The province of Albay is composed of three major

1. Issuance of PO No. 0046-2021 or the Albay Energy
Efficiency and Conservation Ordinance of 2021:
Savings through the Adoption of Reliable Technology
(AEECO-START)
• Creation of the Provincial Energy Efficiency and
Conservation Council, in which the Governor serves
as the Chairperson, SP Chairman on Energy as the
Vice Chairperson, and heads of concerned offices
as members;
• Formulation of the Provincial Energy Efficiency and
Conservation Plan;
• Creation of the Energy Efficiency and Conservation
Unit;
• Creation of City/Municipal Energy Efficiency and
Conservation Council in each respective
component LGUs; and,
• Creation of Provincial Energy Efficiency and
Conservation Task Force, in which the EEC Officer
serves as the Chairperson and EEC Focal Persons as
members.
