Y el ahora presidente municipal, Javier Gándara Magaña, primo de éste, también tuvo su lugar, aunque quedó en segundo plano. Ya lo acompañará en los próximos tres años en primer plano. En su debut como la voz al mando del grito de "Viva México", Guillermo Padrés Elías mencionó uno a uno los héroes de la independencia: Morelos, Guerrero, Hidalgo, y los demás "hombres que nos dieron patria, independencia y libertad", a la vez que comenzaba a dar las campanadas comento hiciera el cura Hidalgo el l5 de septiembre de 1810. Se entonó el Himno Nacional y el gobernador se dirigió a entregar la bandera a la escolta del 24 Batallón de Infantería. Cuando Padrés regresó a balcón con su familia, el alcalde y los presidentes de los otros poderes del Estado, la fiesta siguió con las luces pirotécnicas que iluminaron Palacio, pintado en la parte central. donde se encuentra el balcón, para mostrar un mejor aspecto respecto a como fue recibido hace cuatro días.
