Course Brief
CSI. Shaping the Servant-Hero towards Public Service Excellence.
Course Description
This workshop emphasizes the relevance and significance of
formulating/crafting the Policy Guidelines that will strengthen
the Agency’s Core Values.
The workshop shall use synchronous and asynchronous
sessions to develop participants’ appreciation, acceptance
and application of relevant principles, concepts and
strategies to help them implement the guidelines efficiently
and effectively.

Course Description
The Values Policy Guidelines aim primarily to support
Agency’s drive to pursue its vision and mission and its
strategic objectives grounded on their Core Values and the
shared public service values of Patriotism, Integrity,
Excellence and Spirituality (PIES).
The guidelines are expected to sustain consistent
manifestations of desired values through planned events,
activities, and practices.

Performance Objective
Participants shall be able to develop their Core Values
Policy Guidelines which shall strengthen and ensure
consistent manifestation of the shared public service values
in own workplace.

By the end of the Course, participants shall be able to:
• Appreciate the relevance and significance of developing
Agency’s Core Values Policy Guidelines anchored on its
legal bases/foundation and expected impact on
organizational effectiveness;
• Discuss the key elements/features to be included in
developing the Policy Guidelines;

• Discuss concept, principles and practices that can
strengthen shared values in organizations and consider
them as relevant provisions in the Policy Guidelines;

proper formulation, implementation and evaluation of the
Policy Guidelines; and,
• Prepare and commit to develop and disseminate the
