I. PURPOSE
To establish a procedure to ensure that quarantined animals at the Orange County Animal Care
Services (OCACS) that are eligible for redemption, complete quarantine at a designated
location other than OCACS are properly processed.
II. POLICY
An owned animal impounded by OCACS, due to quarantine requirements, must have prior
approval of both the Rabies Control Clerk and OCACS Veterinarian to complete a quarantine
period at either the owner/custodian’s residence or an animal hospital.
All animals approved for offsite quarantine must be redeemed through the shelter office, with
all applicable fees paid prior to redemption.

VII. PROCEDURE
A. Prior to Redemption

a. Animal Control Officer’s (ACO) or Rabies Control Clerk’s notation that
the facility has been determined adequate for the quarantine with the
exception where the Rabies Control Investigation Report (Bite Report)
may have been completed prior to impoundment and the facility notation
was made on the report.
b. If the ACO did not make a note that the facility has been approved for a
home quarantine, have the owner contact the Rabies Control Clerk,
Monday through Friday or Watch Commander on weekends, to arrange
for a facility inspection.
c. Once the ACO confirms that the facility is adequate for a home
quarantine, verify that a notation is made on the Chameleon Animal ID
Memo that the Clinic Veterinarian concurs with the facility quarantine.
d. If the Bite Report is accessible, verify that the Clinic Veterinarian and
ACO or Rabies Control Clerk signed and dated the approval on line 31.
e. Verify that the animal has a current rabies vaccination and an Orange
County license tag.
1) If the animal does not have a current license tag, one may be
purchased during the redemption process.
2) If the rabies vaccination will not cover the licensing period, the
animal may not be vaccinated until released from quarantine.
3) A Notice to Comply to purchase a license (when the animal is re-
vaccinated) after its release from quarantine, is completed by the
Customer Services staff redeeming the animal.
B. Redemption to Owner/Custodian’s Residence:
1. For animals returning home to complete the remainder of the quarantine, the
following steps shall be taken:
a. The owner shall sign and date the Bite Report where indicated,
acknowledging that they will comply with all quarantine regulations.
b. Obtain the owner’s driver’s license number and enter where indicated,
and provide the owner the blue copy of the Bite Report.
c. Complete the redemption process.
d. Forward the Bite Report to the Rabies Control Clerk.
C. Release to a Veterinary Facility for Quarantine Completion:

1. For animals completing the remainder of their quarantine at an animal hospital,
complete the following steps:
a. Verify that an OCACS Veterinarian approved the designated site and
that the named veterinarian has agreed to the quarantine restrictions.
b. Verify that the Rabies Control Clerk noted the following information in
Chameleon Animal ID Memo and line 31 of the Bite Report:
1) Veterinarian’s name.
2) Animal hospital name.
3) Address.
4) Telephone number of the approved facility.
c. Do not have the owner sign the Bite Report. The veterinarian at the
quarantine site will sign this document, acknowledging responsibility,
when the ACO delivers the animal.
d. Complete the redemption process, including the delivery charge.
e. Customer Services staff shall:
1) Provides the animal owner a copy of the receipt.
2) Stores a Chameleon Activity with the following information:
a) Activity Type: Trans.
b) Activity Subtype: Animl.
c) Type of Animal: Dog, Cat, etc.
d) Caller ID: Person ID of the owner.
e) Activity Address: Address of the approved quarantine
facility.
f) Comment: cross streets of facility, map
reference, name of the facility and
“fees paid”.
f. Forward the Bite Report to the Rabies Control Clerk.
