To enhance an open inclusive engagement framework
, private sector representatives' and Government in
2018 developed an engagement frameworks inclusive
of a governance structure as follows .
9. Proposed Structure for Engaging
Private Sector
Joint Technical Committee
The committee will constitute chair persons from private sector appointed within the TWGs
and representatives from government sector ministries and will offer technical guidance on the
activities under the framework. The JTC will prepare the combined report and report to the
SC.
Thematic Working Group
The private sector organizations through their sectors, sector boards or thematic areas will
appoint six TWG members. The TWG committee will meet every quarter to discuss and review
the reports from each TWGs . The TWG will collect and collate the reports and report to the
JTC during the quarterly meetings through the TWG chairs. The Secretariat for the TWGs will
come from the private sector.
The thematic working groups will be formed around the key priority intervention areas of the
NAP/NCCAP which could be reviewed during the review and updating process.
Steering Committee
The committee Steering Committee : Composed of the Principal Secretary, Ministry responsible
for climate change affairs, and Chief Executive Officers (CEOs) of umbrella bodies or their
representatives of private sector institutions. It will be co- chaired by representative nominated
by body representing largest number of private institutions in private sector and the PS
responsible for climate change affairs

18. PEER LEARNING BY UGANDA MISSION
KEPSA, The National Treasury and Planning on 15th May 2019
hosted the a Uganda Mission led by Mr. James Kaweesi of the
Uganda Ministry of Water and Environment for a study mission on
mainstreaming private sector in climate change and budgeting.
The Ugandan Mission was glad to how private sector has been
mainstreamed and is partner with Government in formulation of
climate change policy frameworks implementation financing and
tracking.
