Face to face learning
engagement of students
and teachers within the
school has been suspended due to the COVID-19
pandemic. This pandemic has paved the way to the
implementation of Modular Distance Learning as an
urgent response to ensure continuity of education.

The Philippines is in the process of adapting to
the new normal form of education at present, and
continuous innovations of educators and active
involvement of other stakeholders are the driving
force for its success. For the continuity of education
and for every school to still attain its mission and
vision which is to provide quality education to every
Filipino learner, the Department of Education
implemented the Modular Distance Learning.

Distance Learning refers to a learning
delivery modality, where learning takes
place between the teacher and the learners
who are geographically remote from each
other during instruction. This modality has
three types: Modular Distance Learning (MDL),
Online Distance Learning (ODL), and TV/Radio-
Based Instruction.

One of the benefits of using modules for
instruction is the acquisition of better self-
study or learning skills among students.
Students engage themselves in learning the
concepts presented in the module. They
develop a sense of responsibility in accomplishing
the tasks provided in the module. With little or
no assistance from others, the learners progress on
their own.

Other advantages of modular instruction include
more choice and self-pacing for students; more variety
and flexibility for teachers and staff; and increased
adaptability of instructional materials. 102 The
disadvantages include greater self-discipline and self-
motivation required for students, increased preparation
time and lack of concrete rewards for teachers and staff,
and greater administrative resources needed to track
students and operate multiple modules.

This study aims to analyse / evaluate the
implementation of modular distance learning in
Secondary Schools of Irosin District I and II, S.Y.
2021-2022.
Specifically, the

find it hard to finish all the activities
because of the lack of guidance in
answering their modules or learning
activity sheets.

The teachers have additional loads of work and
find it time consuming in sorting out learning
activity sheets and have a limited connection
with their students.

The parents do not have enough
understanding about the lessons which is the
main reason why they cannot guide their
children in answering the learning activity
sheets.

14. Scope and Delimitation
This study focuses on the Implementation of Modular
Distance Learning
This study includes student, teacher and parent
respondents. The 70 participants were the junior high
and senior high school students in 7 secondary schools
of Irosin district I and II and 47 respective parents. The
35 participants were the teachers of thee said
secondary schools. Furthermore, this will use the
School Year 2021-2022 as the base year.
15. Scope and Delimitation
This study excludes the lower grades such
as kinder to grade 6 and other high school
students outside the municipality of Irosin.
Other topics outside the said competency
were not included.

This study will be conducted because of the
importance to the following:
Students. The findings of this study may help
them acquire

Teachers. This study may be their fundamentals
to improve their expertise in teaching for
upcoming school year in order to facilitate
teaching-learning process amidst of pandemic.

their children in order to cope with the
changes in the educational system.

Administrator. This study may help them to
be responsive to the encountered difficulties
by students, teachers and parents so they can
produce an intervention that will help
everybody to maintain and increase quality
education amidst of this new normal.

Future researchers. The result of this study and
the recommendation of the researcher may be
their basis in order to come up with their own
researches related to distance learning.
21. Definition of Terms
For clearer understanding, the following terms
were defined conceptually and operationally:
Modular Distance Learning. It is the use of Modules
made by teachers with different tasks and learning
activities based from the essential learning
competencies.

Distance Learning. It is also called distance
education learning, e-learning, and online learning,
form of education in which the main elements
include physical separation of teachers and students
during instruction and the use of various
technologies to facilitate student-teacher and
student-student communication.

more people and takes more lives than an

This study utilizes the survey design in
determining the challenges on the usage of
Modular Distance Learning Modality (MDLM)
and descriptive design in identifying the
different solutions to these challenges.

parents, and teachers were gathered through a
survey, particularly by using questionnaires with
open-ended questions.

The researcher will conduct the study in 7
secondary schools in Irosin District I and II
(Gallanosa NHS, Gabao NHS, Irosin North HS,
Patag Integrated School, Batang Integrated
School, Veritas College of Irosin and Holy Spirit
of Irosin which is located in the municipality of
Irosin, Sorsogon.
27. Methodology
Seventy (70) students, forty seven (47) parents,
and ten (35) school personnel in the selected
school will be chosen as key informants through
purposive and quota sampling.
