• The Marine Corps provides support to a Lead Federal Agency (LFA) at the direction of the
President or SECDEF, by using expeditionary warfighting capability to rapidly respond to a
domestic incident in support of civilian authorities. Commanders of Marine forces and
installations are prepared to provide support in the event of a forecasted crisis.
• Marine Corps units can also provide DSCA under immediate response authority when time
does not permit approval from a higher.
• Mutual aid agreements also provide for aid and assistance to local and State governments
through Marine Corps Installation commanders.
• Sourcing of forces follows SECDEF-approved requests from civil authorities.
• During DSCA Operations under the C2 of the Combatant Commander
(NORTHCOM/PACOM)
The Global Force Mngt (GFM) process produces a USMC force solution
Forces are sourced to service a Mission Assignment.
Forces are employed in a way similar to their primary mission. e.g. helicopters and
trucks are used to transport people and cargo, etc.
• Marine Corps forces operate within the military command relationships

6. USMC Reserve Units (are Title 10 forces)
• USMC Reserve Units cannot:
Enter into agreements with local authorities to
provide response.
Be ordered into service by any Title 10 or Title 32
authority in the local area.
• USMC Reserve units can:
Act within the immediate response authority and
guidelines.
Be activated under DoDI 12304b to be sourced for a
Title 10 DSCA response, however, this is only under
the direction of CMC and by the authority of the
SecDef.
