Sir/Madam,
1. That under-signed is Professional Social Worker & PIP (Petitioner-in-Person) in
Criminal Writ Jurisdiction Case No. 1238/2019 before Patna High Court and in Public
Interest Litigation (PIL) Writ Petition Criminal No. 242/2021, Writ Petition Criminal No.
137/2021, Writ Petition Criminal No. 42/2023 and Review Petition Criminal No.
107/2023 before Supreme Court of India and R/O Asha Deep Niwas, Shukkar Hatt,
Sonaili Bazar, P.S. Kadwa, Katihar Bihar-855114 and temporary homeless visitor at Night
Shelter Code No. 214 at Anand Vihar, Delhi.
2. That this Sex racket matter Writ Petition Criminal 42/2023 contains total 41 parties of
NCT of Delhi and state of Bihar including women commission, child line and NCPCR
before supreme court of India. (Enclosed memo of parties)
3. That Final Order has been passed on 6.2.2023 by the Supreme Court of India in this
matter. But the Union of India is not complying with the order, rather violating the
direction of the Supreme Court of India laid down in Lalita Kumari Case further con-
tempting the order dated 6.2.23 by Supreme Court of India. (Enclosed true copies of
order dated 6.2.23 by SC)
4. That UNION OF INDIA is consistently suppressing the rescue of the victims since
2021 paralyzing constitutional institutions across the country.
5. That review petition is sub-judice and illicit sex trade continues on the ground zero
level by trafficking, changing legal status and jurisdictions of victims. Victims are further
victimized by damaging their health with wrong medication and abortions/miscarriage
practices over the years.
6. That SP Katihar has submitted ATR dated 11.04.2023 to Department of Social Welfare
Patna enclosing the inquiry report conducted by Shri Prem Nath Ram, Sub Divisional

3. Police Officer (SDPO) Barsoi from 26.11.2022 to 30.11.2022 in this sex matter.
7. That cause of action arose on 11.04.23 by deliberately delaying DMU Siliguri
passengers till 1:30pm for prostitution. The same has been informed through SMS on the
mobile of GM NEF Railway, DRM Katihar and Chairman Railway Board New
Delhi over official landline telephone. Text of the SMS is "MST ID: 507LCH031C OM
PRAKASH. REGISTERS STRONG PROTEST AGAINST DELIBERATE LATE OF DMU
SILIGURI PASSENGER BOUND TO KATIHAR IN PEAK OFFICE HOUR FOR
PROSTITUTION. RIGHT TIME AT SONAILI IS 8:53AM. POSITION OF TRAIN NOT
REACHED."
8. That cause of action arose on 13.04.23 at 11.15 am inside the Guahati bound Bikaner-
Guahati train at plat farm no.02 at katihar railway station. Complainant has identified the
state victim Ms. Priya age about 17 years D/O Abhay Poddar R/O Argara Chowk, Katihar
Bihar inside toilet of train surrounded by sex abusers for illicit sex trade.
9. That however, the first cause of action arose on 15.04.2005 at Palam Colony New
Delhi.
10. That Complainant's pregnant wife Rina Kumari alias Guddi kidnapped by the state
from the rented house owned of judges driver Pappu Yadav and Brajesh Yadav R/O Gali
No. 12, Raj Nagar Part-2 Palam Colony New Delhi-77.
10. That for the first time Victim has been identified by the Women Commission in March
2010. Instead of registering an F.I.R u/s 154(1) with police, Women Commission Chose
to re-push them into the business of prostitution/illicit sex trade by framing false cases
against their male members or whistle blowers, changing their legal status and
jurisdictions. (enclosed true copies of complete petitions before Supreme Court of
India and relevant documents in defense of state coercion).
11. That Women Protection officer Ms. Veena Kumari W/O Advocate Gopal Kumar
Begusarai Court under the judicature of Patna High Court has misled the victims by
framing fake cases under section 498A/423 IPC, u/s 3/4 of Dowry Prohibition (D.P) Act
and under section 12 of Domestic violence Act 2005 and further placed them before Chief
Judicial Magistrate, Sri Chandra Mohan Jha dated 31.03.2010 and 1st Class Judicial
Magistrate, Sri Atul Kumar Pathak dated 7.4.2010 in 9P/2010 case for recording her
statement at Begusarai Court Bihar.
12. That thereafter Victims have been trafficked across the world for illicit sex trade.

4. 13. That Sarojini Nagar and Chandni Chowk Delhi Bomb Blast in 2005, Batla House
Delhi Police encounter in 2008, 9/11 Mumbai attack, 26/11 Mumbai attack. Muzaffarpur
Bihar Shelter home Gang Rape in 2018 are connected with persistent victimization of
victims by the state for their own political mileage and vested interests.
14. That thereafter TISS (Tata Institute of Social Sciences, Mumbai) has intervened into
the year long matter in 2018 as reported by Sri Akhileshwar Sahay, Buisiness Standard
national news paper dated 26.7.2018 entitling " The Bihar Shelter Home Case Where
29 Girls Were Raped Should Be Treated Like National Calamity"; which has
resulted in suppression of rescue and further victimization of state trafficking and
prostitution victims. The girls who lived in the government children's home (balika
grih) on Sahu Road in Muzaffarpur in Bihar were drugged, raped and physically
assaulted on a daily basis. Their private parts were burnt with cigarette butts.
15. That Chennai based NGO “The Banyan” being identified by the state as a best
institution capable of providing long term psycho-social rehabilitation and eventual
societal integration. This Chennai based NGO “The Banyan” is run by two brave-
heart ladies Dr Vandana Gopikumar (also a Professor in TISS) and Vaishnavi
Jayakumar.
16. That Original husband, Brother, Maternal Uncle, Father, Professional Social
Worker, Master of Social Work from Delhi School of Social Work, university of Delhi,
Petitioner-in-Person at Supreme Court of India and Whistle Blower came into picture
at C/O Ram Kumar, H.N. C-128/5, Gali No.7, Shastri Park North East Delhi in 2020-
2021. He got a lead against his own family members in the course of rescue
operation conducted for Ms. Nikki age about 12 years R/O Muzaffarpur Bihar with
the help of Delhi Police and Childline, NCPCR. (enclosed RTI dated 15.3.23
against Delhi Police).
17. That complainant has identified the victims on 11.5.2022 under the jurisdiction of
Kadwa Police Station, Katihar Bihar and on 19.6.2022 under the jurisdiction of
Lahori Gate Police Station Delhi and thoroughly being coerced, suppressed, crushed
by Barbaric State Action in a situation when the matter was Sub-Judice before
supreme court of India.
18. That victim has been brought to Katihar Bihar on 6.5.2022 by Mahananda
Express by the order of Supreme Court of India dated 2.5.2022 in Writ Petition
Criminal 137/2022 but being re-pushed into the same business of flesh trade.
19. That Petitioner cum complainant has inquired about the State trafficking
and Prostitution Victims from Mr. Ajit Kumar Pandey, Manager-Social
Development & Infrastructure, Katihar, Municipality, Ms. Monalisha Sah
mobile: 9123239085, CRP cum Supervisor of Shelter Home, New Bus Stand,

5. Katihar Manihari Main Road, Bihar on 10.4.2023 at 18.30pm. She has shared
very shocking information that shelter home is newly constructed and not
functional yet; while the website of UD&HD Government of Bihar categorically
states that Shelter Home, New Bus Stand, Katihar Manihari Main Road, Bihar is
operational w.e.f. 31.12.2019. Thereafter petitioner cum complainant has tried
to contact nodal officers of Bihar shelter homes from TOP to Bottom over
telephone on 13.4.2023. These five key authorities are Sri Nitish Kumar, Chief
Minister of Bihar, Sri Tejashwi Prasad Yadav, Deputy Chief Minister of Bihar,
Sri Arunish Chawala, Additional Chief Secretary, Sri Dharmendra Singh,
Managing Director, Sri Vinay Kumar, City Manager, Sri Kumar Mangalam,
Municipal Commissioners/Executive officers, Sri Dhananjay Kumar & Lalit
Vijay, PS to Principal Secretary UD&HD Government of Bihar. Out of these only
City Manager Sri Vinay Kumar has responded over telephone on
13.4.2023. However, all of them have been informed through mobile SMS
message services on 13.4.2023.
20. THAT NEXT MOVE OF COMPLAINANT BEING IDENTIFIED BY SEX
RACKETEERS BY SENDING SMS MESSAGE WITH FOLLOWING CONTACT
DETAILS FOR ANTI-CORRUPTION WING CBI AT NEW DELHI IN THE NAME OF
GOVT OF NCT OF DELHI SMS SERVICES ON 11.4.23 AT 20:01 PM ( 011-
24363460/24367887/24367341 mobile: 9650394847). However, the red flag number is
not available at the official website of CBI. That RTI no. CBIMH/R/E/23/00193 dated
12.04.2023 has been filed against CBI for keeping silent against the persistent corruption
by Government of India employees across the country. (enclosed true copy of RTI
dated 12.4.23 against CBI)
21. That rape and attack on health of the victims are RAMPANT in the midst of pending
Review Petition Criminal No. 107/2023 before Supreme Court of India.
22. That Sex racket is sustained by changing Legal Status and jurisdiction of the victims
since 50 years by the state.
23. That this is a worse case than Bilkis Bano Case of Gujrat. This case is connected
with Muzaffarpur shelter home gang rape case of 2018.
24. In the backdrop of above facts and circumstances; Petitioner cum Complainant
is seeking written information about the whereabouts of State trafficking and
Prostitution Victims from Shelter Homes authorities under Urban Development &
Housing Department (UD&HD) Government of Bihar.
