4. • Water planing system from 1970s was not in compliance with
water planing according to WFD,
• Lack of strategy after 2015
• Large water projects (dams, reservoirs, inland waterways)
planned in 1970s or earlier were in conflict with EU legislation
• Lack of finances for investments in sanitation and waste water
treatment

5. • Noncompliance with UWWT directive - agglomerations p.e. > 2000
• Breach of WFD, EIA directive and NATURA 2000 directives in several
dozens of cases – small hydros
• Noncompliance with Floods Directive - 2 years delay in flood
protection maps and management plan update

Current infringments
6. • Reduce dependence on external financing, generate national income
for water sector projects, find out ways to use loans
• Do not postpone measures and investments neccessary for
implementation of EU legislation (do not rely on EC benevolence )
• Have clear national strategy for water sector (in line with current EU
policies)
• Be ambitious yet realistic in designing measures included in plans
• Keep public control over water sector
