In order to make tax policy more efficient the Finance ministry has made two panels in Tax department. The two departments in the tax department would be Tax Policy Research Unit (TPRU) and Tax Policy Council (TPC).This was done to improve the structure of policy analysis and data mining wing of Tax department. 1. Finance Ministry Restructuredin Tax policy in 2016

Finance Ministry restructured in tax policy to improve the structure ofpolicy analysis and
data mining wing of Tax department.
Tax Policy Research Unit (TPRU) will be leaded by revenue secretary and the
other panel i.e. Tax Policy Council (TPC) will be leaded by Finance minister i.e. is
Arun Jaitley.
#Tax Policy Research Unit (TPRU):
Tax Policy Research Unit (TPRU) will contain statisticians, operational
researchers, economists and legal experts. It will be headed by an officer of the
level of chief commissioner at functional level alternatively from the Central

2. Board of Direct Taxes (CBDT) and Central Board of Excise and Customs
(CBEC) for a fixed tenure, who will directly report to the revenue secretary.
Job done by TPRU:
1. According to Finance Minister Arun Jaitley TPRU unit will do the list of jobs like
of analysis of every Tax proposal, what will be the effect of that tax proposals on
the economy, what would be the impact on tax collection due to the tax proposals.
2. Apart from this TPRU panel will carry out studies on various topics like direct and
indirect tax policies, prepare and disseminate papers on tax policy issues.
3. It will also assist the TPC unit which is head by finance ministry Arun Jaitley in
taking tax policies decisions.
4. The TPRU unit will also liaise with state commercial tax departments.
Tax Policy Council (TPC):
There are 10 members in this council. Which includes Finance Minister Arun
Jaitley, Minister of state finance Mr. Jayant Sinha, commerce and industry
ministry Nirmala Sitharaman, secretaries of key ministries such as economic
affairs, finance, commerce, NITI Aayog, revenue, industrial policy and promotion.
