The one-day workshop focused on emerging environmental issues in mountain states. It was organized by Students for Development, Himachal Pradesh in collaboration with other partners. The workshop provided a platform for experts to discuss issues like natural hazards, atmospheric pollution, garbage management, and landslides with 150 participants from academia, research institutions, and the local community. Speakers from Chapman University, JNU, IIT Mandi, and the UK spoke on these topics. The workshop aimed to increase awareness and promote sustainable practices around environmental protection in the mountain regions.

About SFD:
Students for Development (SFD) initiated
in 1990 by Akhil Bharatiya Vidyarthi
Parishad. To promote the need for
sustainable development in its right form.
Not just the environmental issues such as
water conservation and management,
plastic recycling, ban on plastic usage,
forest conservation, etc. but also the issues
related to the development in holistic
sense that are connected with culture,
economic and physical development of
person, society, nation and mankind are
also dealt with so that the meaning of
development is understood by the people
in its right sprit. The question arises what
is ‘Development’? How to understand the
right meaning of ‘Development’? SFD is
initiated to make understand, promote
and disseminate the right concept of
‘Development’ to all people in general and students in specific.
Sunil Uppadhayaya Educational Trust Shimla deals with public Charitable
Trust for the welfare of the community at large without discrimination of
language, caste, creed, religion and environmental issues
Background:
During the colonial rule over India, the policies were purely exploitative, were
implemented with the sole perspective of India as a huge market. The
principles of western economics were foisted upon us. During the
independence struggle, a collective attempt resulted in the movement of
Swadeshi, the principles of self-reliance. Emphasis was given on "Gramodaya"
or development of villages and small-scale cottage industries. Post-
independence, till the 90's, our rulers were still confined to western and
colonial so called modern economic concepts. Adding to this, an unholy blend
of Russian Socialism and American Capitalism, which had no relevance to the
Indian context, was followed. Since 90's the Concept of globalization has
created a false impression of development. Rise in unemployment, rapid
urbanization, unfocused educational policies, absence of self-reliance,
humongous environmental degradation, loss of national pride are the fallouts
of recent directionless policies. We are wrongly assessing our economic and
developmental progress.

Bharat Abhiyan -a nation-

Dr Guleria is a life time member of Indian
Aerosol Science & Technology Association
and Indian Society of Remote Sensing. He

7. current challenges. It was a golden platform for the young minds
especially school going children’s and society to meet and interact
with the experts. The agenda of the day-long workshop was focused
on the topics: Natural Hazard, Atmospheric Pollution, Garbage
Problems and Management, Policy Strategy, Environmental
Impact Assessment and Landslide Susceptibility. Through
workshop attempt has been to present scientific research going on
in these sectors for a better understanding of the source and
impact of pollutants on climate and air quality. As a confluence of
many disciplines, this workshop serves as a forum that have
promote ideas, experience, and knowledge.
Motivation:
The continuous emission of pollutants, Green House Gases, and
disposal of effluent and toxic waste are major environmental issues
posing threats to the existence of human being. The most common
problems associated with improper management for solid waste,
agriculture waste burning practices, forest fire, developmental
activities leading to land slide, increasing level of anthropogenic
activities contributing to atmospheric pollution. The disposal of
solid waste is becoming a severe logistic and costly problem in high
mountain trekking and expeditions areas. The accumulation of
pollutants along the elevated sites of Himalayas have attract the
attention of global scientists as they adversely affecting the
Himalayan glaciers. The glaciers of Himalaya are the major source
of rivers like Indus, Ganga and Brahamputra. Such glacier fed
rivers are the lifelines of millions of people living in the
downstream.
This workshop outlines various initiatives taken by India. It also
highlights some initiatives taken by the Government and industry
groups. The purpose of this workshop is to gain knowledge about
various initiatives in country and locate the scope for improvement
the quality of environment.

Mr. Sanjeev Rana has obtained his Degree in Law.
And presently is Pradhan of Gram Panchayat AIMA Palampur.
Mr Rana has no need to any introduction. His panchayat has
introduced a Modern Garbage Treatment Plant. The Kullu
Deputy Commissioner has also followed AIMA Model and
decided to set up a garbage treatment plant in Kullu district. A
team of officials from Kullu recently visited AIMA to see the
f u n c t i o n i n g o f t h e p l a n t a n d w e l l a p p r e c i a t e d . T h e S t a t e
G o v e r n m e n t h a s d i r e c t e d 3 0 0 p a n c h a y a t s o f t h e s t a t e t o f o l l o w

National Institute of Technology, Bhopal. He joined IIT
Mandi in July 2015. His area of research interest is Remote
Sensing, Geo-Informatics & Mathematical Modelling for
Landslide Hazard Zonation. His research now has been

indirectly linked with workshop theme were invited to
discuss various environmental issues in the mountain
region. About 150 participants comprising students,
teachers, scientists, research scholars, local public
representatives attend the workshop.

15. Speaking on the occasion and delivering his Welcome
address Dr. Raj Paul Guleria, Co-ordinator/Organizing
Secretary EEIMS-2019, stressed the need for everyone to
respect the environment and to upkeep it for the next
generations to come. Dr. Guleria said that Swachh Bharat
Abhiyan is a great initiative of Govt. of India that aims to
clean up the places where we live e.g., streets, roads, etc.
He said that the present-day society is well aware of the
role they have to play in protecting the environment. He
also said that the environmental degradation in mountain
states of India is a serious problem. He also said that the
technical session to be held during the day would give lot
of information to the participants. Which leading to make
them more responsible in safeguarding the environment.
He wished the program all the success and said that it is a
very good initiative undertaken by SFD, Kullu.

programme being executive by Govt. of Himachal as well
as Govt. of India to improve the quality of environment.
Chief Guest said that conducting such types of events is
one of the best ways to convey message to the society
especially for school children. Mr. Akshay Sood narrated
few examples of energy conservation programmes he
undertook as part of her official commitment. Mr. Akshay
Sood address that we have to face shortage of the mineral
resources if we exploit them at such an environment
alarming pace. He advises the gathering to took initiative
to cut short the usage of mineral resources for example
use of fossil fuel at their homes and schools. He wished the
one-day workshop would be of great help in motivating the
school children to act as soldiers in upkeep of the
environment. He complimented the workshop organizer,
convener and associated members for coming up with
such a nice and wonderful event.
Talk by Prof. R.P. Singh:
Later in the day the technical session was held with 06
speakers addressing the participants. Dr. R.P. Singh
Eminent Professor at Chapman University USA gave a very
illustrative talk on “Ground and Space Observations to
study Land-Biosphere-Cryosphere-Atmosphere-Ocean
coupling Associated with Himalayan Environment” Prof.
Singh said that the air-mass coming from the plains and

region for
anthropogenic
pollution especially
Indo-Gangetic plains.

pollution are coal-base
power plants, brick
kilns, agriculture waste
burning. During winter
time the air quality is

In his talk Prof. Singh presents an overview of the growing
pollution in the Himalayan region and explain that how air
pollutants from western regions as well as local emitted
are influencing air quality and glaciers. Black carbon
emitted from industrial pollution, traffic, outdoor fires,
and household burning of coal and biomass fuels is
contributing to retreat Himalayan glaciers. Reduced black
carbon emissions may be required to avoid demise of
Himalayan glaciers. He suggests that in Himalayan region
we should have a wide network of Automatic Weather
Station (AWS). AWS should accomplish with Global
Positioning System (GPS) technology. We have scarcity of
data and felt the need to deploy ground-based sensors at
various locations of Himalaya.

continuous exploiting of those now they hardy seen. He
felt the need to protect them. Manty of them would be
extinct if proper care and attention is not given for
maintenance of the Biodiversity in mountains. He spoke in

Speaking on a different topic John Wilberforce
Teacher, United Kingdom (UK) addressed the gathering
on the topic entitled “Waste Disposal in the United
Kingdom”. He said that he is teaching for 26-years in UK
and have visited 91-countries across the world. Some
wealthy countries, i.e., the USA, the UAE, Bahrain, Sweden,
Norway and some poor countries, i.e., Syria, Lebanon,
Ethiopia, Bangladesh, and Afghanistan. John told that the
garbage problems in India is much worse than any the
country I have ever visited. He noticed that the dispose of
garbage in the streets is usual practice. Surprisingly, I have
seen even responsible persons e.g., police officers doing
exactly the same. He stress to enforce the Law, this is the
only way bring changes in behaviour. He talk about UK and
told that what policies UK Govt. have adopted. Local
21. council collect and recycle the garbage. This is paid for by
a small local taxation, approximately 0.4% of the average
income in the UK.

Talk by Dr. Sharad Gupta:
Dr. Sharad Gupta Research Scientist IIT Mandi deliver a
talk on “Landslide and its terminology” He said that the
landslide is a normal geomorphic process and most
common in mountain region. He addresses that the
landslide have direct correspondence with developmental
activities. The region where large developmental activities
are going on are highly prone to land slide incidence. He
gives the example of number of landslides which can be
usually seen while travelling between Mandi and Manali.
As this zone where widening of road work is under
22. progress. He also put the example of Kotrupi Landslide
which happened on 13 August 2017 on National Highway
154, which caused property as well as life loss about 46
people lost their lives. Dr. Gupta said that Kotrupi is highly
tectonic active zone. He also explains
terminologies commonly used in landslide studies. He
also told that what IITEANS based at Mandi are doing to
reduce or pin point the locations which are most prone to
landslide. He told that they have developed a low-cost
monitoring and warning system against landslides and
deploy at number of locations alongside the road between
Mandi and Aut. He said sensor can sense landslides before
they happen and thereby in advance a pre-alarming
announcement can be made.

23. Talk by Sanjeev Rana:
Mr. Sanjeev Rana, Pradhan Gram Panchayat AIMA,
Palampur put his massage to gathering through video
conferencing. He told that a few year ago the garbage
problems in AIMA Panchayat was a big issue. He shares his
experience and told how he committed to AIMA garbage
free. The commitment was big one and solution was
challenging. I accept and took initiative by launching
various awareness campaign. The local community were
aware to cause-effect of garbage. They were aware that
heaps of garbage not only effecting scenic beauty of the
Panchayat but also it has adverse effect on human health.
He told that due to his efforts and collaborated approach of
peoples now AIMA is garbage free. We have eco-friendly
vehicle which collect garbage from door to door. After that
we have garbage treatment plant. Mr. Rana said, Govt. of
Himachal directed 300 Panchayats to follow the model of
AIMA. Mr. Rana advice the gathering to come forward so
that Swachh Bharat Mission could be implemented
successfully.

he spoke in detail how the environment is degrading day-
by-day due to continuous emission of aerosols especially
anthropogenic types. He addresses on: why aerosol study
is important? How aerosol effect environment and hence
climate, what is the current scenario. Dr. Sharma present
an overview of aerosol study which is being carried out by
Indian Space Research Organization (ISRO) under Aerosol
Radiative Forcing over India Network (ARFINET)
programme. He said that ARFINET is the India’s largest
programme progressing with the collective efforts of more
than 40-institutions like Indian Institute of Remote

Institute of Himalayan Environment and Development
Mohal-Kullu, and more. Based on his research he said that
the level of atmospheric aerosols in Kullu valley is much
higher than high altitude stations like Hanely and Nainital.
He told that the during post-monsoon and winter season
the relative contribution of fine-size particles is higher
compared to other seasons, whereas in summer the large-
size particles are dominant. In post-monsoon and winter,
the anthropogenic activity in the form of forest fire,
biomass burning, fuel wood burning in the Kullu valley
reaches to its maximum level, which emitting a large
amount of aerosols into the atmosphere. In summer, the
desert aerosols which are transported by airmass from
outer regions contributing in total aerosol loading. He
addressed the gathering to spread awareness about effects
of aerosols and to cut their emission. Aerosols not only
effect climate but also have adverse effect on human
health.

During open session, the participants had a very healthy
interaction with the speakers and raised a lot of questions
on the topics addressed during the day and received

27. Uppadhayaya Educational Trust. During lunch time the
interviews was conducted with participants. Participants
told this was informative workshop and they learn a lot.
The worthy speakers were informative and they told what
are the current environmental problems and issues and
how a common man can play an important role to
overcome those.

Banjar attend the workshop with her 4-students and
one teacher. She express that this workshop will
change the mind-set of children’s who were the part
of this event.

28. Dr. Paras Sharma, Principal Vijay Memorial College of
Education, Distt Mandi told that it was a remarkable
programme. All worthy speakers disseminate their
research very well. He said that the recommendations
suggested by speakers if implemented may be a great
step to solve environmental problems.
Dr. Ram Krishan, Lecturer Govt. Senior Secondary
School Kharahal attend workshop with 4-students
along with one teacher and express that this was a
successful event organized by in systematic way as
per schedule. He said the Kullu is known for its
tourism. The environmental degradation may
hamper Kullu tourist activities.
Dr. NL Sharma, Principal Govt. Degree College
appreciate the efforts of SFD and stress that such
types of seminar should be organize time to time.
Local representatives said that we should take
initiative to solve environmental issues. One of said
that workshop conducted under theme “Emerging
Environmental Issues in Mountain States” Was
closely concerned to the society and it was a great
effort of the SFD convenor.
Students from different schools share their views and
express that it was a nice experience and they have
never attended earlier. What they learn through
books about environment, hardly attract their
attention. Everyone calling climate has been change,
one should protect our environment. After this
workshop we realise the problems and come to
understand what are different processes responsible
for that change.

Problems & Recommendations:
Problems: Solid waste disposal is a major urban
environmental problem facing India. The heaps of
domestic waste can be seen everywhere. The waste
that is collected by municipalities is simply dumped
on the outer parts of a town or city of the urban
centers. These dumping sites are source of GHG’s
emission and play an important role in spreading
diseases.
Recommendations:
i. Need to enforce the law.
ii. Disposal of solid waste should be criminal
offence.
iii. Pay-as-you-throw Policies: The offender
should be imposed with heavily fine.
iv. Environment tax: The concept of Environment
tax should be introduced, so the same can be
utilized by local administration/local
Panchayat/Municipal committees for the waste
management practices. The goal of
Environment tax should to provide a financial
incentive for recycling while reducing waste.
v. Producer Responsibility: After products
consumption the Producer should be
44. responsible for safe disposal and recycling of
their products.
vi. Waste Treatment Plants: More emphasis
should be given to small waste treatment plants
rather that big one and should be after every two
km distance.
Problems: In recent mountain region have been
become the tourist hotspots. Himalayas Mountains
are getting adventurous. They attracting the
trackers around the globe, the trash they invariably
leave behind on the mountain’s spells disaster for
the environment.
Recommendations:
i. Tracker Responsibility: After products
consumption the trackers should return with
garbage, over and above their own trash. He
should be responsible for safe disposal and
recycling.
Problems: The deposition of black carbon (BC)
on snow or Himalayan glacier surfaces contributing
to accelerate their melting rate, while in
atmosphere BC is contributing to global warming.
The BC is the main culprits to global warming after
GHG’s. The main sources of BC emissions in
mountain region are: the agriculture waste burning,
45. forest fires, burning of fuel wood, increasing
vehicular emission especially at tourist places.
Recommendations:
i. Awareness: The environmental issues and
concerns should be discussed with the local
people, especially farmers. The NGO’s and Govt.
agencies can play a vital role in this direction.
ii. Pay-as-farmer-burn Policies: The polluters
should be imposed with heavily fine, especially
those farmers involve in agriculture waste
burning practices for clearance of their fields.
iii. Developing market for pellets made out of
agricultural residues/waste which is currently
being burnt on fields. These pellets can be used
in domestic stoves as well as industrial
purposes. This will have dual benefits in
mitigating air pollution both in terms outdoor
air pollution and indoor air pollution.
iv. Identify and map schemes/programs of Govt. of
India with the potential to reduce BC emissions
like Ujjwala and Saubhagya yojana. The role of
such schemes in reducing BC needs to be
monitored and reported, accordingly.
v. Upgrading LPG distribution network by
developing a decision-making tool utilizing GIS
techniques for mapping road networks, LPG
distribution centers.
46. Problems:
Landslides are destructive geological processes that
cause huge property as well as lives loss. Landslide
mostly experienced in the mountain region. The
slope failure in the hilly terrain is due to geological
processes and events. The main cause is
developmental activities. The higher frequency of
landslide is seen along the road during after road
construction or expansion.
Recommendations:
i. Map and document all disasters in the area,
assess trends and vulnerabilities.
ii. The stability of a slope can be increased by
removing all or part of a landslide mass, or by
adding earth buttresses at the toe of potentially
weak slopes.
iii. Drainage works should include both the surface
and subsurface.
iv. Surface drainage improvement works are
implemented to minimize the infiltration of
rainwater that builds up pore pressure.
v. Deploy of early warming sensors that uses GPS
technology at different locations especially
along the road side.
47. Summary:
Concept of Environmental Police:
To regulate all recommendations
stated above the state Govt. should
introduce the concept of
Environmental Police. For this a
separate department should be launch.
The mission of the Environmental
Police should to protect the
environment and natural resources
through enforcement, check on
activities that harm environment,
education, and public outreach.
Environmental Police should be
responsible to enforce and regulate
environmental laws.
