Articles of Laws and Reforms for Sovereign Country of
Ukraine
Preamble: We the people of the Sovereign Country of
Ukraine, declare our independence, and we the people choose
the way of a Democratic Government with Freedoms and
Elections of Representatives that we feel will best ensure those
Rights to Freedom. Any and all citizens have the right by birth,
to pursue Life, with Liberty, Freedom and Pursuit of a
Prosperous and a Long Life.
Chapter 1

Article 1: All people of Ukraine have the right to pursue faith
in any way they see fit and this right will not be interfered
with or discriminated against in any way by either
Government, Secular Groups or any Individual citizen.
Article 2: By order Federal Government of Ukraine marriage
shall be defined as between a man and a woman. Man and
woman must reach the age of 17 before a license can be issued
and as a couple the couple must have the means financially to
provide for each other as couple and meet their financial
needs. The District will establish a required minimum income
couples must meet. This is to prevent and reduce divorce and
annulments because of financial reasons. In-laws may provide
any type of aid to assist the couple into meeting that
requirement, such as shelter, food, clothing, financial and
Education. This is to reduce welfare costs incurred by the
district, and also this is to reduce rates of Divorce and
Annulments, and costs associated with divorce.
Article 3: All Natural born Ukrainians shall be entitled to an
education from k-12 at no cost to them and shall have the
choice to pursue any academic field that they desire. All
students who maintain a GPA of above 3.5 shall be provided
at no cost. A scholarship from the University of their choice.
Theses Universities qualify for special Federal and District
Funding to promote a higher quality of Education for those
students who are gifted. This funding can come in the form as
Tax breaks and/or other means as to be decided by District
and Federal officials.

Article 4: All Ukrainians shall be entitled to Federal and
District Social Services and Financial Aid if that person suffers
from an Injury or Illness that lasts for more than one year. and
Medical coverage provided by the Federal Government to be
treated by any doctor that specializes in their injury or illness.
All physicians must carry a percentage of these patients at a
reduced cost that will be paid by Federal and district funds.
Article 5: Any citizen of Ukraine who serves 4 years of
military duty is entitled to attend any college that is listed in
the Veterans to College list assembled by the Federal and
district Governments at no cost to them, nor shall they be
required to pay for dorm housing. On campus meals and a
reasonable clothing allowances shall also be provided. While
attending college they will be on reservist duty requiring two
weekends a month of current and advanced military training
in whatever branch they had served in during active duty.
During a Federally declared Emergency, such as humanitarian
aid resulting from Natural disasters or any immediate threat
to the safety of the immediate public.
Article 6: All Ukrainians shall have the right to engage in
peaceful protests after receiving a document of attendance.
Also the protest must be planned 14 days in advance and a
kipermit must be obtained at the cost of the citizen or
organization to be paid to the District. All protesters must
obtain a protesters badge for a fee from the districts clerk’s
office. All badges must be visible by wearing them around
their neck or displayed in visible sight for law enforcement
officers. Anyone without a badge will not be admitted to the

protest. Subjects without a badge will be given a citation and
not permitted to stay. This is to ensure safety for the
protesters, general public, and Law enforcement officers.
Article 7: Upon any individual being placed under arrest,
they are entitled to be aware of the reason for detainment,
and shall see a judge within 36 hours for a formal reading of
charges and for an appropriate bond to be set by the judge
that will reflect the severity of the crime. If criminal case ends
with a Guilty verdict any money paid for any bond will be
applied to court costs, and in the event that court costs are
less than bond paid the remaining balance will be refunded to
the offender. If a bonding agency is involved, then the
bonding will receive all of the bond regardless of verdict.
Article 8: At no time, without reasonable suspicion of a
crime can Law enforcement enter the dwelling of any citizen
without the written a warrant showing just cause for entry
and search. This warrant must be authorized and signed
electronically by either a Judge or representative of the court
whom is an authorized representative of the District or
Federal judicial system. This is to allow Law Enforcement
officers 24-hour access to court system.
Article 9: Law Enforcement has the right to detain anyone if
that person shows that they are a danger to themselves or
others. Also if they are showing signs of mental instability.
Law enforcement can detain them until an officer trained in
mental health cases arrives to do a quick mental stability test.
If deemed unstable, the individual is transported to a local

hospital, where they are then transferred to the nearest
mental care facility, and they will be held there for no less
than 72 hours and evaluated by a licensed psychiatrist.
Article 10: Any citizen has the right to purchase a home and
upon paying the deed off that property can be transferred to
any person the owner sees fit. Upon the death of the owner
the deed shall transfer to the next of kin, in the event there is
no next of kin the state has the right to sell said property, first
to pay for a standard burial of deceased and a member of the
clergy give said person last rites according to their faith if they
chose to record that with any church. The remainder of any
money shall pay any and all debts the deceased person has on
the federal credit report.
The need for the following Article is to decentralize the
Ukraine Government to districts in the Ukrainian Country.
Chapter 2, Article 11
Political Reforms to Avert Corruption
Article 11: Federal Officials shall take place every six
Elections of (6) years. These Elected Officials shall be elected
by citizens of Ukraine who are natural born. These citizens
must have lived in the district for no less two years. This will
prevent the corruption of the election by having citizen whom
are from other districts casting their vote in which they do
not live in.
Article 12:The country shall be divided into nine (9)
districts or states and shall be modeled after the Federal

Government. There shall be a Governor and two (2)
Lieutenant Governors and a small legislative body of both
parties that represent the interests and the population of the
country of Ukraine. These Lieutenant Governors shall be
elected freely, and their anonymity shall be kept confidential.
They shall be given an ID number to vote and this ID number
shall match their photo and fingerprint to prevent them from
casting their vote more than one time.
Article 13: Both Lieutenant Governors and the Governor
shall have the power to negotiate any and all bills and laws
that are presented in the Legislative Branch of their district.
Each Lieutenant Governor shall be able to weigh in their
points of view and their concerns to the Governor and the
Legislative Body to pass this law or bill into being. This is
essential. The Legislative Branch shall be based on one
hundred and one (101) and that one being the Governor, who
has the power to extend only the Legislation process of this
bill. If this bill is not passed in one hundred eighty days (180)
it shall be discarded and the Legislative Branch must make
modifications to it and present it at a later date.
Article 14:The salaries of these government officials shall be
set forth, not in the same way a Parliament is, but in a way
that they will be paid a salary per year of a moderate level and
all lobbyists or special interest groups shall only be able to
contribute campaign contributions within the cap appointed
by a foreign body. Any and all donations and gifts must be
recorded in accuracy to the appointed governing body that
will exist in all districts by a special law enforcement body to

prevent any and all corruption and influence, which is in the
interests of the lobbyists and not the citizens of Ukraine. That
law enforcement shall be funded by lobbyists and special
interest groups who must pay to make contributions.
Article 15: Kiev shall have the authority in the event of
uncovered evidence in any corruption of any elected official in
any of the districts to remove them from office and charge
them and transfer them to the Judicial system for disciplinary
action. Their vacant office shall remain vacant until the next
election period of three (3) years. This is a considerable time,
so in the case that the delegate is removed with more than
half of his tern an intern delegate shall be elected by all other
delegates within that District, or the central Government of
Kiev can appoint one if needs arise. This is the election of
each district of the government.
Article 16: The citizens of every district, if they are not
pleased with the performance of any legislative member, they
have the right to go to Kiev, first to the Governor of their
district, and if not resolved there, to the governing body in
Kiev and with ten percent (10%) of the population of that
district have enough signatures with their voter ID’s and
fingerprints can invoke an investigation into possible
corruption and request for the removal of this legislative
member. Then a special task force that will investigate
corruption cases across the country shall do its investigation
and if any corruption is found, the legislative member shall
not only be removed from office but shall stand trial in that
district with criminal charges and possible prison time. Only

the President of Ukraine has the right to pardon such
individual not free from the crime, but to house arrest or a
lesser sentence, and this official shall never be able to run for
public office again.
Article 16: The Governor and two Lieutenant Governor shall
have these duties. Each Lieutenant Governor shall appoint a
five-member cabinet that will not exceed the budget
appointed to that Lt. Governor in salaries. The Cabinet
members will oversee different aspects of that district’s
infrastructure, such as transportation, funding for schools and
churches, district police who have authority around the entire
district, and in the event of natural disasters or problems of
that nature, a body called the Federal Emergency Assistance
Agency shall be able, with the cooperation of military to
become agents for rescue and recovery officers.
Article 17: Health care in each district shall not be denied to
any citizen, regardless of income and other things such as
race or political views. These questions shall be forbidden to
be asked upon admission to any hospital in that district.
These outstanding balances shall be paid by a fund that will
set up a fund that insurance companies cover the non-
insured by the hospital charges fees that are non- profit and
are tax detectible. If the insurance companies decide that they
should pay something while enrolling the patient that
contribution is also tax detectible.
Article 19: Housing the for disabled and a stable employment

have the right to therapy, occupational therapy, and a human

Article 20: The following articles are set forth in each district
and only the Federal Central Government in Kiev and their
legislative body has the right to change or alter or add to
these modifications of the districts. Any district that is not
creating a positive GPD after the reconstruction and reforms

observed by experts as to why this district is failing. At that
time specialists int0 the field of socio-economics can analysis
the crisis and rectify it. Chapter 3
Federal and District Funding, both International and
Domestic
Article 21: All international funding will be distributed
equally amongst the districts in order of natural resources,
mining, production of exportable goods, and their value. Also,
population and percentage of able workers and children shall
be calculated. This must be done to ensure maximum profit in
each district. This means of how many schools are needed.
The children are the precious of us all and should be
protected by all means.
Article 22: All events, either an act of God or by war, districts
with the most heavily damaged infrastructure will precede all

international aid and support. This is to be done to ensure
that all districts operate in a profitable margin for the central
government in Kiev, Ukraine. The central government duty in
any crisis is to maintain and coordinate with each district all
needed operations whether it be rescue, rebuilding or
defense. The central government and the district government
shall work together in any major catastrophic events whereas
control is temporarily given to the federal government with a
watch group in the district to ensure all monetary and
humanitarian aid is distributed equally among the affected
population.
Article 23: Each of the nine districts has a right when profits
are positive to invest and to own small to medium businesses
or corporations that it deems a successful economic endeavor.
A group of eleven men and women will make up a committee
and be accessible to the public for the sole purpose of
allowing citizens to receive federal and district funding. These
businesses shall be helped and guided unabated toward the
first one to four years. This will give the government, both
federal and district, the reassurance and option to develop
and invest in said business and/or said industry.
Article 24: Public management positions, such as mayor, city
council member, manager of transit, and all positions of
management that oversee any federal or district funded
operations shall be paid a reasonable salary with the
opportunity for bonus money by maintaining profit that is
above a level of twenty-five percent in all districts. This means
that this bonus equal to one-year salary will be awarded to

any district manager who operates their responsible duty
more efficiently than the other eight districts.
Article 25: The central government in Kiev shall have three
bodies to oversee all aspects and all functions within the
country. The first will be the presidential body. The
presidential body will maintain authority through one elected
official, the President, and two elected Prime Ministers. This
is to protect the public from any and all written presidential
orders or laws without the consent of both prime ministers
who oversee the legislative and judicial part of the
government. It is the duty of each prime minister to bring
forth new laws and changes to existing laws as the need arise
because of technological advances, agricultural needs and the
needs for electricity and heat, which change throughout the
year. In this case, to stay a productive and stable country and
also to be competitive in industry on the world’s markets,
these district leaders will meet every three months with each
prime minister to discuss problems or resolve advancements
in such industries that need immediate attention from the
presidential branch of the government.
Article 26: The federal and district governments shall be
separate in most issues that concern any said district, that is
not a threat to the country’s GDP or sovereignty. These
instances shall go through the judicial branch of government.
Each district shall have one supreme elected body of seven
senior judges throughout all the cities in each of the district.
These judges shall have authority to pass laws that have no
threat of disrupting any other district or federal body of the

country. Any law must first go through the precincts judicial
body. If any such law or conflict of interest cannot be resolved
at the lowest level of the judicial body, then it shall be set to
be heard by the district judicial body, which will be made up
of three judges who must be elected and serve a term no more
than eight years. Judges at the Federal level must leave office
after twelve years. All judges throughout the sovereign
country of Ukraine will have to be re-elected every four years.
Article 27: Cities that are within a district where the
population is more than one million people compared to rural
areas of that district, shall be granted more elected officials
that will represent the district in the body of the federal
government. Their purpose is to bring issues that immediately
impact any said district or city to the federal level of
authority. These elected officials shall receive no money from
any lobby or special interest group in any form whatsoever.
They shall be paid equally as the judicial judges in Kiev are
paid. They will receive reasonable amount of funding to
maintain an office or headquarters in each district that will
not exceed funding of any emergency service branch in any
district in the government of Ukraine. This means that federal
money shall go first to education, health care, emergency
services such as police, firemen and special investigators.
Article 28: District taxes on all goods and services shall be
regulated by the legislative body of each district. Taxes shall
be charged on all goods and services with exemption to
emergency aid, prescription medications, physical therapy
programs, and a tax of no more than three percent can be

imposed on any perishable agricultural products. On all goods
and services throughout the districts, the taxes cannot be
below 7.5 % or higher than 11%. Taxes on housing cannot
exceed 5% and cannot be lower than 3.5%. Interests on home
mortgages by companies that operate internationally will
never exceed 4% on any and all mortgaged properties within
the country, because properties will be taxed at 6%, 2% of this
6% will go into a fund to buy foreclosed properties that are
owned by companies that are not based in Ukraine. This is to
protect the sovereign territory of Ukraine from mass
territorial buy-offs by any and all foreign entities. These
figures in this article on taxes can be debated and negotiated
as per each district, but the interest of 6% on residential
property and 8% on commercial property per year is law and
cannot be appealed.
Article 29: Any property that is zoned for government use, on
a federal or district level is exempt from all taxes and interest.
This includes hospitals, fire stations, police stations and
certified rehabilitation centers for drug dependency and
physical therapy centers. In the pre-planning of any of the
preceding type of structure, it first must gain approval at the
federal legislative level within the district authority. This
authority will be consisting of a town council that will meet
once a week to discuss zoning and planning of needed
services for said city. These officials will be paid only a meager
wage of four hours per week which will be based on the
elected official’s normal job. This is to reduce funding and
costs that are associated with the zoning and building permits

of any said structure that concerns the health and
maintenance of the needs of the population.
Article 30: All citizens who work in positions that are funded
by the federal or district governments shall receive eight
hours per week paid educational direction in the field of their
choosing. These eight hours will be divided into two four-
hour sessions of the highest quality education at their choice
of university that is within fifty miles of their base of
employment. If they choose to work those hours instead, they
will receive the regular hourly salary. This will be a choice to
further their education to advance their position.
Article 31: A district over-sight committee of already existing
public servants throughout all the districts from any field
shall meet twice a year on a weekend retreat to discuss and
plan the amount of manpower that can be afforded by the
districts GDP and also by the need of public service
professions. This does not include civil servants who work
eight-to-five. This pertains to the mass transit, energy fields,
waterworks, waste disposal, emergency services. In the event
of any man-made or natural disaster paramedics and all
members of a voluntary fire department and a paid fire
department are immediately granted authority to deal with
and coordinate with police officials.
Article 32: It is the duty of the district leaders to invoke
emergency protocol which will call in active military
personnel throughout the country to aid and assist in the
recovery, medical needs, and to prevent violent rioting with
non-lethal measures. Active duty military personnel cannot

be called in to any district except in the event that the
president of Ukraine and both prime ministers sign a
proclamation of war against an aggressor.
Article 33: In the event that military action is required or
requested anywhere in the world, a unanimous decision from
the president and both prime ministers must bring the matter
before a parliamentary body that expresses the will and
concerns of the citizens they actively represent. The
declaration of war must be signed by 65% of all elected
officials who represent the citizens, mostly the mothers and
fathers of the active duty military personnel who are to be put
in harm’s way. The declaration of war is something that
should never be taken lightly. In peace time, a special group
consisting of elected officials that are carefully selected by an
outside committee from allied member states.
Article 34: Economic sanctions against any country in the
event of hostilities must carry a 75% vote in parliament and
must be signed by all three members of the presidential body.
This decision can never be left up to one person, because the
life blood of any country is the ability to manufacture goods
and transport and sell them to other countries. Any hindrance
in this ability can be viewed as a non-combatant warfare,
because the only ones who suffer are those who lose their jobs
and their homes due to a sharp decline in that district’s GDP.

inspired to me by your wife Marylne. now being disabled
myself with bipolar disorder and sometimes a little bit of
psychotic episodes usually after my high bipolar state has
kept me up for days. but now I'm on the right right
medication that I can think clearly and cognitively to explain
the following program actually two programs double fit the
needs of not only the people who are disabled in your country
but the people that are disabled all throughout the world
from war or born with disabilities I will explain this in depth.
article 35 there shall be no establishment that is open for
public business that does not accept anyone with physical
disabilities and treat them less than any other kind of
customer. if an establishment deprives a customer of equal
treatment the possibility of a fine may be imposed. now let's

get into the real disabilities post-traumatic stress disorder
bipolar disorder mostly mental health issues including and
not limited to alcoholism and substance abuse problems.
article 36 all citizens of the country of Ukraine that have been
diagnosed with anything more severe then general depression
and are admitted for more than 72-hour evaluation will be
registered with the mental health department of the country
these individuals will not have the right to purchase carry any
form of deadly weapon from a gun to any knives longer than 7
inches long. they shall be given a driver’s license like any
other citizen and for the reason of Public Safety. article 36
these mental health individuals shall not be able to purchase
by or consume any alcoholic beverages at any time under the
direction of a psychiatrist and under the treatment of some
kind of psychological therapy or psychological treatment. this
License must be created beyond the normal of a regular
driver's license it must contain a chip and all bars and liquor
stores any vendor who sells alcohol must participate in the
program and swipe this driver’s license before any liquor can
be purchased and if they would like to retain their liquor
license and their ability to sell alcohol they must pay a
monthly fee of no less than $19.99 per month to keep the
budget and sustain the rehabilitation programs that are
associated with alcohol and drug abuse if they do not wish to
pay and they cannot legally serve alcohol within the country.
article 37 all police officers in the event of a misdemeanor
violation must run and ID screen and if the person comes up
on the mental health list kept by the state of Ukraine they
must be transported first to a 72-hour evaluation. At which a

weather incarceration is needed or rehabilitation is needed
this is to protect people who do not have a drinking problem
who socially drink with their meals or socially gather with
coworkers and friends at a bar alcohol affects the brain in a
way that people with psychological problems tends to not
think things clearly before acting and these medications that
they are taking do not mix with alcohol. after a 72 hour
treatment center the psychiatrist has the right to retain the
citizen or subject for further psychiatric treatment article 38
this substance abuse and alcohol problems that most Eastern
European countries and Russia and Western European
countries really have a bad problem with so we must do our
best to correct that we could not correct it 100% people will
always find a way around some laws but if we can decline this
group of people who are under psychiatric treatment who
take psychiatric medication and keep them from consuming
alcoholic beverages and other substances we can bring the
rate of crime mostly violence down a substantial amount. all
prescription psychiatric medication that is filled at a
pharmacy a database must be created to alert mental health
professional law enforcement to go and check on the
individual if they have been off of their meds for over a month
and if that individual shows signs of stress psychiatric
delusions schizophrenia psychosis or dementia the law
enforcement at that point will detain the subject and take
them to psychiatric hospital the funding from these hospitals
and rehabilitation centers will come directly from all of the
bars and liquor stores and any institution that sells alcoholic

beverages those institutions to stay in operation and continue
to sell alcohol must pee 29.99 fee to the state of Ukraine who
will distribute the money amongst the provinces to pay a
decent and moderate wage to mental health workers
psychiatrists nurses and basic staff members in the event that
an individual with mental health history is caught in
possession of drugs such as ecstasy heroin opiates cocaine
they shall be arrested under a third degree felony and
transported to a detoxification center for a one week and then
transported to a county or local jail to wait and stand trial
before a judge now if it is the first offense the judge compose
a sentence that is equal to the crime. The amount of heroin
cocaine shall be no more than 3.25 grams of cocaine 1.5 grams
of heroin and less than 3 3 or less of any type of opiate related
pill or amphetamine related pill. anyone caught in possession
of more than these amounts shall be charged with a second
degree felony and charged with the intent to distribute
amongst the public this is similar to the United States with a
system that can rehabilitate criminals that are drug addicts
upon release from the psychiatric facility when the
psychiatrist deems it is necessary they shall report and have to
pay a $15 fee to the probation officer who was also a social
worker and trained in occupational therapy to which they will
be offered a variety of rehabilitation choices. one being a
three-year stint in the military at one third the cost of
someone in the military who does not have these problems
they will be given a weekly allowance for clothes soap basic
necessities they shall not be allowed any alcohol or drugs and
after the three years they will receive a final declaration from

their psychiatrist deeming them clear of the psychological
disorder or they will have to remain getting treatment. if they
choose to go into the military they shall not be able to hold
down any job that involves weaponry guns firearms anything
that can harm their their fellow soldiers they shall be trained
in electronics engineering Medical logistics cryptography any
variety of jobs in the military that have nothing to do with
firearms or anything of that sort and they shall also be housed
with people in similar situations where no guns are allowed in
these barracks at all the other choice is to go into a mental
health facility for 6 months receiving psychological treatment
psychiatric treatment medication occupational therapy online
courses and several other
In the event that they choose the mental health facility they
shall receive all the things that are aforementioned in this
article at no cost to themselves the cost will be a burden of
the pharmaceutical industry in a 3% tax of all imported
pharmaceutical medication this tax can be increased to 7 to
10% unless the importing pharmaceutical company signs
papers stating that they will only make a 30% profit on the
medication when selling it to the federal government and the
district governments for supply within the mental health
facilities. the pharmaceutical industry can only make a 30%
profit when it comes to the distribution of medication for our

elderly who are also in the state of disability and insurance
companies can only charge 7% of any pension or welfare that
any disability patient has or receives this out-of-control
pharmaceutical industry charging 5000 percent profit on
medications is over the government of Ukraine she'll begin to
build their own pharmaceutical industries within the
government co-ownership with existing pharmaceutical
companies from the United States and Western Europe so so
there shall be an equal share in the prophets and all
pharmaceutical companies must provide exact figures on the
cost of the psychiatric medications in geriatric medications
any forging or fudging of these numbers shall result in severe
penalties in excess of 10 million dollars to the pharmaceutical
industries for each occurrence . in a rough summary I would
like to say that people who are addicted to alcohol and
substance abuse these people are being victimized not only by
drug smugglers and drug dealers they are being victimized by
the pharmaceutical industry they are being victimized by
certain doctors that are not certified for pain management to
prescribe pain pills are opiates and they are not certified by
psychiatrists to determine attention deficit disorder which
usually is prescribed amphetamine salts.
There is more things that I can add to this but I feel that the
government and the specialties the National Health
Organization of your government and the doctors it was the
pharmaceutical companies can sit down in a range of a way
for this program to work this program will work on the

rehabilitation of 80% of all mental health patients and drug
abuse patients lowering the crime rate is very important and
we must take steps to protect our elderly by not being robbed
by the pharmacy for pills that they need just to keep on living
the churches are to be given a small percentage of federal
income maybe maybe 2 to 3% to be able to help those people
who fall between the elderly and the disabled and just had a
breakdown for a couple months to obtain their medicine at
the cost earlier described.

appropriate words to describe the Marla initiative but keep
the name the same and please share this with other heads of
states and their governments so a similar plan can be put in
action for them as well. I understand fully what these people
go through that are addicted to these kinds of medicines even
though I am very smart I have experienced a lot in my life
before today and thank God I am forgiven for all that and
thank god those things aren't in my life anymore other than
the medications that are prescribed to me. but rehabilitating
this part of society that is like a sucker fish on the side of an

aquarium we can get them back into the workforce by using
physical therapists occupational therapists guidance
counselors and other people social service people halfway
houses things like that to get them back on their feet and at
work that's why it is important is that if a person with a
disability apply for a job they cannot be turned down if they
are able to perform that said job in a separate facility that is
run by occupational therapists they have the right to go
perform that type of job for a week and appeal they're not
being hired to the company and the company must respond
the real reason why they were not hired and it better be
something good. I am just trying to do the best I can do for
my fellow Ukrainian people I want peace like you do I want
these people who are disabled mentally physically
emotionally mentally to quit being discriminated against
harassment agonized having the ability to just go and self-
medicate is the major problem that we must solve and the
only way at this point is to make that person to driver’s
license or ID be mandatory swiped at any bar or liquor store
or any convenience store that sell alcohol. These people who
are addicted to substances they need your help they need our
help they need the community's health and I am giving you
the best alternative that I can come up with at this point
eventually if I thought about it for a couple days I can make it
a lot better if one thing I could really make a lot better but I'm
in America but I think we can get over that small bridge and
let's not only work on implementing some kind of program
for these people

  • 1. zz Articles of Laws and Reforms for Sovereign Country of Ukraine Preamble: We the people of the Sovereign Country of Ukraine, declare our independence, and we the people choose the way of a Democratic Government with Freedoms and Elections of Representatives that we feel will best ensure those Rights to Freedom. Any and all citizens have the right by birth, to pursue Life, with Liberty, Freedom and Pursuit of a Prosperous and a Long Life. Chapter 1

PAGE 1 Article 1: All people of Ukraine have the right to pursue faith in any way they see fit and this right will not be interfered with or discriminated against in any way by either Government, Secular Groups or any Individual citizen. Article 2: By order Federal Government of Ukraine marriage shall be defined as between a man and a woman. Man and woman must reach the age of 17 before a license can be issued and as a couple the couple must have the means financially to provide for each other as couple and meet their financial needs. The District will establish a required minimum income couples must meet. This is to prevent and reduce divorce and annulments because of financial reasons. In-laws may provide any type of aid to assist the couple into meeting that requirement, such as shelter, food, clothing, financial and Education. This is to reduce welfare costs incurred by the district, and also this is to reduce rates of Divorce and Annulments, and costs associated with divorce. Article 3: All Natural born Ukrainians shall be entitled to an education from k-12 at no cost to them and shall have the choice to pursue any academic field that they desire. All students who maintain a GPA of above 3.5 shall be provided at no cost. A scholarship from the University of their choice. Theses Universities qualify for special Federal and District Funding to promote a higher quality of Education for those students who are gifted. This funding can come in the form as Tax breaks and/or other means as to be decided by District and Federal officials.

PAGE 2 Article 4: All Ukrainians shall be entitled to Federal and District Social Services and Financial Aid if that person suffers from an Injury or Illness that lasts for more than one year. and Medical coverage provided by the Federal Government to be treated by any doctor that specializes in their injury or illness. All physicians must carry a percentage of these patients at a reduced cost that will be paid by Federal and district funds. Article 5: Any citizen of Ukraine who serves 4 years of military duty is entitled to attend any college that is listed in the Veterans to College list assembled by the Federal and district Governments at no cost to them, nor shall they be required to pay for dorm housing. On campus meals and a reasonable clothing allowances shall also be provided. While attending college they will be on reservist duty requiring two weekends a month of current and advanced military training in whatever branch they had served in during active duty. During a Federally declared Emergency, such as humanitarian aid resulting from Natural disasters or any immediate threat to the safety of the immediate public. Article 6: All Ukrainians shall have the right to engage in peaceful protests after receiving a document of attendance. Also the protest must be planned 14 days in advance and a kipermit must be obtained at the cost of the citizen or organization to be paid to the District. All protesters must obtain a protesters badge for a fee from the districts clerk’s office. All badges must be visible by wearing them around their neck or displayed in visible sight for law enforcement officers. Anyone without a badge will not be admitted to the
  • 4. PAGE 3 protest. Subjects without a badge will be given a citation and not permitted to stay. This is to ensure safety for the protesters, general public, and Law enforcement officers. Article 7: Upon any individual being placed under arrest, they are entitled to be aware of the reason for detainment, and shall see a judge within 36 hours for a formal reading of charges and for an appropriate bond to be set by the judge that will reflect the severity of the crime. If criminal case ends with a Guilty verdict any money paid for any bond will be applied to court costs, and in the event that court costs are less than bond paid the remaining balance will be refunded to the offender. If a bonding agency is involved, then the bonding will receive all of the bond regardless of verdict. Article 8: At no time, without reasonable suspicion of a crime can Law enforcement enter the dwelling of any citizen without the written a warrant showing just cause for entry and search. This warrant must be authorized and signed electronically by either a Judge or representative of the court whom is an authorized representative of the District or Federal judicial system. This is to allow Law Enforcement officers 24-hour access to court system. Article 9: Law Enforcement has the right to detain anyone if that person shows that they are a danger to themselves or others. Also if they are showing signs of mental instability. Law enforcement can detain them until an officer trained in mental health cases arrives to do a quick mental stability test. If deemed unstable, the individual is transported to a local
  • 5. PAGE 4 hospital, where they are then transferred to the nearest mental care facility, and they will be held there for no less than 72 hours and evaluated by a licensed psychiatrist. Article 10: Any citizen has the right to purchase a home and upon paying the deed off that property can be transferred to any person the owner sees fit. Upon the death of the owner the deed shall transfer to the next of kin, in the event there is no next of kin the state has the right to sell said property, first to pay for a standard burial of deceased and a member of the clergy give said person last rites according to their faith if they chose to record that with any church. The remainder of any money shall pay any and all debts the deceased person has on the federal credit report. The need for the following Article is to decentralize the Ukraine Government to districts in the Ukrainian Country. Chapter 2, Article 11 Political Reforms to Avert Corruption Article 11: Federal Officials shall take place every six Elections of (6) years. These Elected Officials shall be elected by citizens of Ukraine who are natural born. These citizens must have lived in the district for no less two years. This will prevent the corruption of the election by having citizen whom are from other districts casting their vote in which they do not live in. Article 12:The country shall be divided into nine (9) districts or states and shall be modeled after the Federal

There shall be a Governor and two (2) Lieutenant Governors and a small legislative body of both parties that represent the interests and the population of the country of Ukraine. These Lieutenant Governors shall be elected freely, and their anonymity shall be kept confidential. They shall be given an ID number to vote and this ID number shall match their photo and fingerprint to prevent them from casting their vote more than one time. Article 13: Both Lieutenant Governors and the Governor shall have the power to negotiate any and all bills and laws that are presented in the Legislative Branch of their district. Each Lieutenant Governor shall be able to weigh in their points of view and their concerns to the Governor and the Legislative Body to pass this law or bill into being. This is essential. The Legislative Branch shall be based on one hundred and one (101) and that one being the Governor, who has the power to extend only the Legislation process of this bill. If this bill is not passed in one hundred eighty days (180) it shall be discarded and the Legislative Branch must make modifications to it and present it at a later date. Article 14:The salaries of these government officials shall be set forth, not in the same way a Parliament is, but in a way that they will be paid a salary per year of a moderate level and all lobbyists or special interest groups shall only be able to contribute campaign contributions within the cap appointed by a foreign body. Any and all donations and gifts must be recorded in accuracy to the appointed governing body that will exist in all districts by a special law enforcement body to
  • 7. PAGE 6 prevent any and all corruption and influence, which is in the interests of the lobbyists and not the citizens of Ukraine. That law enforcement shall be funded by lobbyists and special interest groups who must pay to make contributions. Article 15: Kiev shall have the authority in the event of uncovered evidence in any corruption of any elected official in any of the districts to remove them from office and charge them and transfer them to the Judicial system for disciplinary action. Their vacant office shall remain vacant until the next election period of three (3) years. This is a considerable time, so in the case that the delegate is removed with more than half of his tern an intern delegate shall be elected by all other delegates within that District, or the central Government of Kiev can appoint one if needs arise. This is the election of each district of the government. Article 16: The citizens of every district, if they are not pleased with the performance of any legislative member, they have the right to go to Kiev, first to the Governor of their district, and if not resolved there, to the governing body in Kiev and with ten percent (10%) of the population of that district have enough signatures with their voter ID’s and fingerprints can invoke an investigation into possible corruption and request for the removal of this legislative member. Then a special task force that will investigate corruption cases across the country shall do its investigation and if any corruption is found, the legislative member shall not only be removed from office but shall stand trial in that district with criminal charges and possible prison time. PAGE 7 the President of Ukraine has the right to pardon such individual not free from the crime, but to house arrest or a lesser sentence, and this official shall never be able to run for public office again. Article 16: The Governor and two Lieutenant Governor shall have these duties. Each Lieutenant Governor shall appoint a five-member cabinet that will not exceed the budget appointed to that Lt. Governor in salaries. The Cabinet members will oversee different aspects of that district’s infrastructure, such as transportation, funding for schools and churches, district police who have authority around the entire district, and in the event of natural disasters or problems of that nature, a body called the Federal Emergency Assistance Agency shall be able, with the cooperation of military to become agents for rescue and recovery officers. Article 17: Health care in each district shall not be denied to any citizen, regardless of income and other things such as race or political views. These questions shall be forbidden to be asked upon admission to any hospital in that district. These outstanding balances shall be paid by a fund that will set up a fund that insurance companies cover the non- insured by the hospital charges fees that are non- profit and are tax detectible. If the insurance companies decide that they should pay something while enrolling the patient that contribution is also tax detectible. Article 19: Housing the for disabled and a stable employment standard, will fall under a branch of the government that will

These citizens shall have the right to therapy, occupational therapy, and a human specialist that will determine how to integrate this citizen. back into the working population after analyzing all manners of their disability Article 20: The following articles are set forth in each district and only the Federal Central Government in Kiev and their legislative body has the right to change or alter or add to these modifications of the districts. Any district that is not creating a positive GPD after the reconstruction and reforms take place, shall be brought to the body in Kiev, and shall be observed by experts as to why this district is failing. At that time specialists int0 the field of socio-economics can analysis the crisis and rectify it. Chapter 3 Federal and District Funding, both International and Domestic Article 21: All international funding will be distributed equally amongst the districts in order of natural resources, mining, production of exportable goods, and their value. Also, population and percentage of able workers and children shall be calculated. This must be done to ensure maximum profit in each district. This means of how many schools are needed. The children are the precious of us all and should be protected by all means. Article 22: All events, either an act of God or by war, districts with the most heavily damaged infrastructure will precede all
  • 10. PAGE 9 international aid and support. This is to be done to ensure that all districts operate in a profitable margin for the central government in Kiev, Ukraine. The central government duty in any crisis is to maintain and coordinate with each district all needed operations whether it be rescue, rebuilding or defense. The central government and the district government shall work together in any major catastrophic events whereas control is temporarily given to the federal government with a watch group in the district to ensure all monetary and humanitarian aid is distributed equally among the affected population. Article 23: Each of the nine districts has a right when profits are positive to invest and to own small to medium businesses or corporations that it deems a successful economic endeavor. A group of eleven men and women will make up a committee and be accessible to the public for the sole purpose of allowing citizens to receive federal and district funding. These businesses shall be helped and guided unabated toward the first one to four years. This will give the government, both federal and district, the reassurance and option to develop and invest in said business and/or said industry. Article 24: Public management positions, such as mayor, city council member, manager of transit, and all positions of management that oversee any federal or district funded operations shall be paid a reasonable salary with the opportunity for bonus money by maintaining profit that is above a level of twenty-five percent in all districts. This means that this bonus equal to one-year salary will be awarded to
  • 11. PAGE 10 any district manager who operates their responsible duty more efficiently than the other eight districts. Article 25: The central government in Kiev shall have three bodies to oversee all aspects and all functions within the country. The first will be the presidential body. The presidential body will maintain authority through one elected official, the President, and two elected Prime Ministers. This is to protect the public from any and all written presidential orders or laws without the consent of both prime ministers who oversee the legislative and judicial part of the government. It is the duty of each prime minister to bring forth new laws and changes to existing laws as the need arise because of technological advances, agricultural needs and the needs for electricity and heat, which change throughout the year. In this case, to stay a productive and stable country and also to be competitive in industry on the world’s markets, these district leaders will meet every three months with each prime minister to discuss problems or resolve advancements in such industries that need immediate attention from the presidential branch of the government. Article 26: The federal and district governments shall be separate in most issues that concern any said district, that is not a threat to the country’s GDP or sovereignty. These instances shall go through the judicial branch of government. Each district shall have one supreme elected body of seven senior judges throughout all the cities in each of the district. These judges shall have authority to pass laws that have no threat of disrupting any other district or federal body of the
  • 12. PAGE 11 country. Any law must first go through the precincts judicial body. If any such law or conflict of interest cannot be resolved at the lowest level of the judicial body, then it shall be set to be heard by the district judicial body, which will be made up of three judges who must be elected and serve a term no more than eight years. Judges at the Federal level must leave office after twelve years. All judges throughout the sovereign country of Ukraine will have to be re-elected every four years. Article 27: Cities that are within a district where the population is more than one million people compared to rural areas of that district, shall be granted more elected officials that will represent the district in the body of the federal government. Their purpose is to bring issues that immediately impact any said district or city to the federal level of authority. These elected officials shall receive no money from any lobby or special interest group in any form whatsoever. They shall be paid equally as the judicial judges in Kiev are paid. They will receive reasonable amount of funding to maintain an office or headquarters in each district that will not exceed funding of any emergency service branch in any district in the government of Ukraine. This means that federal money shall go first to education, health care, emergency services such as police, firemen and special investigators. Article 28: District taxes on all goods and services shall be regulated by the legislative body of each district. Taxes shall be charged on all goods and services with exemption to emergency aid, prescription medications, physical therapy programs, and a tax of no more than three percent can be
  • 13. PAGE 12 imposed on any perishable agricultural products. On all goods and services throughout the districts, the taxes cannot be below 7.5 % or higher than 11%. Taxes on housing cannot exceed 5% and cannot be lower than 3.5%. Interests on home mortgages by companies that operate internationally will never exceed 4% on any and all mortgaged properties within the country, because properties will be taxed at 6%, 2% of this 6% will go into a fund to buy foreclosed properties that are owned by companies that are not based in Ukraine. This is to protect the sovereign territory of Ukraine from mass territorial buy-offs by any and all foreign entities. These figures in this article on taxes can be debated and negotiated as per each district, but the interest of 6% on residential property and 8% on commercial property per year is law and cannot be appealed. Article 29: Any property that is zoned for government use, on a federal or district level is exempt from all taxes and interest. The declaration of war must be signed by 65% of all elected officials who represent the citizens, mostly the mothers and fathers of the active duty military personnel who are to be put in harm’s way. The declaration of war is something that should never be taken lightly. In peace time, a special group consisting of elected officials that are carefully selected by an outside committee from allied member states. Article 34: Economic sanctions against any country in the event of hostilities must carry a 75% vote in parliament and must be signed by all three members of the presidential body. This decision can never be left up to one person, because the life blood of any country is the ability to manufacture goods and transport and sell them to other countries. The amount of heroin cocaine shall be no more than 3.25 grams of cocaine 1.5 grams of heroin and less than 3 3 or less of any type of opiate related pill or amphetamine related pill. anyone caught in possession of more than these amounts shall be charged with a second degree felony and charged with the intent to distribute amongst the public this is similar to the United States with a system that can rehabilitate criminals that are drug addicts upon release from the psychiatric facility when the psychiatrist deems it is necessary they shall report and have to pay a $15 fee to the probation officer who was also a social worker and trained in occupational therapy to which they will be offered a variety of rehabilitation choices. one being a three-year stint in the military at one third the cost of someone in the military who does not have these problems they will be given a weekly allowance for clothes soap basic necessities they shall not be allowed any alcohol or drugs and after the three years they will receive a final declaration from

I am just trying to do the best I can do for my fellow Ukrainian people I want peace like you do I want these people who are disabled mentally physically emotionally mentally to quit being discriminated against harassment agonized having the ability to just go and self- medicate is the major problem that we must solve and the only way at this point is to make that person to driver’s license or ID be mandatory swiped at any bar or liquor store or any convenience store that sell alcohol.
