Standard for In-Company Trainers in ASEAN Countries
The standard was developed by 6
ASEAN countries since 2015.
Endorsed by ASEAN Secretariat as a
guideline for competence
development for in-company trainers.
Benchmarked as National Standard
and Training Regulations in Thailand
and the Philippines
So far over 200 Master Trainers have
been trained based on the Regional
Standard.
Available in 6 languages

all trainers/ workers or any
other personnel, whose work
involves training/ teaching or
mentoring other personnel.

Standard for In-Company Trainers in ASEAN Countries
❑ Four main areas of action of an
in-company trainer were
identified by the group of
experts. There were arranged
in four modules.
❑ Each module contains three to
five competencies. The
modules and competencies
are related to each other and
follow a logical order.
❑ The duration of in-company
training is agreed at 80 hours.

Regional TVET Teacher Standard for ASEAN
The standard was initiated to strengthen the TVET
Personnel development in ASEAN.
The standard is developed by key stakeholders in the
TVET Teacher Development from AMS with German
Experts.
The standard received the endorsement at the 3rd
High Officials Meeting on SEA-TVET in Kuala
Lumpur, Malaysia in May 2017 and at the 49th
SEAMEO Council Conference in Jakarta, Indonesia in
July 2017.
The Regional TVET Teacher Standard in its current form
can be best understood as a voluntary guideline for
AMS to improve TVET Teacher education.

into 3 languages

• A well and appropriate jointly design of TVET Teacher Standard leads to high
acceptance in society and from all partners.

  • 10. Page | 10 Standard for In-Company Trainers in ASEAN Countries The standard was developed by 6 ASEAN countries since 2015. Endorsed by ASEAN Secretariat as a guideline for competence development for in-company trainers. Benchmarked as National Standard and Training Regulations in Thailand and the Philippines So far over 200 Master Trainers have been trained based on the Regional Standard. Available in 6 languages
  • 11. Page | 11 Situation of Skilled Labour Demand Needs of skilled workers in the region due to industrial development and economic growth. The education system in the region focuses on academic system. Graduates lack of work experience and do not match the demand of industry. The structured cooperation between education and private sector in education and training is not functioned. Interest from the private sector investing in the training system according to their needs is still low. The vocational education system is still a school-based system.

  • 13. Page | 13 Concept of In-Company Training and Function of In-Company Trainer In-Company Trainers refer to all trainers/ workers or any other personnel, whose work involves training/ teaching or mentoring other personnel.
  • 14. Page | 14 Standard for In-Company Trainers in ASEAN Countries ❑ Four main areas of action of an in-company trainer were identified by the group of experts. There were arranged in four modules. ❑ Each module contains three to five competencies. The modules and competencies are related to each other and follow a logical order. ❑ The duration of in-company training is agreed at 80 hours. Analyzing Work Tasks and Defining Learning Requirements Module 1 Planning and Preparing Training Module 2 Conducting Training Module 3 Evaluation and Further Development of Training Module 4
  • 15. Page | 15 Regional TVET Teacher Standard for ASEAN The standard was initiated to strengthen the TVET Personnel development in ASEAN. The standard is developed by key stakeholders in the TVET Teacher Development from AMS with German Experts. The standard received the endorsement at the 3rd High Officials Meeting on SEA-TVET in Kuala Lumpur, Malaysia in May 2017 and at the 49th SEAMEO Council Conference in Jakarta, Indonesia in July 2017. The Regional TVET Teacher Standard in its current form can be best understood as a voluntary guideline for AMS to improve TVET Teacher education. 4 countries benchmarked the standard and translated into 3 languages
  • 16. Page | 16 Benefits of the standard • A well and appropriate jointly design of TVET Teacher Standard leads to high acceptance in society and from all partners. Jointly Developed Standard • An implemented standard leads to an improved TVET teacher education and eventually to better teachers. Better Educated Teacher • Better educated teachers execute their profession more sucessfully and lead to better results in student learning. Increased Quality of TVET • Basis for the mutual recogniton of study achievements between different educational institutions Harmonisation of TVET

Digital Competence Framework for Citizens (DigComp) ▪ 21 digital competence in 5 areas for citizens with respect to lifelong learning II. Digital Competence Framework for Educators (DigCompEdu) ▪ 22 competences grouped in 6 areas and progression model based on 6 proficiency levels
