11. State of play - biodiversity funding
Target: Double biodiversity-related international financial flows to Developing Countries
by 2015 and at least (maintain) this level until 2020 (compared to the 2006-2010
baseline level).
Average 2006-2010: € 166,280 / annum = baseline
Doubling: € 332,560 / annum = target
Average 2011-2015: € 275,464 / annum = 83 % of target
Commitments 2015: € 386,750 = 116 % of target

Note: the baseline value has recently been recalculated – following the Quality Control of Rio-marker data and subsequent correction of Rio-markers in the DEVCO database. It had been found that, in some cases, Rio-markers had been too lightly attributed (i.e. scoring RM 1 or 2 in cases where projects/programmes were not sufficiently explicit about biodiversity-related objectives (the same applies for climate change). This resulted in a downward adjustment of the baseline value from €166,280/annum to €129,956/annum.
Financial flows of biodiversity funding are achieved both through thematic programmes – targeting primarily biological diversity – AND through mainstreaming of biodiversity concerns in other sector projects and programmes. In 2015, the contribution by programmes having Biodiversity as a principal objective was approximately 38%, against a contribution by programmes having biodiversity as a main objective was around 62%.
Tracking of finance is only the last of a series of activities to enhance mainstreaming of biodiversity and other environmental themes. To support mainstreaming in all DEVCO operations, a dedicated Facility (Environment and Climate Change mainstreaming facility) was created, operating on a 3 years' service provider's contract (Nov 2015-Oct 2018)
Indicators related to financial flows (biodiversity, climate change and others) are part of the DEVCO Performance Framework
EU has decided to report 40% of the support provided as biodiversity finance in case an aid activity is marked as significant for biodiversity, and 100% if biodiversity is marked as principal objective.
Programme officers play the leading role in achieving the biodiversity funding objective; they should ensure that all opportunities for integrating biodiversity are exploited.
Wherever this theme has some relevance (which can be established by applying environmental and climate risk screening procedures at the earliest possible stage), integration of biodiversity (and/or ENV/CC) should feature prominently in the ToR of identification and formulation assignments – and adequate resources (in terms of expert profiles and working days) should be included for this purpose. At the end of identification and formulation, programme officers are expected to:
Ensure that the (I)AD reflects the outcomes of the ENV/CC mainstreaming process. Details that do not fit in the (I)AD can be provided in other project preparation documents
Select the appropriate environment and Rio markers on the front page of the (I)AD.
Summarise the outcomes of ENV/CC screening and the contribution of the action to the financing related to climate change and biodiversity in the form on “Assessment of cross-cutting issues”
Note that Biodiversity (and/or ENV/CC) integration does not stop at completion of the action document. Once an action has been approved, the actual implementation of ENV/CC-related provisions must be supported and monitored throughout the implementation and evaluation phases.

More recent analysis – undertaken following the QC of Rio-markers – indicate that the Baseline level should be adjusted downward to 130 M€ (€129,956).
