Facilitative Dialogue
Discussions
Objective of the Session
 To inform the preparation of NDCs.
 This session will explore the ways in which the FD2018 could play a
helpful role in informing the preparation of NDCs as well as in
supporting Parties’ efforts in progressing towards Article 4.1
objectives.
 Discussion questions:
 What kind of collective assessment would be of most use to Parties to
inform their NDCs? .
 In what other ways could the facilitative dialogue support Parties in
progressing towards the objectives in Article 4.1 of the Paris
Agreement?
What kind of collective assessment would be
of most use to Parties to inform their NDCs?
 Parties need to revisit the initial guidelines set for
preparation of INDCs.
 Parties also need to assess importantly: aggregate
effects and adaptation components.
 A major question will be the relative ambition level
of the actions in light of the CBDR.
 A comparison to effort sharing would assess a
contribution in light of how future mitigation effort
needs to be distributed between countries.
 A comparison to a good practice policy package or
a policies.
What kind of collective assessment would be of most use to
Parties to inform their NDCs? Cont….
 Looking at the above assessments would also help
answer questions such as:
 Where we are at the moment regarding NDCs?
 What we desire to achieve with NDCs?
 Modalities and processes to be employed further elaborated in
question 2 below?
In what other ways could the facilitative dialogue support
Parties in progressing towards the objectives in Article 4.1 of
the Paris Agreement?
 FD represents a crucial opportunity to encourage countries to enhance
their NDC in order to close the emissions gap even further and to
identify and/or implement opportunities for climate Action.
 FD could have 2 approaches:
 Political dialogue whereby Parties outline their prelude to the political
commitments expected under the global stocktake in 2023 and a political
commitment or outcome for the Facilitative Dialogue.
 Technical dialogue whereby Parties can take stock of collective efforts according
to science based on the best available science including the anticipated IPCC
special report on the impacts of global warming of 1.5 °C
 Both political and technical dialogues will outline the direction on how to
improve the implementation process of the current INDCs/NDCs, taking into
account the scientific evidence provided by and based on the best available
science, in a facilitative manner.
 In addition, the Facilitative Dialogue exercise will further enable discussions
under the Global Stocktake (GST)
FD Cont…
 The objective of the dialogue should be to facilitate
further or additional action by Parties and the
Dialogue should:
 encourage collaborative efforts.
 also lead to increased support to developing countries.
 also facilitate transparency and clarity of action and support
provided.
FD Process Cont
 Facilitative Dialogue can take into consideration processes that are
being utilised by Parties under the UNFCCC to inform the Pre 2020
ambition and Post 2020 ambition such as:
 Technical Expert Meeting, MRV system, Green Climate Fund and the Global
Environment Facility, Technology Executive Committee, Climate Technology
Centre and Network and the Paris Committee on Capacity Building etc.
 The IPCC’s special report on 1.5°C outcomes and subsequent IPCC
reports that can inform pre 2020 and post 2020 ambition.
 Reports from the UNFCCC Subsidiary Bodies and other agencies
can inform specifically the Pre 2020 ambition process and the Post
2020 ambition in their entirety e.g. Greenhouse gas (GHG)
inventories, National Communications, Biennial Reports and
Biennial Update reports, UNEP Gap Report and others.
FD Inputs
 Parties and non-Party stakeholders views on the 2018 Facilitative
Dialogue.
 An event or a process over 2018 including multiple events both
technical and political and what information will be necessary to feed
into the discussions.
 Reports on the best available science and information specifically from
both UNFCCC and non UNFCCC bodies.
 Synthesis report on opportunities for climate action, primarily drawing
on the reports and findings of various UNFCCC bodies and processes all
with the aim to increase specifically the Pre 2020 ambition to be
produced early in 2018.
 Parties should utilise the 2018 Facilitative Dialogue as a platform
whereby Parties can highlight opportunities and the benefits of collective
action with the aim to motivate an increase in mitigation efforts,
adaptation efforts and of course means of implementation based on the
synthesis report and the IPCC’s special report on 1.5°.
 Parties and non state actors should participate in the FD.
Inputs Cont..
 Parties should consider the IPCC 1.5 report
 Draw experiences from Structured expert dialogue
 The UNFCCC secretariat report indicate that the current
INDCs are not inline with the 2 degree goal.
 It is also not clear or agreed on determination of
“fairness” of their current INDC or put the other way
round= how to calculate/determine if the INDC is
inline with a two degree /1.5 degree goals.
 The Africa group had previously suggested an equity reference
framework. There might be a need to agree on a set of matrices
that Parties can use to determine fairness and equity.
 Parties also need to agree on a set of minimum information of
types of INDCs. This is important for aggregation of INDCs.
Out Puts
 The 2018 Facilitative Dialogue represents the best opportunity for
countries to increase the ambition of their current NDCs ahead of
2020 (i.e. pre 2020 ambition) after taking stock of collective
progress towards the long-term mitigation goal under the Paris
Agreement of reaching net-zero greenhouse gas emissions by the
second half of the century,
 As such, expected outputs and follow up action should speak to this
aim but not limited to it, thus including progress towards
Adaptation and means of implementation under the Paris
Agreement –in addition to the long term mitigation goal.
 Expected output and follow up action should be in the form of
recommendations for scaling up actions to meet the long-term goals
of the Paris Agreement (with a focus on Pre-2020 ambition) and to
stay on track to meet the below 2°C objective.
 The outcomes will inform the preparation of NDCs, the next round
of which is due in 2020

  • 1. B A L I S I G O P O L A N G Facilitative Dialogue Discussions
  • 2. Objective of the Session  To inform the preparation of NDCs.  This session will explore the ways in which the FD2018 could play a helpful role in informing the preparation of NDCs as well as in supporting Parties’ efforts in progressing towards Article 4.1 objectives.  Discussion questions:  What kind of collective assessment would be of most use to Parties to inform their NDCs? .  In what other ways could the facilitative dialogue support Parties in progressing towards the objectives in Article 4.1 of the Paris Agreement?
  • 3. What kind of collective assessment would be of most use to Parties to inform their NDCs?  Parties need to revisit the initial guidelines set for preparation of INDCs.  Parties also need to assess importantly: aggregate effects and adaptation components.  A major question will be the relative ambition level of the actions in light of the CBDR.  A comparison to effort sharing would assess a contribution in light of how future mitigation effort needs to be distributed between countries.  A comparison to a good practice policy package or a policies.
  • 4. What kind of collective assessment would be of most use to Parties to inform their NDCs? Cont….  Looking at the above assessments would also help answer questions such as:  Where we are at the moment regarding NDCs?  What we desire to achieve with NDCs?  Modalities and processes to be employed further elaborated in question 2 below?
  • 5. In what other ways could the facilitative dialogue support Parties in progressing towards the objectives in Article 4.1 of the Paris Agreement?  FD represents a crucial opportunity to encourage countries to enhance their NDC in order to close the emissions gap even further and to identify and/or implement opportunities for climate Action.  FD could have 2 approaches:  Political dialogue whereby Parties outline their prelude to the political commitments expected under the global stocktake in 2023 and a political commitment or outcome for the Facilitative Dialogue.  Technical dialogue whereby Parties can take stock of collective efforts according to science based on the best available science including the anticipated IPCC special report on the impacts of global warming of 1.5 °C  Both political and technical dialogues will outline the direction on how to improve the implementation process of the current INDCs/NDCs, taking into account the scientific evidence provided by and based on the best available science, in a facilitative manner.  In addition, the Facilitative Dialogue exercise will further enable discussions under the Global Stocktake (GST)
  • 6. FD Cont…  The objective of the dialogue should be to facilitate further or additional action by Parties and the Dialogue should:  encourage collaborative efforts.  also lead to increased support to developing countries.  also facilitate transparency and clarity of action and support provided.
  • 7. FD Process Cont  Facilitative Dialogue can take into consideration processes that are being utilised by Parties under the UNFCCC to inform the Pre 2020 ambition and Post 2020 ambition such as:  Technical Expert Meeting, MRV system, Green Climate Fund and the Global Environment Facility, Technology Executive Committee, Climate Technology Centre and Network and the Paris Committee on Capacity Building etc.  The IPCC’s special report on 1.5°C outcomes and subsequent IPCC reports that can inform pre 2020 and post 2020 ambition.  Reports from the UNFCCC Subsidiary Bodies and other agencies can inform specifically the Pre 2020 ambition process and the Post 2020 ambition in their entirety e.g. Greenhouse gas (GHG) inventories, National Communications, Biennial Reports and Biennial Update reports, UNEP Gap Report and others.
  • 8. FD Inputs  Parties and non-Party stakeholders views on the 2018 Facilitative Dialogue.  An event or a process over 2018 including multiple events both technical and political and what information will be necessary to feed into the discussions.  Reports on the best available science and information specifically from both UNFCCC and non UNFCCC bodies.  Synthesis report on opportunities for climate action, primarily drawing on the reports and findings of various UNFCCC bodies and processes all with the aim to increase specifically the Pre 2020 ambition to be produced early in 2018.  Parties should utilise the 2018 Facilitative Dialogue as a platform whereby Parties can highlight opportunities and the benefits of collective action with the aim to motivate an increase in mitigation efforts, adaptation efforts and of course means of implementation based on the synthesis report and the IPCC’s special report on 1.5°.  Parties and non state actors should participate in the FD.
  • 9. Inputs Cont..  Parties should consider the IPCC 1.5 report  Draw experiences from Structured expert dialogue  The UNFCCC secretariat report indicate that the current INDCs are not inline with the 2 degree goal.  It is also not clear or agreed on determination of “fairness” of their current INDC or put the other way round= how to calculate/determine if the INDC is inline with a two degree /1.5 degree goals.  The Africa group had previously suggested an equity reference framework. There might be a need to agree on a set of matrices that Parties can use to determine fairness and equity.  Parties also need to agree on a set of minimum information of types of INDCs. This is important for aggregation of INDCs.
  • 10. Out Puts  The 2018 Facilitative Dialogue represents the best opportunity for countries to increase the ambition of their current NDCs ahead of 2020 (i.e. pre 2020 ambition) after taking stock of collective progress towards the long-term mitigation goal under the Paris Agreement of reaching net-zero greenhouse gas emissions by the second half of the century,  As such, expected outputs and follow up action should speak to this aim but not limited to it, thus including progress towards Adaptation and means of implementation under the Paris Agreement –in addition to the long term mitigation goal.  Expected output and follow up action should be in the form of recommendations for scaling up actions to meet the long-term goals of the Paris Agreement (with a focus on Pre-2020 ambition) and to stay on track to meet the below 2°C objective.  The outcomes will inform the preparation of NDCs, the next round of which is due in 2020
