Accelerating the disposal of bad debts
Banks’ disposal of non-performing loans is an issue that needs to be addressed
with urgency. Further growth of the Japanese economy is becoming impossible
without a solution to this problem.
Japanese Banks have written off 75 trillion yen of bad debts so far yet the total
amount, of bad debts, has increased rather than decreased. Without rapid relief of bad
debts, it will be difficult to regain confidence in Japan's financial system and economy.
In order to do this, the Financial Services Agency must strengthen its inspection of
major banks and further speed up the acquisition of non-performing loans from
financial institutions via the enhanced RCC (Resolution and Collection Corporation).
If banks weaken to the point where amortization of non-performing loans is hindered,
public funds should be injected into the banks without hesitation. In addition, it is
necessary to stop deflation, concurrently with the disposal of non-performing loans, and
proceed with more drastic monetary easing. It should be noted that, although the
payoff will be partially lifted from April, in the case of an unlikely event, the
government and the Bank of Japan have a mechanism in place to move forward with a
sure plan to keep the financial system from becoming unstable.
Furthermore the problems of excess capacity on the supply side and excessive debt,
on the other side of the coin of the problem of the disposal of non-performing loans, must
be resolved. In the process, companies that do not have any prospect of recovering even
after reorganization of excessive debts, will have to be encouraged to leave the markets
at an early stage regardless of how painful may be. In addition, it is important for
companies to accelerate the disposal of unprofitable businesses and focus management
resources into businesses with high profits and to create new industries and businesses.

不良債権処理のスピードアップ
民間が取り組むべき喫緊の課題は、銀行の不良債権処理であります。この問題の解決なく
しては、日本経済の新たな成長は不可能となっております。
日本の銀行はこれまで、75 兆円の不良債権を処理してまいりましたが、それでも不良債権
は減らないばかりか、むしろ増えている状況です。不良債権の速やかな処理なくしては、

2. 日本の金融システムや経済に対する内外の不信は払拭できません。そのためには、金融庁
による主要行に対する検査の強化等を梃子にして、金融機関による不良債権処理を一層ス
ピードアップする必要があります。その際、今回強化された RCC（整理回収機構）による
不良債権の買収を活用すると共に、銀行の体力が不良債権の償却の足枷となる場合には、
銀行に対する公的資金の注入もためらうべきではないと考えます。
また、不良債権処理はデフレ解消と一体のものとして実現していく必要があり、さらに思
い切った金融の緩和も進めなければなりません。
なお、4 月からペイオフが一部解禁されますが、万一の場合は、政府、日銀は万全の策を取
る仕組みになっており、金融システムが不安定になる慎みれないと思います。
また不良債権処理と表裏の関係にある、サプライサイドの過剰設備、過剰債務の問題も解
決しなくてはなりません。その過程で、過剰な債務を抱えなかなか再建の目処の立たない
企業に対しては、痛みを伴うものの、早期に市場から脱出を促すことなどもありましょう。
さらに企業は、これまで以上のスピードで不採算部門を切り離し、経営資源を高収益部門
に重点投入したり、新産業、新事業を創出していくことが重要です。
