Transitioning to the Common Core State Standards
John Wood, Senior Curriculum Specialist and Kristin Moran, Research & Assessment, NWEA
Fusion 2012, the NWEA summer conference in Portland, Oregon
This presentation will explain NWEA's evolving relationship with the Common Core State Standards (CCSS), our alignment of MAP and MPG to the CCSS, and changes to CCSS aligned MAP/MPG for 2012-2013. Additionally we will discuss when districts should transition to CCSS aligned MAP/MPG. This session is appropriate for those interested in the CCSS and those who will decide and inform about transitioning.
Learning outcomes:
- Understand the alignment of MAP to CCSS
- Understand the changes to CCSS aligned MAP/MPG
- Understand the questions to consider about when to transition to CCSS aligned MAP/MPG
Audience:
- District leadership
- Curriculum and Instruction

2. Topics for Today
• MAP® Alignment to Common Core State
Standards (CCSS)
• From Draft Standards to the Future:
NWEA’s Evolving Relationship to CCSS
• Common Core Planning and Transition
3. NWEA and the Draft CCSS
• The Common Core State Standards have been a
major focus at NWEA.
• Chief Executive Officer Matt Chapman and
Chief Academic Officer Raymond Yeagley
presented an analysis of a draft-version of the
standards to the three organizations leading and
managing the standards development process:
• Council of Chief State School Officers
• National Governors Association
• Achieve Inc.
4. MAP® Aligned with Common Core
• Aligned to the CCSS in the same way we
align to existing state standards
• Goal structures in reading, language
usage and mathematics just as we do for
existing state standards
• Item pools that measure the breadth of
the standards

7. What is included in
MAP aligned with Common Core?
• The initial versions of the tests align to CCSS that can
be assessed by using multiple-choice items.
• These multiple choice items have been hand aligned
by the NWEA Content Services Team.
• This has resulted in a tight alignment to the
standards at a granular level in each content area.
8. CCSS Alignment (hand-aligned):
One Decision
• Items directly aligned to grade level
standard(s)
– Assures each item measures appropriate
content
– Allows, through gap analysis, the creation
of a deeper, broader pool of items
– Guarantees alignment
• Assessment continues to be adaptive:
measures students where they are performing

13. MAP Assessment
• Interim assessment to:
– Measure individual student growth
– Reporting categories based on CCSS
– All the purposes we currently use MAP
to accomplish
14. Common Core Aligned Tests:
Fall 2012
• Both Client-Server and Web-Based MAP
• Introduction of new items types on MAP
– Increase depth and breadth of the content
– Deeper assessment of a student’s depth of
knowledge (DOK)
• New MAP for Primary Grades (MPG) Test
15. Introducing New Item Types to
Support Common Core Standards
• Field test started January, 2012
– Common stimulus items
– Graphing calculator items
– Items with interactive elements
• New items will be released to production in
July, 2012
– Items will appear as field test items, and then be
“promoted” to operational items when they are
successfully calibrated with a RIT value
16. Common Stimulus Items
• Share a common item asset with other items
• Chosen adaptively: If selected, a number of
items associated with the common stimulus
item are presented consecutively
• Common Stimulus items available in July, 2012
– Passages as the common asset
– Deeper assessment of reading comprehension
19. Graphing Calculator Items
• Assess standards that require graphing
calculator usage
• Used in secondary math (Math 6+ tests)
• TI-84 on Client-Server MAP
• Available on Web-Based MAP July, 2013
21. New Items with
Interactive Elements
• Better content coverage
• Deeper assessment of a student’s depth of
knowledge (DOK)
• More engaging test experience
• Interactive elements supported in July, 2012
– Drag and Drop
– Click and Pop
– Hot Spot

26. Supporting Partners’ CCSS
Implementation: Starting This Fall
• Support CCSS plus 15% (Fall 2012)
– Iowa (MAP)
– New York (MAP & MPG)
– Massachusetts (MAP)
– Minnesota (MAP: ELA only)
– Ohio (MAP & MPG)
27. Partners Moving to CCSS:
Smooth Migration
• Migrating to CCSS aligned test will have minimal impact to
your data
• Similar to an update to your non-Common Core state
standards
Functional Area Impact
Growth No impact; comparisons are made at the
Measurement measurement scale level and are not
affected by changes in state standards
Projected No impact; your state's current linking
Proficiency study will continue to be used
Goal Level No impact; automatically aggregate the
Reporting data by goal structure
DesCartes/PGID No impact; DesCartes/PGID will be
available for the currently licensed tests
28. Common Core
Planning and Transition
How can we prepare and plan for the
Common Core transition?
29. Reflect for a moment…
What is your school/district currently
doing to prepare for the transition to
Common Core?

How do we make informed decisions on how
and when to make the transition?

38. Other Questions to
Think About…
How do • Are you more
interested in testing
we know exactly what you
when to teach?
• Are you more
transition interested in
knowing how
to CCSS students are testing
in relation to CCSS?
MAP?
39. Reflect for a moment…
What professional development does
your school or district need to support
implementation of the CCSS?
