2. The Creative Commons licensing model
 Creative Commons is pushing ahead the agenda of Openness,
Open Knowledge, and Open Educational Resources.
 Creative Commons licensing model counters the adverse
effects of the expansion of proprietary interests in copyrighted
content, through the use of standardized licenses that allow
the users of the licensed content optimal freedom.
 Creative Commons is suitable especially for the public sector
information, and in consideration of European Commission’s
legal framework, namely the Public Sector Information
Directive.
 Creative Commons licensing model is based on non-
discriminatory access and does not allow royalties to be
charged for the dissemination of licensed works.

3. Open Educational Resources
 The term “Open Educational Resources” first came into use at
a conference hosted by UNESCO in 2002.
 The term “Open Educational Resources” is currently used to
describe teaching and learning materials that you may freely
use and reuse, without charge.
 Open Educational Resources often have a Creative Commons
or GNU license that state specifically how the material may
be used, reused, adapted, and shared.
 The meaning of Open Educational Resources include:
1. Learning content.
2. Tools such as software to support the development, use
and reuse, delivery of content.
3. Implementation resources such as the Creative
Commons and the GNU licenses which promote open
publishing of materials.

4. Freedoms
1. The freedom to study a work and apply knowledge offered
from it.
2. The freedom to redistribute copies, in whole or in part, of a
work.
3. The freedom to make improvements or other changes, i.e. to
make adaptations, to the content of a work, and to release
modified copies of it.

 Open Knowledge definition: “A piece of content or data
which anyone is free to use, reuse, and redistribute it
subject only, at most, to the requirement to attribute
and share-alike.”
 Open Software Service, definition: “A service is open if its
source code is Free/Open Source Software and non-
personal data is open as in the Open Knowledge
Definition (OKD).”
