We Get Here

12. Prime Minister Stephen Harper and President Barack Obama created the U.S. – Canada Regulatory Cooperation Council
(RCC) on February 4, 2011.
On August 29, 2014, the United States and Canada released the RCC Joint Forward Plan – a pivot point for the regulatory
relationship.
The RCC was created to facilitate closer cooperation between both countries to develop smarter and more effective
approaches to regulation to make the United States and Canadian economies stronger and more competitive, while
meeting the fundamental responsibilities to protect the safety and welfare of our citizens.
They recognized that regulatory differences and duplicative procedures impose unnecessary requirements and costs on
our citizens, businesses and economies.
There were many initiates within the RCC and one of those involved life-saving appliances. The general initiative was to
draft common life jacket standards by a bi-national industry consensus body, which includes both Transport Canada (TC)
and the U.S. Coast Guard (USCG).

13. From the direction of the RCC, the STP initiated work to create North
American standards to not just include construction requirements and test
methods, but also marking and labeling that would be acceptable by the
regulatory bodies within the U.S. and Canada so that the same product could
be sold and used in both countries.

• General sizing must have a font size no less than 9 mm
• All other fonts shall be no less than 1.5 mm
• Font size can be decreased if legibility test is conducted
• Based on the Certification and Approval, both English and French
are required with English being first, however both languages must
have the same font size
• Although not currently required, Spanish may also be included.
