Albay is geographically located at 13 to 13 32
minutes latitude and 12315’ to 12415’ longitude
The political-administrative boundaries of the
province consist of 3 congressional districts, 3
cities, 15 municipalities and 720 barangays.
The province has a total land area of 2,566.77
square kilometers or 256,677 hectares
The province of Albay is composed of three major
landscapes that include the following:
(a.) The coastal area, with a total coast length of
354 kilometers
(b.) Hilly mountainous terrain, which is comprised
by four major mountains within the Province, to
wit: Mt. Mayon, Mt. Masaraga, Mt. Malinao and Mt.
Catburawan
(c.) Alluvial plains and valleys

since energy is a resource that is indispensable to Albay's economic growth and
the country's drive toward global competitiveness. Such priority is also consistent
with the PGA's climate change adaptation strategies.

Electricity Conservation Measures without Investment Cost
1. Issuance of PO No. 0046-2021 or the Albay Energy
Efficiency and Conservation Ordinance of 2021:
Savings through the Adoption of Reliable Technology
(AEECO-START)
• Creation of the Provincial Energy Efficiency and
Conservation Council, in which the Governor serves
as the Chairperson, SP Chairman on Energy as the
Vice Chairperson, and heads of concerned offices
as members;
• Formulation of the Provincial Energy Efficiency and
Conservation Plan;
• Creation of the Energy Efficiency and Conservation
Unit;
• Creation of City/Municipal Energy Efficiency and
Conservation Council in each respective
component LGUs; and,
• Creation of Provincial Energy Efficiency and
Conservation Task Force, in which the EEC Officer
serves as the Chairperson and EEC Focal Persons as
members.

2. Issuance of Memorandum Order No. 17 series of
2021 (Adopting Austerity
Measures)
• Switching off air-conditioning units in all respective
working stations during office hours from 11:00 AM
to 1:00 PM;
• Turning off of lights in the office rooms from 12:00
noon to 1:00 PM;
• Turning off lights in the comfort rooms, hallways,
and other areas;
• Cleaning of lamps regularly; and,
• using stairs instead of elevator when going up or
down one (1) floor.
