in the midst of pending Non Bailable and Gang Rape
matter W.P.(Criminal) D.NO. 18546/2022 before
Supreme Court of India 1. That under signed is OM
PRAKASH S/O Late Shri Deep Narayan Poddar, Age
about 48 years, R/O Asha Deep Niwas, Shukkar Hatt,
Sonaili Village, P.S. Kadwa, District Katihar, Bihar-
855114 and R/O RZF-893, Netaji Subhash Marg, Raj
Nagar Part-2, Palam Colony, New Delhi-110077 and
Petitioner-in-Person in the Anti-Prostitution matter in
Writ Petition (Criminal) No. 242/2021, Interlocutory
Application No. 66686/2022 in Writ Petition (Criminal)
No. 137/2021 and Writ Petition (Criminal) Diary No.
18546/2022 before Supreme Court of India. 2. That at
around 19:00pm dated 24.11.2022 an officer named
Shri Manish; Election Commission of Delhi visited the
temporary residence of petitioner at Shelter Home
DUSIB Code No.214 near Anand Vihar ISBT Delhi. 3.
That the said officer asked petitioner to hand over
Aadhar Card to him without disclosing his identity.

2. Petitioner handed over his Aadhar Card considering
him a Shelter home employee. 4. That thereafter
petitioner noticed that Election Commission Officer
started filling up a Form 6 without petitioner’s
permission for making Voter ID for female girl child
marking petitioner as a legal guardian under para 2(a)
of the Form 6 under Vishwas Nagar Constituency at
East Delhi. 5. That para 2(a) of Form 6 of election
commission indicates that child marriage has been
performed against the minor daughter of petitioner and
she has been kept hostage at Vishwas Nagar
Constituency of East Delhi. 6. That Gang Rape and
illicit sex trade of petitioner families and minor
daughters are rampant due to no action against the
rapists till date. Political parties are doing illicit sex trade
for creating vote bank. 7. That petitioner identified the
sex abuser Manish from election commission Delhi who
has kept his kidnapped unseen 17 year old minor
daughter at Vishwash Nagar Constituency at East
Delhi. Sex abuser wanted to make the voter ID of minor
daughter under the legal guardianship of petitioner
because the W.P.(Criminal) D.NO. 18546/2022 has
been confirmed for listing before Chamber Judge on
28.11.2022 at Supreme Court of India after two month
of marathon and suppression. 8. That petitioner
protested against this arbitrary action of State and
snatched the Form 6 from his team member and kept it
as material evidence for court. 9. That petitioner already
has Voter ID no. NRX3153459 of NCT of Delhi under
the Bijwasan Constituency South West District at New
Delhi. 10. That in response to the reason asked for this
act, sex abuser election commission officer replied back
that link of Aadhar Card with Voter ID is mandatory
therefore he is doing by the order and under the
guidance of Chief Election Commissioner Delhi. 11.
That petitioner protested and informed the election
officer that the link of Aadhar Card is not mandatory
rather it is an optional, he blasted upon petitioner and
threatened to throw him out of Shelter Home and book
him behind the bar. 12. That it is pertinent to mention
here that the Election Commission of Katihar Bihar has
also maintained duplicate Voter ID of petitioner and
forced him to caste his vote in Panchayat election this

3. year to change his jurisdiction status. However, the
petitioner has informed the election commission katihar
Bihar to delete the multiple Voter ID of petitioner from
the voter list in December 2021. 13. That petitioner took
the cognizance of this event and immediately called 112
with unique reference no. 6161038 at 19:32:34pm
dated 24.11.2022. PCR Petrol Vehicle ROMO9A mobile
no. 7428002509 took the petitioner to Anand Vihar
Police Station near Anand Vihar Railway Station Delhi
at 19:30pm dated 24.11.22. A call by mobile no.
8595888677 came from Anand Vihar Police Station at
19:46pm dated 24.11.2022. 14. That Shri Balveer Singh
is being appointed as an Enquiry Officer at Anand Vihar
Police Station Delhi. Enquiry Officer tried to mediate
and compromise and to suppress the matter; therefore
he did not record the statement of the petitioner for F.I.R
on 24.11.22. Election officer was also present at P.S.
15. Hence, petitioner is prying from you to take the
cognizance of this criminal act of Delhi election
commission officials who is a crucial lead for rescuing
the minor daughter from the clutches of sex abuser
