Local Authorities in Iceland and the Ministry of Finance
• Service contract with the ministry of education, science and culture
• ETSC main tasks: Development of VPL, guidance and educational offers
• Target group:
• People on the labor market who have not completed education on
upper secondary level
• VPL is only sustainably funded for this target group
