Public procurement of open source software: some lessons learned in the Netherlands The Netherlands was the first EU country to formulate formal policies on the promotion of open standards and open source software within its government in fall 2007. Part of that policy was mandating certain open standards in public procurement and an explicit position regarding a level playing field for open source software in public procurement. In order to facilitate this, a programme group was appointed. One aspect of the programme (called Netherlands open in Connection), which is about to end, is the ongoing monitoring of calls for tenders in order to gauge compliance with this policy. The programme also encompassed informing public bodies about this policy as well as providing advice on matters such as making government-owned software open source, implementation strategies and public procurement.

There has been a lot of talk about hybrid-clouds over the years. We think that beneath the buzzwords lie some very important use-cases driven by the needs of enterprises and SaaS providers. However, delivering and operating hybrid-clouds and creating a seamless operational experience has been too complex for most organizations. This is - in part - due to the observation that there can be different hybrid-techniques that are best for different needs. We present 4 different approaches to building hybrid clouds on Kubernetes: cluster groups, federation, service mesh and a custom K8s cloud controller.

How does one choose to architect a system that has a Microservice / REST API endpoints? There are many solutions out there. Some are better than others. Should state be held in a server side component, or externally? Generally we are told this is not a good practice for a Cloud Native system, when the 12-factor guidelines seem to be all about stateless containers, but is it? It’s unclear and this confusion may lead to poor technology stack choices that are impossible or extremely hard to change later on as your system evolves in terms of demand and performance. While stateless systems are easier to work with, the reality is that we live in a stateful world, so we have to handle the state of data accordingly to ensure data integrity beyond securing it. We will examine and demonstrate the fundamentals of a Cloud Native system with Stateful Microservices that’s built with Open Liberty and MicroProfile.
