5. First they needed: Bread

6. The poor needed wheat to make bread in order to survive,

7. when they didn’t have enough food they rioted.

8. So the emperor provided free wheat!

9. But it came at the farmers expense since they were paid a low price for their crops.

10. Second they needed: Circuses

11. Circuses were huge shows that had free admission for the people.

12. Men that fought in these circuses were called gladiators.

13. Most gladiators were slaves.

14. Also public executions were held.
