Following the success of DSF Bid Round-2016; Union Cabinet of the Government of India released the notification for the 2nd round of the Discovered Small Fields (DSF) auction. A total of 60 discovered small fields are being offered with an estimate of 194.65 million metric tonnes of oil equivalent (MMtoe). Of the 60 fields offered, 23 are in onshore environment and the rest 37 in offshore areas.

• Reduced royalty rates aligned to HELP

Features of DSF Licensing
Policy
• Contractual Model of Revenue Sharing contract that
is simple & easy and is in line with Government’s
effort to promote ‘Ease of doing business’
• Open to new entrants including participation by
foreign companies and joint ventures
• Single license for exploring and extracting
Conventional & Un-conventional hydrocarbon
resources
• Contractor will face no restriction for carrying out
exploration activity during entire contract duration
• Freedom of pricing and selling both, crude oil and
gas, exclusively in domestic market
• Prior technical capability or experience is not kept
as mandatory for bidders, to promote investors
• Biddable Government share of revenue (net of
Royalty) shall be payable only after onset of
production
• Reduced Royalty rates and exemption of customs
duty on import of goods and services for Petroleum

Field Data Availability
Data collected and prepared by Directorate General of Hydrocarbon (DGH) and NOC’s
regarding the fields offered are collated in dockets and are available to be viewed by the
bidders. These dockets contain technical data like geological data, field information, well data
and other information that may be required by the bidder. Basin information dockets
containing geological information are also available for purchase in soft version. All these data
are archived in National Data Repository (NDR) and can be viewed by booking a slot at NDR.
