  1. These are the values of City of Melbourne library service. These values underpin the development of a new Capital City Library. But what does this mean?... Let’s take a look at the Model Programme for public libraries developed by Danish Academy for Culture as a way of looking at the changing role of public libraries and how these values make sense in the realm of a modern library offer.
  2. Why a Model Programme? Developed as a way of helping libraries respond to the two great challenges. To act as a guide as a way of investigating local needs and respond to international trends. By Virtue of societal development that is characterized by increasing digitization and individualization all public libraries face two core challenges. This underpins the need for a model programme in order to investigate library design and function.
