This document provides an overview of quality measurement in healthcare from a European perspective. It discusses conceptual frameworks for quality indicators, validity and reliability of quality measures, strengthening health information infrastructure, and reporting and using quality measures in practice. Key points include different quality dimensions, functions of healthcare systems, data availability across countries, country variations in data linkage capabilities, conceptual framework for OECD quality indicators project, and various European organizations involved in reporting healthcare quality.
