project implementation all for the realization of the proposed farm to market road that addresses the economic problem of the farmers in the area. o The Barangay Abaca Government Unit and Abaca Farmers Association support voluntary labor force during construction and maintenance operation to sustain longer life span and condition of the said project. Project Management In the implementation of the project, the IFTRD Organization, SMI Batch 96 Alumni Association and Local Chief Executive EO No. 8 series 2014 chaired by the Project Engineer, Municipal Engineer -Engr. Raymond Melicor with its members. A regular monitoring during the implementation shall be conducted by the Implementing Unit. Upon its completion, the project shall be turned-over to the barangay government unit headed by the Brgy. Captain, shall be responsible in project maintenance with support of farmers association. V. Project Sustainability To ensure project sustainability, the municipal and barangay government unit in partnership with IFTRD Org-SMI Batch 96 Association and Farmer's Association of Barangay Abaca shall organize Operation and Maintenance Group for the project. Maintenance operation, schedule and activity plan has to be prepared by the group leader and its members. Regular evaluation has to be conducted by the maintenance group and submit reports to Barangay Officials or Local Chief Executive for updates of project situation and status. VI. Risk Analysis The weather condition and natural calamities are considered as major risks that could cause delay in the implementation. There might be days that the construction operation would cease due to high intensity of rainfall which leaves the ground saturated thereby rendering it unsuitable for earthwork operations as well as mobility of construction equipments. This may cause undue delay of project duration and completion. Safety and security of the project's construction materials should be of utmost consideration. In this aspect, the farmers association and barangay government officials shall ensure the security of these said project materials. All project partners/contractors shall also be held responsible and liable on this concern.

Environmental, Safety and Health General Sufficient welfare facilities including cool drinking water, shaded rest areas and toilets shall be provided in close proximity to the workers. Members of the construction team will be issued with personal protective equipment (PPE). Traffic Barriers and warning signs will be provided as appropriate measure. Barriers will be used for edge protection, tape will be used as a warning of danger. Driver and equipment operators shall be trained competently. Flagmen directing vehicles and equipment shall be trained. Vehicles and equipment shall be inspected regularly and prior to starting operation to ensure good working condition. Dust Control Use all necessary means at the site under occupation to control the dust. Thoroughly moisten all surfaced as required to prevent dust a nuisance or a hazard to the residents and properties.
